ANOKA-Rogers CLASSIC TOURNAMENT RULES GIRLS U-12A, U-12B, U-10A & U-10B December 7 - 10, 2017 (All Games will be Played at the Anoka Area Ice Arena)
General Tournament Rules Referees: USA Hockey registered officials will be used. No tournament protests. All Officials’ decisions are final.
Team Conduct: Anoka-Rogers Classic Tournament Officials expect the conduct of players and coaches to be beyond reproach, both on and off the ice. Any misconduct will result in immediate and prompt disqualification from the tournament. Spectators should also be advised that the Anoka-Rogers Classic Tournament has established a ZERO TOLERANCE policy in regards to abusive language and unsportsmanlike behavior towards opposing team’s players, coaches and fans, as well as referees, volunteers and tournament officials. Spectators violating this policy will be immediately escorted from the venue.
Medical Personnel: A Certified Athletic Trainer, Emergency Medical Technician (EMT), paramedic or medical or osteopathic physician shall be in attendance at all games. This group shall include a licensed health care professional (such as a Registered Nurse) or other person who has successfully completed and maintained certification for programs conducted by the Red Cross or the American Heart Association for all of the following: 1) Advanced First Aid, 2) Cardiopulmonary Resuscitation (CPR), 3) Basic Life Support, and 4) Qualified First Responder.
USA Hockey / Minnesota Hockey Rules: All games will be played under USA Hockey rules as modified by MN Hockey and the exceptions listed below.
Equipment: Canadian teams must wear protective equipment as designated by CAHA. All players must wear HECC or CAHA approved helmets, facemasks & mouth guards. Goalies must wear approved goalie gear.
Release of Liability: The tournament, its’ officials, arena facilities, and all personnel connected with the tournament shall not be held liable or responsible for any injuries, losses, or damages that may be suffered by a player, coach, manager, or spectator during the tournament. Participation in the tournament will constitute acceptance of these terms. Parents and fans are prohibited from entering the ice surface for any reason, which includes taking team photos at the conclusion of the tournament. Also, players should not remove their helmets for any reason until they have left the ice surface.
Injuries: If an EMT is required to go on the ice to attend to an injury, the clock will be stopped. In the event of an extended injury, tournament officials reserve the right to shorten the following periods to a minimum of 10 minutes. Overtime, if necessary, will be played normally. Subsequent game starting times are subject to delay due to extended injuries.
Roster, Coach & Player Rules
Check In: Teams participating in the tournament will supply to the Tournament Credential Check-In Committee, at least 45 minutes prior to the start of your first tournament game:
o a USA Hockey Official player roster o if applicable, a waiver of any player who’s residence is outside of the team’s natural hockey community (MN Hockey teams only), o if applicable, an approval letter from the Minnesota District Registrar for any player that is playing in a younger age group than is implicit based on the player’s birth date.
All team & player information required by MN Hockey and District 10 will be reviewed when the team is registered in the tournament. This team and player information must be in possession of the team during the entire tournament in case of a challenge or injury.
Please provide 12 roster stickers and separate signed coach’s stickers to be used for the tournament scorebooks.
Personnel: All players and team officials must sign in at the check-in area (AAHA Board Room above Rink 1) at least 45 minutes prior to the first game. Teams should be ready to play 15 minutes prior to every posted game time. Only certified coaches are allowed on the bench, no more than 4 coaches will be allowed in the player’s box. All players on the bench, including players not dressed to play in the game, must wear a helmet, facemask & team jersey.
Uniform Colors: The HOME team will wear light-colored jerseys. The top team or first team listed in each pairing is the HOME team. The Visiting team will be required to wear pullovers if necessary.
Game Rules Penalties: Penalties will be assessed according to the USA Hockey rulebook as modified by MN Hockey. Any spearing, butt-ending, or deliberate action to injure will result in a Game Misconduct plus a 5-minute major. Fighting is an automatic ejection from the game and the tournament. Absolutely no fighting will be allowed. Game ejection shall be automatically assessed when a player receives a fourth penalty during a single game. Enforcing this penalty is the joint responsibility of the referees, the scorekeeper, the coach and the player. Any team which allows a player to continue to participate after their fourth penalty will forfeit that game. The referees may call a Game Ejection on any player/team official at any time during the play of the game. The player/team official will be removed only from the game being played when receiving this penalty. All minor penalties will be two minutes long. For all cases where a game misconduct, gross misconduct, or a match penalty is assigned the incident must be reported to our District Director and/or our District Supervisor of Officials in writing within five (5) days of the incident.
Time Outs: There are NO time-outs allowed.
Excessive Lead Rule: Should, in any game, total goal separation between teams become six goals or greater after two periods of play, running time will commence. Running time will continue until the difference is down to a five goals, then stop time will be reinstated. The clock will be stopped in the event of an injury.
Exit from the Ice Rule: Teams will shake hands after the end of the game at center ice. Players will remove their right hand glove and participate in a ‘bare-hand’ handshake. Following the handshake, the HOME team will return to the player’s bench & allow the VISITING team to exit the ice first.
Early Termination of Games: The tournament officials reserve the right to terminate any game at any time after consulting with referees. A verbal warning will be given to both benches before a game is terminated. In the event a game is terminated, the winner will be determined by; 1) if one team complies with the warning and the other does not, the team complying will be the winner. 2) If neither team complies with the warning, the score will determine the winner. If the score is tied, a coin flip will determine the winner. The home team will call the coin toss.
Overtime: If at the end of regulation play (bracket play), the score is tied, the following steps will be taken to determine a winner: There will be a one (1) minute rest period between the end of regulation & the beginning of overtime play. The sudden death overtime will extend for a period of five (5) minutes running time with 4 skaters & 1 goalie for each team (4 on 4). As soon as a goal is scored in sudden death overtime play, the game is ended. If penalty time remains at the end of regulation, penalties will be continue to run as posted until all have expired. Once all penalties have expired and both teams are at full strength, 4 on 4 will commence at the next stoppage of play. If no goal is scored after one (1) sudden death overtime period, a one (1) minute rest period will be taken before the start of a three (3) player shootout. This will involve each team selecting three (3) players who will alternate taking penalty shots. The VISITING team will shoot first. Goalies may not leave the crease until the skater has touched the puck at center ice. If after three (3) players from both teams have completed the procedure & the tie remains, it shall then be a sudden death shootout. Each team will select one (1) shooter, the shooters from each team be given the opportunity to shoot. As soon as one team scores & the other team does not, the game is over. No player can be used a second time during the shootout process, until all players have been used once (except goalies). The sudden death shootout will continue until a winner is determined.
Appendix A four (4) minute warm up will precede each game, starting when the officials step on the ice. Warm-up pucks will be provided for both teams. All three periods will be twelve (12) minute stop time for U10A, U10B, and U12B, unless one team has a six goal lead in the third period. All three periods will be fifteen (15) minute stop time for U12A, unless one team has a six goal lead in the third period. Running time will continue until the difference is down to a five goals, then stop time will be reinstated. Resurfacing will be done after every game. The National Anthem will be played prior to the first game each day for both Rink 1 and Rink 2. The National Anthem may also be played and starting lineups announced prior to the championship games for each tournament unless the tournament is running behind the posted game starting times. Players will be asked line up on their respective blue lines once the warm-up time has expired. All games will be played at the Anoka Area Ice Arena.
