ICFRA Council Votes:
In each case there are 13 Full members of Council and four Committee Chairmen (TR, F Class, Commonweath and Veterans – Chairman WCC is already a member) entitled to vote = 17 votes of which a 75% vote is required = 13 votes and a 75% approval is required = 13 votes if all vote and in this all Council members voted, thank you. Both votes have failed.
U25 Team size “That there be a one-off exception made to the 1 year Rule (W4.2) so that the Rule regarding the U25 team size (Rule U2.6) be amended so that the team size for 2011 would read – 1 Team Captain (who also acts as reserve), 2 Coaches and 6 shooters – a team of 9. Teams should continue to be allowed to have an adult Manager if they wish. There would be 2 targets per team.” Also, that IRRG be asked to check to confirm there are no consequentials requiring editorial attention.

“That Japan, Malaysia and the Netherlands (possibly joined by West Indies) be invited to form a Group Team to participate in the 2011 Palma Match.”

RESULTS OF VOTING REGARDING ELECTRONIC VOTING
I propose that ICFRA Council adopts the electronic voting scheme set out by the IRRG in its paper of 10 October 2009 in place of the electronic voting scheme agreed in 2003.

APPROVAL OF F CLASS COMMITTEE MINUTES AND ADDITION OF F/TR AS WC EVENT
Be it resolved that upon approval, all F-Class World Championships will contain additional events for F-Class Target Rifle (F/TR) as defined in the FC Technical rules, consisting of both individual and team events. These events will mirror the F-Open events in all respects.

The IRRG therefore proposes the followingRule to Council for approval noting that Council should: a) forego the 1 year rule for this safety-related non-contentious rule and b) approve the rule as drafted. In relation to this we point out that at least one Member does NOT call upon the shooters to unload instantly on grounds that an unload might of itself cause an involuntary discharge and we give Council the option to call for an amendment (but only if a majority so call).
"If any person on the range considers that there is a potential or actual breach of safety which urgently requires all competitors to stop firing he will immediately give the order “cease fire, cease fire”. All competitors must immediately stop firing, take their finger off the trigger, unload or refrain from loading (as the case may be), and await further instructions. No-one may move off the firing point." The person ordering the stop, if not himself the Range Officer (RO), must immediately explain his action to the RO so that the RO may take effective control of the situation."
