January 23, 2017

PLEDGE The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL The following Aldermen were present for Roll Call: Alderman Bradford, Neumann, Little, Neuhaus, and Krus.

Also present were Treasurer Babb, Public Works Director Ghidina, Police Chief Elliott, Fire Chief Fortier, Attorney Herman, Office Manager Minson, and Deputy Clerk Ratliff.

Clerk Worent, Alderman Steele, and Engineer Go od were absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS Alderman Little made a motion, seconded by Alderman Neumann to approve the regular minutes of January 9, 2017. Roll Call Votes: Ayes-Alderman Little, Neumann, Neuhaus, Bradford, and Krus. Nays – none. Motion passed.

Alderman Neumann made a motion, seconded by Alderman Krus to approve the executive minutes of January 9, 2017. Roll Call Votes: Ayes-Alderman Neumann, Krus, Bradford, Neuhaus, and Little. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS Mayor No report from Mayor Dearborn.

Clerk Absent. No report from Deputy Clerk Ratliff.

Treasurer December 2016 Treasurer’s report has been submitted.

Attorney: Absent. No report from Attorney Herman.

City Engineer: Absent. No report.

Communications: None. CITIZENS WISHING TO ADDRESS THE COUNCIL

1 Randy Horner from Palmeri & Son Inc., asked approval to obtain a special use business permit for their siding/gutter/roofing company operating out of 150 Joliet Road, Marquette Heights. This is on the agenda under “new business”.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele Absent. No report from Public Works Director Ghidina.

Law Enforcement – Alderman Bradford The 2016 year end Police report is on file at the city office.

Streets - Alderman Krus No report.

Public Buildings/Parks – Alderman Neuhaus No report.

Fire – Alderman Neumann Alderman Neumann reminded council to RSVP if they were planning to attend the fire department banquet on February 4th.

Finance Alderman Little made a motion, seconded by Alderman Neumann, to approve paying the bills: General Fund: $63,522.22, Motor Fuel: $-0-, Wheel Tax: $-0-, Water: $64,716.25, Sewer: $15,739.52, Water Replace: $-0-, IMRF: $2,115.20, and Social Security: $2,068.35. Roll Call Vote: Ayes – Alderman Little, Neumann, Bradford, Neuhaus, and Krus. Nays - None. Motion passed.

Planning No report

OLD BUSINESS None.

NEW BUSINESS 1. Vote on Zoning Board decision Alderman Neumann made a motion, seconded by Alderman Krus to vote on the January 11, 2017 Zoning Board decision to deny the variance request at 1023 Lincoln Road. Roll Call Vote to uphold Zoning Board denial decision: Ayes- Alderman Neumann, Krus, Little, Bradford, and Neuhaus. Nays- None. Motion passed.

2. Approve Business Use Permit for Randy Palmeri and Son Alderman Little made a motion, seconded by Alderman Bradford to approve a Business Use Permit for Randy Palmeri and Son, for gutter/roof/siding installation. Roll Call Vote: Ayes- Alderman Little, Bradford, Krus, Neumann, and Neuhaus. Nays- None. Motion passed.

3. Approve payment to Walker Excavating Co. 2 Alderman Krus made a motion, seconded by Alderman Bradford to approve a payment not to exceed $860.63 to Walker Excavating Co. for dig at 102 Frontenac Road. Roll Call Vote: Ayes- Alderman Krus, Bradford, Neuhaus, Neumann, and Little. Nays- None. Motion passed.

4. Approve termination of employee This item was tabled until after executive session to discuss personnel.

CITIZENS WISHING TO ADDRESS THE COUNCIL None.

ANY OTHER BUSINESS PERTAINING TO THE CITY Alderman Bradford made a motion to enter executive session for purpose of discussing personnel, seconded by Alderman Krus. Roll Call Vote: Ayes – Alderman Bradford, Krus, Neumann, Neuhaus, and Little. Nays – None. Motion approved.

Council exited regular session and entered executive session at 7:11 p.m. Council resumed regular session at 7:31 p.m.

Approve termination of employee Alderman Bradford made a motion, seconded by Alderman Neuhaus to approve termination of employee Officer Dan Nelson. Roll Call Vote: Ayes – Alderman Bradford, Neuhaus, Little, Neumann, and Krus. Nays – None. Motion passed. A written notice of termination will be prepared and delivered to Dan Nelson.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Bradford to adjourn the regular City Council Meeting at 7:34 p.m. Voice Vote: All Ayes. Motion passed.
