DSW PROGRAM MANAGEMENT Regional Manager: J. Tyler Carlson Reports to the Administrator Provides leadership and general program direction and oversight of the power marketing and transmission programs to ensure Federal repayment obligations and other statutory obligations are met Provides leadership and general program direction and oversight of power repayment studies Provides leadership and general program direction and oversight of transmission system operations and facilities to provide continuous, reliable delivery of electric power Provides leadership and general program direction and oversight of transmission system facility maintenance to provide continuous, reliable delivery of electric power Provides leadership and general program direction and oversight of transmission system engineering planning, design and construction activities
DSW WHOLESALE MERCHANT FUNCTION
Power Marketing Manager: Tony Montoya Reports to the Regional Manager Formulates and directs DSW marketing policies and procedures Develops and maintains good customer relations Coordinates marketing and resource planning activities among affected stakeholders Serves as Federal Energy Regulatory Commission (FERC) liaison on rate matters Prepares and implements DSW energy and customer service programs Develops an atmosphere of trust and cooperation among Western and its constituents Develops and executes the Power Marketing budget Represents the Regional Manager at meetings and conferences Collaborates with legal counsel when appropriate Collaborates with other Regions on quality assurance and policy compliance issues Prepares, consolidates, reviews and analyzes power sales and revenue. Compiles reports associated with power rates and associated statistical data Administers and distributes statistical data on electric service purchase power contracts Performs power system hydrological and technical analyses
Project Manager (1) Reports to the Power Marketing Manager Evaluates applicability of the Energy Planning and Management Program Power Marketing Initiative to the Parker-Davis Project Manages power marketing-related projects Develops and obtains consensus on project objectives. Develops project plans and milestone schedules Develops and administers management information and communication systems for projects Establishes and leads multi-functional teams Evaluates project progress and develops strategies to meet milestone schedules Coordinates with external customers to communicate project expectations and requirements Closes out projects
Rates Team Lead: Maher Nasir Reports to the Power Marketing Manager Develops power marketing policy, procedures and criteria for rates and repayment Analyzes statistics on historical data for power repayment study purposes Maintains awareness of rate schedules and methodologies for regional utilities Conducts public participation programs to assist in developing new rates and charges Develops and maintains an official record of proceedings for in filing of rate adjustments Conducts meetings with customers to explain all programs, provisions, etc., used in administering DSW programs and contracts Participates in rates and contracts compliance and audits Maintains awareness of the current status of utility industry rates design practices Conducts power system repayment studies and other rate studies Ensures adequate cost data is maintained for developing rates and charges for services Develops the revenue requirements for repayment of the DSW projects
Public Utilities Specialist (4) Report to the Rates Team Lead Prepare analyses of the effects of various operational, financial and pricing proposals on power, transmission and power-related services. Analyze and prepare rate adjustment proposals and power repayment studies Evaluate proposed contractual settlements, negotiation strategies or lawsuits Prepare and/or analyze the impact of revenue adjustments and other refunds on customer power bills and project repayment Participate in interactions with FERC on rates matters Analyze and prepare technical studies for impact on project repayment
Electrical Engineer (1) Reports to the Rates Team Lead Prepares analyses of the effects of various operational, financial and pricing proposals on power, transmission and power-related services Analyzes and prepares rate adjustment proposals and power repayment studies Prepares evaluations of proposed contractual settlements, negotiation strategies or lawsuits. Financial Analyst (1) Reports to the Rates Team Lead Conducts financial studies to identify and develop recommendations on management issues Develops and presents financial performance indicators and benchmarking data Develops methods and procedures to conduct cash flow analyses Develops procedures and methods to implement financial provisions contained in customer agreements Develops techniques to assess the financial impact of alternative rate designs Develops and coordinates multi-project cost allocation procedures Compiles audited financial information Prepares revenue and expense analyses for budget and rate studies
Power Contracts and Energy Services Manager: Mary Oretta Reports to the Power Marketing Manager Develops power marketing policy, procedures and criteria to sell, allocate and market power Administers and reviews existing and proposed sales, purchase, operating and pooling agreements Negotiates contract agreements as required Conducts meetings to explain power marketing programs, contract procedures, energy services programs and other procedures Develops, implements, reviews and assesses the effectiveness of the energy services technical assistance programs Evaluates and reviews customer integrated resource plans for acceptance and compliance and aids customers in developing IRPs Develops and executes Energy Services budget Conducts customer service work (i.e., visitations) to identify and resolve differences between customers and Western Serves as a communication link between customers and DSW Participates in rates and contracts compliance and audit Manages power contract development
