9.52 PINELLAS COUNTY 4/07/16

9.52.1 SYSTEM SUMMARY

Pinellas County has a type 4, E 9-1-1 system consisting of one Primary PSAP, one Back-up PSAP and 10 Secondary PSAPs as follows:

9.52.1.1 REGIONAL 911 PRIMARY PSAP

Pinellas County has a single Primary PSAP located at the Regional 911 Center in largo. This PSAP Processes 911 calls and direct dispatches for 21 fire and 20 EMS districts. They also process 911 calls for the Sheriff’s Office which provides dispatch services for unincorporated Pinellas County and 19 municipalities. Pinellas County also has 5 law enforcement agencies that are Secondary PSAPs.

9.52.1.2 BACK-UP PSAP

Pinellas County has a back-up PSAP located at the County EMS & Fire Administration Building.

9.52.1.3 CLEARWATER POLICE DEPARTMENT SECONDARY PSAP

The City of Clearwater has a Secondary PSAP located at the Clearwater Police Department. This PSAP direct dispatches law enforcement calls only.

9.52.1.4 LARGO POLICE DEPARTMENT SECONDARY PSAP

The City of Largo has a Secondary PSAP located at the Largo Police Department. This PSAP direct dispatches law enforcement call only.

9.52.1.5 PINELLAS PARK POLICE DEPARTMENT SECONDARY PSAP

The City of Pinellas Park has a Secondary PSAP located at the Pinellas Park Police Department. This PSAP direct dispatches law enforcement calls only. 9.52.1.6 ST. PETERSBURG POLICE DEPARTMENT SECONDARY PSAP

The City of St. Petersburg has a Secondary PSAP located at the St. Petersburg Police Department. This PASP direct dispatches law enforcement calls only.

9.52.1.7 TARPON SPRINGS POLICE DEPARTMENT SECONDARY PSAP

The City of Tarpon Springs has a Secondary PSAP located at the Tarpon Springs Police Department. This PSAP direct dispatches law enforcement calls only.

9.52.2 SYSTEM MANAGEMENT

The Pinellas County 9-1-1 system is under the management of the Board of County Commissioners. The Regional 911 Center Primary PSAP is operated by the Department of Safety & Emergency Services. The responsible fiscal agent is the Board of County Commissioners.

9.52.3 INTERLOCAL AGREEMENTS

The Pinellas County E 9-1-1 system has selective routing thereby eliminating central office overlaps with adjoining counties. Therefore, no specific interlocal agreement is required for adjacent counties. A Management Control Agreement (MCA) is in place with the Pinellas County Sheriff’s Office for 9-1-1 & 10 digit call handling and processing for their agency. (Attached) An Inter-local agreement (ILA) is in place with St. Petersburg Police Department for reciprocal back-up communications centers. (Attached)
