The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
NERSA Internship Programme
NERSA is contributing towards youth and skills development in South Africa through its Internship Programme. The Programme provides an opportunity for unemployed graduates to gain meaningful workplace experience to complete their studies and/or to gain access to the labour market.
Criteria To Qualify for the Internship Programme applicants must: Be an unemployed South African citizens Have completed a degree, diploma, Honours, Masters degree at a South African University; or requires practical training to complete the Qualification Have obtained an average of 60% or higher in the fields identified The Energy Regulator wishes to recruit Interns with appropriate competencies in the following areas:

Senior Compliance Engineer Department: Gas Licensing, Compliance and Dispute Resolution (GLC) Package: R 496,655.00 – R 789, 354.00 per annum (CTC) (Ref. HR 031)
Requirements: * A Degree in Chemical/Mechanical/Industrial Engineering * Five (5) years relevant experience as an Engineer.
*The candidate must be competent in the following: Communication (verbal and written, Computer Literacy (MS Excel, Word, Power Point and Microsoft Project). , Analytical Skills, Planning and Organisational Skills, Time Management, Problem- solving Skills, Good interpersonal Skills, Negotiation Skills, Leadership Skills.
Key responsibilities: Reporting to the Head of Department: Gas Licensing, Compliance and Dispute Resolution, the successful candidate will: * Administer the Gas Act, the associated rules and regulations and the Sasol Agreement wth the Minister of Energy, Minister of Trade and Industry and Sasol Limited, regarding the import of natural gas from Mozambique (Agreement) regarding licensing and compliance * Develop appropriate policies, procedures, systems and processes to effectively regulate the piped-gas industry * Develop, benchmark and review the piped-gas industry license
2 conditions * Develop and implement maintain a compliance monitoring and licensing framework for the piped-gas industry * Assist in developing piped-gas regulatory rules, preparing comments on legislation for consideration by management * Develop and implement a mechanism for determining uncommitted capacity for third party access to transmission and storage facilities * Monitor and enforce compliance to third part access to transmission and storage facility * Monitor developments in the piped-gas industry and assist in gathering industry information, and maintaining a database for the piped gas industry and produce reports for consideration by management* Evaluate the adequacy of piped-gas metering systems * Liaise and provide assistance to stakeholders on regulatory matters and maintain proper records, conduct compliance inspections investigation and audits and produce reports with appropriate recommendations for the Piped- Gas Sub-Committee * Provide support to the HOD and conduct Ad hoc activities assigned by the HOD

Management Accountant Department: Finance and Administration (F & A) Package: R 338,797.00 – R 513, 956.00 per annum (CTC) (Ref. HR 032)
Requirements: * A BCompt with completed articles* Five (5) years working experience with knowledge of the PFMA/Treasury Regulations/ and GAAP/GRAP.
The candidate must be competent in the following: Numerical Skills, Analytical Skills, Communication (verbal and written), Interpersonal Skills, Negotiation and Writing Skills, Planning and Organisational Skills, Time management, Problem Solving Skills, High level of Computer Skills.
Key responsibilities: Reporting to the Head of Department: Finance and Administration: the successful candidate will be responsible to: * Prepare monthly cost centre reports * Prepare quarterly management accounts * Prepare annual financial statements * Prepare the audit file * Co-ordinate and consolidate of budgets * Asset management * Review and approve general ledger batches and the general journal.

Economic/Financial Analyst Department: Electricity Pricing and Tariffs (EPT) Package: R 264, 103.00 – R 496, 396.00 per annum (CTC) (Ref. HR 033)
Requirements: * A Degree in Economics/Finance * Post –Graduate degree in Economics or Finance would be an added advantage. * Three (3) years working experience in the Electricity Supply Industry or similar.

Key responsibilities: Reporting to the Head of Department: Electricity Pricing and Tarrifs: the successful candidate will be responsible for: *Assist in the development of economic regulation methodologies of the regulated entities in line with overall regulatory objectives of NERSA and government policy *Assist in the determination adequate revenues to be awarded to regulated entities using the regulation methodologies mentioned above and converting such revenues to price levels to be awarded to the utilities * Develop and assess tariff structures for various suppliers to ensure that these are in line with international best practice and achieve the intended signals meant to give incentives to customers to behave in ways that achieve demand side management objective * Develop guidelines to municipalities on tariff levels, evaluate and recommend approval of tariff adjustment application on an annual basis * Advice licensees on appropriate tariff structure and assist them in developing such structures * Continuously monitor the tariff level and structures as implemented by various licensees to ensure that these are in line with approved structures and levels by NERSA and reporting of any discrepancies *Participate in all projects where required in line with NERSA’s business planning process and Team Based Network Structure principles either as project leader or in support of such * Provide support to the HOD and conduct Ad hoc activities assigned by the HOD
