1. Welcome and Introductions.

Apologies noted. Welcome to Nick Vaughan, Head of Cycling at TFGM to present update on TFGM work programme and its relevance to Birley Transport Working Group.

2. Review of previous meeting and matters arising

 ASDA. The 3 hours free car parking at the car park has been implemented since September 2014. No further issues to report but needs to be monitored on impact to traffic and parking in the area.  KFC are planning to re-submit a planning application for a drive thru restaurant and office on the car park next to the recycling centre is located. Details will be circulated to the group once the planning application is advertised. CK update next meeting.

 Proposal to install a new bus shelter between Stretford Road and Bonsall Street or a shelter to be installed outside the garden centre. No further updates. On going. CK to follow up with TFGM if this can be supported in future.

 New pedestrian route between Upper Cambridge Street and Bonsall Street. Planning approval given. Work starts January 2015 and will be completed March 2015.

 Dropped kerb at Venture Arts still not resolved. Action: CK to follow up response.

 Issue raised by Hulme Community Garden Centre regarding the crossing at Royce Road/junction of Rolls Crescent. Would like it to be noted that there is concerns about traffic speeds and recent traffic incident where vehicle crashed through wall of flats next to The Junction Pub. CK agreed to note raise this at the Transport Working Group. Currently there is no funding available for such traffic measures.

 Loreto College. MMU are discussing arrangements for the new 141 Bus route and links to the college.

 Bold Street. No further progress regarding Loreto College request to amend the TRO for the resident parking scheme. Actions : CK to discuss further with HG on next steps.

3. Residents Parking Scheme

AC updated group on scheme: (Andy – please check and amend as required)

 Phase 2 legal consultation completed August 2014. MCC received 121 objections from residents primarily in Warde Street and Monton Street area. This resulted in a delay to consider the comments and what action should be taken. Following consideration of the comments, it was agreed to continue with the resident parking scheme across the entire area.

 Work currently progressing on the residential streets between the Zion Centre and Chorlton Road. There have been challenges to keep to deadline due to parked vehicles, and poor weather.

 Permit applications. Work being progressed with Z Arts, Big Life / Zion Resource Centre/ Library/ Hulme Community Garden Centre. Pay & Display.

 5 machines to be installed. The two Pay & Display machines for Archway have not been installed yet. Action AC to chase up.

 Disabled Bays. LO’N asked if the width of the bays was correct. AC confirmed it needs to be legally 2.7 m wide. This will be monitored.

 Monton estate and other locations appear to be operating satisfactorily.  AC agreed to send regular updates from the New Year on progress resident parking scheme.

4. Transport for Greater Manchester (TFGM) Presentation - Nick Vaughan

NV presented update to the meeting regarding TFGM activity across Greater Manchester and with additional focus on cycling. A copy of the presentation will be circulated to the group. Feedback comments included:

5.1 MMU updates:  The 141 bus launched on the 15th September which means it has now been running for 3months. Leaflet PDF to be circulated. The general feedback has been very positive and we will be reviewing the ticket machine data and Stagecoach passenger count for the 1st quarter.

 The 86 bus has now also rerouted back on to Bonsall Street before it rejoins Stretford Road. A meeting was held with TfGM on the 21st October to discuss the other key findings of the Accessibility Study and how these can be addressed. An area of particular interest relates to the capacity constraints on the 85/86 service.

 MMU are seeking to review the available TfGM data and work with the bus operators to address the service limitations. One of the key findings related to the opportunities for Area Wide Travel Planning. AT and HG met with Media City on the 20th November to understand the role performed by Steph Everett who oversees the transport/travel planning matters associated with the estate. There is an opportunity for a similar part time role to help develop a Hulme Area Travel Plan and coordinate partners/stakeholders

 The sub group will develop a forward plan to address the wider key findings whilst capitalising on all opportunities going forward. For reference the key findings are below: a) Opportunity to divert the 53 bus service, or route a similar new/existing service, on a trial basis, directly serving the new catchments of Fallowfield, Withington and neighbouring locations. b) Opportunity to bring existing Stretford Road services along Bonsall Street to use new bus stop infrastructure. c) Underlying conflicts at entrance of Loreto College to be explored alongside bus capacity and waiting infrastructure. d) Need for a ticketing offer to reflect the needs of students (16+) with associated promotion. e) Local bus stop and crossing infrastructure to be appraised to recognise current and future demand. f) Hulme Ward based Wayfinding information to support connections from Oxford Road to key destinations including Loreto College. g) An Area Wide Travel Plan to be established as a mechanism for change and monitoring. The Travel Plan would set overarching aims, targets and objectives whilst reflecting input from the local community, businesses and other interested organisations/partners.

5.2 Cllr NM would like the group to consider a number of issues at next meeting and what action can be taken.  Old Birley Street traffic lights. Customers can’t cross.  Recent traffic incident highlighted by Hulme Community Garden Centre which was at the junction of Phoenix Way.  Cambridge Street (Stagecoach) Are there any opportunities to service ASDA/Greenheys Lane West. This could possibly link with the 141 service.  85 & 86 Bus route. Loreto College. Complaints on twitter.  What progress is being made regarding roll out of 20 MPH zones in Hulme ?

5.3 Post meeting update . MCC/ TFGM. Support to Apprenticeships Once a person has the offer of a job or an Apprenticeship (they must be over 18 for the TFGM offer) then they can apply at the Jobcentre for a monthly pass application. This is exchanged at the Travel shop for a month's pass. At the same time the customer is given 3 vouchers. The vouchers can be exchanged for a further months pass at a reduced rate of £25 so in essence if the person remains in work for 4 months they received 4 months travel for £75.

If any customer is being supported by the new Youth Extension programme Nu Traxx Connect and they secure a job then they have an extended offer. If they go into work they get 4 months free and then an additional 5 months at £25 so in essence a potential 9 months travel for £125.00.

The issue regarding travel for 16/17 year olds especially those doing apprenticeships has been raised. The current funding does not allow them to drop the age range. However, TFGM are looking to fund the programme for 2015-2016 so they may consider this.
