Crime statistics for Yalecrest were presented for months December 2015-January 2016. Crime in our neighborhood is primarily associated with opportunity; idling cars, cars parked on public streets, open doors, windows, garages. Comparison of crimes among the City Council Districts 1-7 show that District 6 is the lowest of all Districts. Crimes include theft (12), Breaking and Entering (5), theft of vehicle (1), drugs, alcohol disorder (11), property crime (3), vehicle theft (1) for a total of 33 crimes report over the Dec 1, 2015 - January 30, 2106
Remember SLC has an “idle free” ordinance, so don’t leave your car running more than 2 minutes in the public ways.
Detective Smith discussed the new “Neighborhood Beat” program instituted by the New Police Chief Mike Brown. Approximately 18 new police officers are currently being trained and will be assigned to specific neighborhoods, which will provide better local surveillance and public relationships.
Question: what’s the difference between theft, breaking and entering and property damage? Answer: theft of a house of car is generally not associated with a destructive entry, breaking and entering can be associated with destructive and nondestructive entry while property damage is associated with damage to personal property.

6:40 Charlie Luke, City Councilman, District 6 ([email protected]) City Council Priorities for 2016 1. Street, gutter and sidewalk repair. These infrastructure items are 115 yrs old in many parts of SLC and is great need of repair/replacement. City Council is looking for funding to do so. 2. Economic development. Salt Lake City needs an identity tag, like “Silicon slopes” for Alpine and Lehi area, Outdoors like Ogden, Logan areas” What is SLC?. Mass Transit: defeat of Proposition 1 in SLC reflects unhappiness with UTA service by public; lack of bus routes, frequency of bus routes with majority of funds going to rail projects. But lack of interconnectivity between high speed rail and rest of urban centers is problematic and therefore not as user friendly. Additions Issues: lack of UTA accounting oversight by cities and towns providing the sale tax funds for public desired modes of mass transit. Transportation Master Plan for Salt Lake City and University of Utah will be available by end of year.
b. Air Quality must be improved if SLC is to attract businesses
3. Homeless a. Recent study reveals that the best solution to extensive homeless problem in SLC will be to house women and children from single men throughout Salt Lake County. Midvale Mayor has offered housing solutions for some identified populations of homeless. b. Transportation of homeless for health care, job services, schools for children etc will either be consolidated or separated throughout valley as necessary c. Redevelopment of current Pioneer Park area with mixed use high density apartments/condos will be considered along with business development of the area.

5. Capital (Community) Improvement Projects Permament traffic islands for 1700 East were approved by CIP and will be installed at Yalecrest Ave and Princeton Ave on 1700 East this summer. 5. HB224. Rep Brad Wilson (R) Kaysville of the State Legislature House has sponsored a Bill HB 223 concerning the amount of support (50%) required to OPEN the local historic districts (LHD) designation process, ties the timing of balloting by property owners to coincide with municipal elections, raises the amount of support required by property owners (66%) to demonstrate support of an LHD designation and finally, nullifies any current LHD application that wasn’t completed by January 1, 2016. An LHD application typically requires about 1 year to complete the City process. Ballots will be sent to property owners in Two Yalecrest LHD applications in February and March 2016 and are endangered of being retroactively negated. The City Council Legislative Committee is currently composing a response to this Bill HB 224. That committee is comprised of James Rogers (District 1, Council Chair 2016) [email protected] Erin Mendenhall (District 5) at [email protected] Stan Penfold (District 3) at [email protected] 7:10 Jennifer Selig, new Community Outreach Director Ms Selig replaces Shawn McDonough previous Community Liaison. The new Mayor Biskupski administration wants to enhance empowerment of community councils and their interaction with Mayor’s Office. She will focus on skill sets, authentic voices, and instill a belief in Councils and Citizens that their concerns, comments and suggestions can make a change. The specific details in those issues are developing and will be shared in the upcoming months.

Sunnyside Ave trail: Dan Bergenthal, SLC Transportation, Traffic Engineer, Traffic Safety
This trail is part of the TransValley Access multi-use trail that eventually will lie between Emigration Canyon and Jordan River Park trail. The trail to be installed this summer on Sunnyside Ave will be 12 foot wide cement multiuse (pedestrians & bicycles) will be tied in with the walkway on Rowland Hall St Marks property on Sunnyside Ave. The walkway will be set back ~8-10 fdt from the roadway where possible to enhance the walking, cyclng experience AWAY from road traffic and inclement weather. The slide walk at corner of Carmen Pingree School will stay the same. Tree planting along the trail was requested by Yalecrest resident to provide shade and ambiance away from car traffic in the summer. Mr Bergenthal will try to accommodate an interaction with the Urban Forester, Tony Gliot. The section along the University of Utah Married Student Housing on Sunnyside Ave will not be completed until after the University of Utah completes their new facilities on that property.
Temporary Suspension of curbside pickup of Brown compost cans January 25- April 4 2016. There will no change in fees on your SLC water/sewer bill. The fees on your SLC corp bill is a single fee for all garbage/recycle activity and the Green can rental. There are no additional fees on the Brown compost and Blue recycle cans or their individual curbside pickup.

700 S 1600 E PCE Plume Update
January 17, 2016 meeting focused on establishing a Community Advisory group (CAG). Interest in a CAG was confirmed. They will concentrate on 1) Clean up time frame, Clean up impact on property owners, 3) method for long term monitoring and 4) potential healthy impacts
Next meeting February 18, 2016 at 6:30 PM at the Anderson-Foothill Library. Yalecrest resident Robyn Carbaugh will be on the committee representing Yalecrest Neighborhood Council
Goals at that meeting include: Create a name for CAG, Create a Mission statement and State the goals of CAG
Current summary of the PCE plume
Majority of wells tested demonstrate PCE concentrations measured thus far are below (0.10-2.94 ppbv) the required action level (5.97 ppbv). Possible healthy effects occur at 49.93 ppbv. Sampling will be repeated from the existing wells again Jan –April 2016. Phase I of the remediation of PCE will be conducted in the few houses with highest concentrations of PCE. Thereafter, Phase II will resume PCE concentration evaluation in established monitoring wells. If PCE concentrations are sufficient low no remediation will be required or provided. Thus far, the highest PCE concentrations measured to dated are in Gilmer Park, located west of 1300 East. Yalecrest has NOT been extensively evaluated and is not significantly affected in Phase I of the investigation. East Bench Master Plan Open House (drop-in format)
Thursday, Feb 11 6:30-8:15 pm, an Open House at Dilworth Elementary School (1953 South 2300 East)on the East Bench Master Plan, Foothill Corridor Plan, Parley’s Way Master Plan and 2100 S and 2100 E Master Plan will be available. Councilpersons Luke, Mendenhall and Adams will be in attendance.

University of Utah Community Forum Update 1 Health Science construction projects and impacts 2. Main campus contruction projects and impacts 3. BioFire Bldg update in Research Park: Eric Thompson ,FFKR Architects. Bldg is 50% complete, will house the ~400 employees currently in three buildings located in Research Park previously part of Idaho Technologies into this single building. ~400,000 SF located on Colorow Dr in Research Park next to the Huntsman Corporation. Impacts on Foothill Dr, Sunnyside Ave, Emigration Canyon and Research Park commuter traffic is not anticipated to increased due to the new BioFire building as the majority of employees in the BioFire/Idaho Technology merger will remain the same. However, the 3 empty Idaho Technology buildings now available for lease by new businesses could bring up to 400 NEW employees to Research Park having more impact to Foothill Dr, Sunnyside Ave and Emigration Canyon.
