Deadline: Friday, May 23, 2008. A completed entry form and all entry fees must be submitted to the Air Capital Soccer Association by Friday, May 23, 2008. A link to the site is available at the Air Capital web site at www.aircapitalsoccer.com. Because of the tremendous interest in the 2008 Air Capital Invitational; we encourage you to enter your team as soon as possible to ensure their participation in the soccer tournament.

Rules Play will be governed by FIFA “Laws of the Game” except where amended by the USYSA Rules (e.g. duration of the game, ball size, substitutions, etc.) and as amended by the Tournament Board.

Any situation not covered by these rules shall be declared by the tournament officials and shall be final and binding.

It is the coach’s responsibility to inform his/her soccer club’s parents and participants of the rules of the Air Capital Invitational. Any flagrant or repeated violations by any coach, parent, spectator, or player will be cause for immediate eviction from the tournament and may cause a team to be disqualified. Rules will be strictly enforced by tournament security. All spectators and contestants are to observe and obey the rules and regulations of the tournament and the playing facility.

Home Team The team listed first in all rounds shall be considered the home team. For semifinals and finals, the team with the best record shall be the home team. The home team shall be responsible for using an alternate color jersey, if necessary. If the home team does not have an acceptable alternate, the non-home team will use their alternate so that a forfeit may be avoided. If neither team has an acceptable alternate then the home team will forfeit the game. The home team will supply the game ball.

Equipment/Uniforms 1 1. Team jerseys must be identical in color, must be numbered and numbering must match the team roster card. 2 2. Slide pants may be worn if they are the same color as uniform shorts. 3 3. The goalkeeper must have a contrasting colored jersey. 4 4. Shin guards are required for all players. 5 5. Goalkeepers are allowed to wear headgear if it does not pose a hazard for themselves or other players. 6 6. Arm casts must be completely covered with at least 2" of foam padding totally wrapped with an ace bandage. Any player playing with a cast must have a written release from a doctor. 1 7. Ball size: U8 – Size 3; U9-U12 – Size 4; U13-U19 – Size 5 Forfeits A forfeit will be declared if a team fails to report within ten (10) minutes after scheduled game time with at least seven (7) rostered players for U11 and above, five (5) rostered players for U9 and U10, and four (4) rostered players for U8. Any team that quits the field of play before the conclusion of the game will forfeit the game and is subject to disqualification at the discretion of the Tournament Committee. The Tournament Committee can declare a double forfeit to both teams with no points scored for the game. This could be done in the case of unsportsmanlike behavior by both teams, and would only be done after consultation with officials determining that both teams were at fault. A team that forfeits will receive a 0 - 3 loss, and will not be allowed to advance to the championship round. The other team will receive ten (10) points for a 3-0 win.

Substitutions There is no limit on the number of substitutions during a game. With the consent of the Field Referee substitutions may be made at the following times: 1 1. Prior to a throw-in by your team. 2 2. Prior to a goal kick by either team. 3 3. After a goal by either team. 4 4. After an injury by either team, when the referee stops play. 5 5. A cautioned player may be substituted prior to restart of play.

Playing Conditions Teams will be expected to play according to the schedule regardless of the weather. Only the Tournament Committee may reschedule games because of the weather. Games shall be considered completed if one half has elapsed and play is stopped by the Field Representative, the Commissioner of Referees, or the Tournament Director. If one half of the game has not elapsed and the game is stopped, the remainder of the game will be rescheduled, weather permitting. Any game may be shortened to allow the tournament to get back on schedule. In the event of inclement weather or any unforeseen circumstances, the tournament committee reserves the right to declare a game complete.

In the event that the semifinal and/or championship games are cancelled, division winners will be determined in accordance with the tiebreaker rule points. If still tied, co-champions will be declared. At the discretion of the Tournament Committee, shoot-outs will be used to determine the winner of any games delayed due to weather or other unforeseeable events.

Team Discipline 1 1. Players and coaches will occupy one sideline and spectators will occupy the opposite sideline. 2 2. No coaching from the spectator sideline or end lines will be allowed. 3 3. A coach is responsible for the words and actions of his players and spectators. Verbal abuse of the opponents or referee by players, coaches or spectators will not be tolerated. Violations may result in expulsion of the coach and or team captain followed by forfeiture of the game and/or expulsion from the tournament. 4 4. A player or coach receiving a red card will be ineligible to participate in at least the next tournament game. 5 5. No alcoholic beverages, smoking or pets are allowed in the soccer complex. Roster Size The maximum roster for U-13 and above is 18 players. For U-11 & U-12 the maximum roster is 13 players. For U-9 and U-10 the maximum roster is 11 players. For U-8 the maximum roster is 8 players. There is a maximum of three (3) guest players per team for U9 and older. There is a maximum of two (2) guest players for U8 teams. A player will only be allowed to play on one team during the tournament. If both teams of a multi-rostered player enter the tournament the player can only play for the primary team . U13 & UP, will play 11 vs. 11 U-11 & U-12, will play 8 vs. 8 (7 field players and a goalkeeper.). U-9 & U-10 will play 6 vs. 6 (5 field players and a goalkeeper.). U-8 will play 4 vs. 4 (no goalkeeper)

Awards First and second place teams in the Air Capital Invitational Tournament receive a team trophy and individual medals. NO PROTESTS ARE ALLOWED

Team Standings, Scoring, and Group Winners Divisions having one group of four or five teams will advance the top two teams to the championship game. Divisions having two groups of three will advance the top team in each group to the championship game but only if there are no crossover games, if there are crossover games then the two teams with the highest points advance, even if both come out of the same group.

Divisions having two groups of four will advance one team from each group to the final. Divisions having three groups will advance the first place team from each group and the highest- ranking second place team to the semifinals. Semifinal winners will advance to the championship game. No consolation game for 3rd and 4th will be played. Group winners will be determined by the following point system:

Win = 6 points Tie = 3 points Loss = 0 points Shutout = 1 point Red card = minus 1 point each Goals = 1 point for each goal scored up to 3 maximum per game. Note: Maximum points per game = 10.

A team that forfeits a game will give up 10 points to the declared winner of that game and will not be allowed to advance to the championship round. A 0 - 0 tie will award 4 points to each team, 3 points for the tie plus 1 point for a shutout. All pool games count when assessing total points earned and tie-breakers, including crossover games.

Tie Breakers If, at the conclusion of group play, two teams have the same point totals, the following tiebreakers (in order listed below) will be used to determine which team will advance to the semifinal or championship round: 1 1. Head to head competition. 2 2. Goals scored minus goals allowed 3 3. Goals allowed 4 4. Goals scored 5 5. Penalty kicks as per FIFA rules.
