What do school governors do?

The governing body of a school is responsible for ensuring that it is run to promote pupil achievement. Its duties include:

 setting strategic direction, policies and objectives  approving the school budget  reviewing progress against the school's budget and objectives  appointing, challenging and supporting the headteacher

The governing body is made up of:

 parent governors (elected by parents)  staff representatives (elected by school staff)  local authority governors (appointed by the local authority)  community governors (members of the local community appointed by the governing body)

At Mill Field Primary School Primary the full governing body meet half termly and further sub committees covering resources, teaching and learning and pupil support also meet on a half termly basis.

The governing body operates with the following committees:  Resources committee - responsible for staffing including the appointment and role of the SENCO, equality and diversity, finance, property management, health and safety and nutritional standards. Committee chair: Cllr Eileen Taylor  Standards and curriculum committee - responsible for teaching and learning matters including target setting, standards and achievement, SEN (including reporting annually on the success of the SEN policy), monitoring teaching and learning and curriculum provision and ensuring that the governing body is represented at school improvement discussions. Committee chair : Mrs Lesa Ashraf-Mills  Pay Review committee – responsible for ensuring the implementation of the school Pay Policy and Teacher Appraisal Policy.  Pay Appeal committee – responsible for hearing pay appeals and ensuring a fair and proper process has been followed.

Annual Governance Statement for the Mill Field Primary School Governing Body June / July 2017

1. Overview The governing body conducts its business to take account of the three roles of the governing bodies as outlined in the Governors’ Handbook: 1. Ensuring clarity of vision, ethos and strategic direction; 2. Holding the Headteacher to account for the educational performance of the school and its pupils; 3. Overseeing the financial performance of the school and making sure its money is well spent. The day to day management of the school is the responsibility of the Head teacher and senior leadership team.

The governing body also ensures that the school complies fully with statutory safeguarding procedures. All staff have signed a record to confirm they have read Part 1 of the DfE statutory guidance “Keeping Children Safe in Education”. The governing body has familiarised itself with the document and are working with the safeguarding lead in school to complete the annual safeguarding audit.

2. The composition of the governing body There are currently 2 vacancies on the governing body. We are currently seeking to recruit governors with financial knowledge and experience.

3. Meetings of the governing body and attendance The full governing body meets 5 times a year; all meetings are now clerked by a trained professional clerk. There are also 2 governing body committees which meet 5 times a year and which have delegated authority to make decisions on behalf of the governing body. Governors have good attendance at meetings overall. Apologies for non-attendance are considered on an individual basis; governors are aware through the code of conduct that non-attendance, which includes apologies not being accepted, will result in the removal of a governor six months from the date of first non-attendance.

4. The remit of the governing body and its committees The governing body and senior leadership team completes a self-evaluation of the school in June 2017 taking into account SATs results, the school’s internal monitoring of pupil progress and attainment, changes to the assessment of pupils and the curriculum and the recent Ofsted report. The self-evaluation then informs our school improvement plan which has prioritised the following three areas:

1: Leadership and management:  Change to staffing structure; developing the role of teaching partners throughout school to drive school improvements (Resources Committee and JRG). 2: Quality of teaching and learning;  Ensure that the feedback policy is used consistently throughout the school (standards and curriculum committee)  Further improve the quality of teaching so that more teaching is consistently good and outstanding (Standards and curriculum committee / JRG) 3: School improvement; Raise standards and achievement in those curricular areas that are below expectations  Improve attainment and pupils’ achievements in Years 1 and 2, particularly in phonics and writing and mathematics (Standards and curriculum committee/JRG)  Improve attainment and pupils’ achievements in KS2 in reading, writing and maths (Standards and curriculum committee / JRG)  Improve levels of attendance, particularly for vulnerable groups (Resources committee)

The monitoring and evaluation of progress towards the priorities will be through the committees as indicated in brackets above. 5. The effectiveness and impact of the governing body 2016/2017 The governing body took part in a school Teaching & Learning Review in February 2017 and met with the Local Authority Governor Support Service. The areas for improvement identified on review document are: Recommendations  That governors are clear about their strategic roles and statutory responsibilities including ensuring the website is compliant  That governors are aware of their monitoring responsibilities around the key priorities in the school development plan and that a structured monitoring plan is in place  That governors are aware of the quality of teaching, how this is moderated both internally and externally , links to performance related pay and outcomes for children  Governors to revisit the Ofsted action plan and be clear about the Ofsted areas for improvement  That committee meetings have a named clerk to ensure professional minutes are available and that they are circulated to all governors in a timely manner to meet statutory requirements  That governors have a clear understanding of the different funding streams, how these monies have been spent and the impact thereof i.e. Pupil Premium, Sports Funding.