Public Utilities Specialist (8) Report to the Power Contracts and Energy Services Manager Develop, review and administer power contracts and amendments to sell, purchase or exchange power and related services Participate in contract negotiations, frequently acting as lead negotiator and spokesperson for DSW Perform in-depth research of historical correspondence, contract documents, statistical data, and other records necessary to develop new or recommended changes to existing power marketing policies and procedures Perform in-depth reviews of agreements to ensure all contract provisions, processes and procedures are followed Participate in rates and contracts compliance and audits Develop, collaborate and review existing and proposed agreements to ensure provisions conform with current policies Review and evaluate customer integrated resource plans for acceptance and compliance Develop and execute Energy Services Budget Develop, implement and monitor Energy Services technical assistance programs
Resource Management Manager: Jean Gray Reports to the Power Marketing Manager Performs power resource development planning and related studies Conducts meetings with customers to explain coordinated integrated resource requirements Represents Western in industry related conferences and seminars Conducts marketing surveys and studies to determine magnitude and characteristics of probable generation and loads Continually analyzes planned and future DSW resources Coordinates activities of regional marketing groups Conducts resource studies to evaluate customer requests for additional services Develops and implements policies and procedures regarding resource risk management Prepares and evaluates studies of all Merchant functions Prepares and implements operation plans, studies and the hydro-thermal integration program Develops, coordinates and reviews hydrologic studies Prepares forecasts of system loads and estimated purchase power requirements Prepares forecasts of seasonal amounts of power available to customers Implements contract agreements for scheduling, capacity and energy purchases and water storage and release Schedules capacity and energy Negotiates short-term purchase power and interchange rates with customers Compiles power reports and associated statistical data Performs resource risk analysis Establishes procedures to make probabilistic-based resource decisions
General Engineer (1) Reports to the Resource Management Manager Serves as technical expert on engineering studies and computer programs that determine DSW’s capacity, generation, loads and resources Conducts generation optimization production cost studies Implements probabilistic-based decision risk analysis procedures Evaluates feasibility proposals and develops justifications for power supply options Prepares requests for proposals for estimated purchase power forward and options contract requirements Evaluates generation expansion and production cost studies Analyzes various power marketing options and recommends resource strategies for implementation Evaluates and recommends Federal generation marketing strategy
Industry Economist (1) Reports to the Resource Management Manager Prepares economic analysis such as present and future value, actual annual, and lifecycle project and power costs, cost/benefit comparisons, constant dollar approach and least cost planning. Collects and compiles data for and guides in the preparation of reports such as Western Annual Reports, FERC reports, benchmarking and productivity reports, reports to other agencies, etc. Initiates investigations, which result in analyzing and interpreting economic factors affecting future competitive position and Western’s ability to compete and survive in the electric utility industry. Anticipates, plans, conducts and directs economic analyses to support Western’s power and transmission rate schedules and general rate schedule provisions. Prepares cost and revenue analyses for budget and rate repayment studies, including allocation among authorized functions, facilities and uses, and customer sectors. Prepares and reviews statistical data, sampling, and analysis for a variety of purposes including power-use, characteristics and requirements, facility life, cost allocation, and operation, maintenance, and replacement costs. Work may be independent or part of larger agency programs.
Public Utilities Specialist (5) Report to the Resource Management Manager Conduct optimization studies on DSW’s electric power system Develop justifications for proposed power supply acquisitions Conduct generation expansion and production cost studies and analyses Implement policies and procedures regarding risk management strategies Develop and implement the annual operating plan Conduct ongoing loads and resource analyses Track generation unit outages and factors that may affect energy supply Manage monthly energy targets and integrated system energy usage Negotiate short-term purchase power rates and interchange agreements with customers Prepare and implement operation plans Compile monthly and annual power accounting Formulate and track execution of the power marketing portion of DSW’s budget Track execution of customer pass-through power accounts and energy scheduling agreements
