Minutes of the regular meeting of the Leeds City Council for January 6, 2010.

Leeds City Council met in regular session on January 6, 2010 at 6pm at the Leeds City Hall. Present were Council members Pete Ritterman, Paul Peterson, Betty Anderson and Kyle Nelsen; and Mayor Lloyd Himle. Also present were Rick Ellison, Chuck Dunlop, and Steve Rohrer.

Lloyd Himle called the meeting to order at 6:00pm.

At 6:00pm Steve Rohrer was in to give his monthly update to City Council. It has been quiet lately. There was a new deputy hired who will be living in Maddock. Rohrer and Council discussed implementing a curfew for school-aged children. Council is concerned about enforcement of the curfew, but Mr. Rohrer doesn’t think it will be a problem. The City would need an ordinance in place in order for the police to enforce the curfew. Council will discuss this further. Golf carts were also discussed. This subject was tabled until the February meeting.

At 6:15 Rick Ellison from NDTC and Chuck Dunlop were in to talk about having a cable access channel for school and community announcements and events. NDTC would give the City its own channel and what goes on it is up to the City. NDTC would supply the channel. The City would need to buy the equipment, software, and ongoing maintenance, which would cost about $5000. The school would likely have a group of students to do the announcements. Motion to table this topic until February by Kyle, seconded by Betty Anderson, motion carried.

Motion to approve minutes by Paul Peterson, seconded by Pete Ritterman, motion carried.

Jady gave his monthly update and turned in his resignation to Council. He will be done working for the City effective April 1st, 2011.

Brandi gave her monthly update.

Motion to approve Brandi’s expense report by Paul Peterson, seconded by Betty Anderson, motion carried.

Council reviewed financials and bills. Motion to approve bills with the exception of Durbin’s and Ritterman Trucking by Kyle Nelsen, seconded by Pete Ritterman, motion carried.

Several properties will be reported to Public Health officer Al McKay for the condemnation process.

City Council went into executive session at 7:45pm

City Council came out of executive session at 7:50pm.

Mayor Lloyd Himle left the meeting at 8:00pm.

Council discussed snow removal and vehicles blocking snow removal. These vehicles will be towed.

Council discussed building a City shop or buying an existing building.

Discussed the condition and future plans for the Malchose house.

Kyle Nelsen gave an update on community service recipients. These people will be cleaning gutter, painting curbs, and helping with the 125th Celebration.

Motion to accept raffle permit for the 125th Celebration by Pete Ritterman, seconded by Betty Anderson, motion carried.
