Minutes of Longbridge Deverill and Crockerton Parish Council Meeting Held at the Village Hall on July 5th. 2010

730 Open Session for members of the public. Mr. P. Grist gave Councillors a brief outline of draft plans for affordable housing, recreation field, pavilion and 4 detached houses on land in Crockerton. Councillors agreed to discuss the proposal later in the meeting and advise Mr. Grist of their comments. Mr. G. Dopheide gave a short report on Crockerton school. The Summer Fete had been a great success with approximately £700-£800 being made. 13 new children would be entering the School in September,with 11 leaving, making the number on roll 94. The new Head had settled in and was working well with both the staff and Governors. Some discussions have been taking place with Heytesbury School towards a possible Federation. The Official Consultation Period had not yet started, but had to last at least 6 weeks. Mr. Dopheide agreed to keep the Council informed.

731 Declarations of Interest. Cllr. Withey declared an interest in planning ref W/10/01917/FUL.

732 Minutes of the meeting held 4th. May 2010 were confirmed and signed.

733 Matters Arising not covered elsewhere. Cllr. Marshall asked if anything had been received regarding Broadband speeds following the report to the Area Board. The Clerk has not received any more information, but Cllr. Marshall will check the Wiltshire Council website and register the broadband speed. 734 Planning Matters. 734-1 Proposed Affordable Housing Scheme Crockerton. This was discussed at length but Councillors felt that as it was on the outskirts of the village and in an Area of Outstanding Natural Beauty, the Council could not support the plans as they were. The Clerk was asked to write to Mr. Grist with their thoughts. If a planning application was submitted to Wiltshire Council, this would of course be discussed in the usual manner. 734-2 Application ref. W/10/01772/FUL Kirkdale, 105 Clay Street Crockerton. Councillors felt that this would be in-keeping with the next door property and unanimously approved the application 734-3 Application ref. W/10/01917/FUL 116, Clay Street Crockerton. Cllr. Withey left the room. The Council felt that this would be a welcome improvement and supported the application unanimously. 734-4 Application ref .W/10/01846/FUL Center Parcs Unanimously approved.(Received 3/7/10) 734-5 The Clerk advised that the planning inquiry for Kingsdown Farm had taken place. Mr. John Robbins from Longbridge Deverill had attended and given evidence. The result should be announced by 12th. July and Cllr. Fleur De Rhe Philipe would advise the Clerk of the outcome. 735 Parish Budget and Payments made. 735-1 The Current Account stands at £2569.18 Cheques raised included £164.86 for Clerk's fees and expenses, £563.10 for Longbridge Village Hall Insurance, £439.62 AON Local Council Insurance. These were all agreed previously The £50 sent to Mr.Ede as payment for assisting with the audit has been returned with a request that it is kept for the use of the community. It was proposed by Cllr. Manfield and seconded by Cllr. Withey that Clerk's expenses and fees of £204.98 be paid for May and June. Cllr. Withey also checked that the Clerk was claiming for office expenses and transport. Unanimously agreed that travel costs should be raised to 40p/mile and that telephone calls should be charged. 735-2 The Deposit Account stands at £8473.05. £3000 having been transferred to the current account to cover expenses.

736 Councillors Reports. 736-1 Parish Hall. Nothing to report from Councillors. The Clerk reported that a letter of thanks had been received for the insurance payment and confirmation that the fee would be waived for the hiring of the hall for the NTG meeting in July. 736-2 Police The next NTG meeting is at Longbridge Hall on 19th. July The Area Board have acknowledged our request for Speed watch in Sand Street Longbridge Deverill and we await the 'golden river' across the road to confirm that we fit the criteria. Cllr. Read agreed to attend a speed watch course in anticipation of the scheme. 736-3 Highways and Parish Steward. Screening Foxholes- this has been agreed and Mr.Meadows can now go ahead with the planting. Badger Sett. Wiltshire Council can do nothing about the sett in Crockerton, but the parish steward will remove any material that has fallen onto the carriageway during his regular visits. Road surface, Hill Deverill- an inspection will be carried out to assess the scale of the problem and repair as necessary. Footpath A350-This is too large a job for the steward and a machine will be sent. However, following complaints from villagers, the path past the church has been cleared and the drain cover mended. Grit bin Bull Lane- will be installed. Cllr. Withey asked if the clerk could inform Highways of the potholes which have again appeared on the A350 through the village.

737 Crockerton Village Committee Stones Cllr. Minter reported that the stone was now ready for installation on the Green and requested, on behalf of the Committee, a donation of £250 towards it's installation. Proposed by Cllr. Read and seconded by Cllr. Manfield that the £50 returned by Mr. Ede be used along with a further £200 from the Council for this. Unanimously agreed. Cllr. Minter agreed to act as the Parish Council representative on the Committee and liaise with Wiltshire Council regarding the purchase of more ornate village signs.

738 Clerk's Report and Correspondence Received. All correspondence has been circulated when necessary. The Clerk again asked that the envelopes be circulated in good time. Letter received from Community First asking for the Council to become a member for the year- declined Warminster Town Council website. Unanimously decided not to make use of this due to the cost and Councillors felt that we should encourage use of the Deverills site. Visit Wiltshire Walks. Following a request from Visit Wiltshire for assistance with checking and describing two walks in our area, Cllr Minter and Mrs. J Read agreed to complete the walks and liaise with Visit Wiltshire. Following a request from Cllr. Minter regarding planning information on a property in Crockerton, the owners have been advised that planning permission is required for the extension. The Clerk advised that an email had just been received from Sue Morgan, Planning Compliance Officer,regarding Hollow Hill Farm, Sutton End. The Council first approached Planning enforcement in 1994 and this has been ongoing ever since. Following a site visit, it appears that a homeless gentleman from Warminster is now living in the touring caravan on the site and the owner is attempting to clear the site of rubbish and return it to a smallholding. The Planning Enforcement Officer is asking for the Council's comments before proceeding any further. It was decided to send the letter to our County Councillor for her comments, ask Mrs. Morgan to monitor the situation and raise the matter again at the next meeting.

739 Items for Parish Magazine. Clerk to send an item by mid. Month, thanking those people who contacted her regarding the walks..

740 Any Other Business. None
