1 [3887] 1 1 2 Whereas, the purchase of a home for most South Carolinians is the 3 single largest investment they will ever make; and 4 5 Whereas, because housing affordability is increasingly becoming a 6 problem for many South Carolina families, the Home Builders 7 Association of South Carolina members believe that demand for 8 new housing should be met by the private market to the greatest 9 extent possible and that government action and intervention that 10 increases the cost of housing should be considered carefully and 11 enacted only when an overwhelming public need must be met and 12 only after housing affordability is carefully considered; and 13 14 Whereas, the framers of the Constitution of the United States 15 considered it important to ensure the protection of an individual’s 16 property rights by establishing these rights in both the Fifth and 17 Fourteenth Amendments to the Constitution; and 18 19 Whereas, the Home Builders Association of South Carolina is 20 committed to the defense of private property rights and the right to 21 buy and own a home; and 22 23 Whereas, the Home Builders Association of South Carolina and its 24 members build the American dream. Now, therefore, 25 26 Be it resolved by the House of Representatives, the Senate 27 concurring: 28 29 That the members of the General Assembly, by this resolution, 30 declare Wednesday, April 2, 2003, as “South Carolina Home 31 Builder Day” in order to recognize and honor the many 32 outstanding professional home builders and new housing 33 professionals in our State. 34 35 Be it further resolved that a copy of this resolution be presented to 36 Marc Ellis, 2003 President of the Home Builders Association of 37 South Carolina. 38 ----XX---- 39
