Welcome New Members: Consultation welcomed Pia Oestlien and Josh Sears representing the Student Senate and Dennis Frisch representing CCCI.
Meeting Summaries: Consultation Council reviewed summaries from meetings held on November 30, 2006 and December 21, 2006.
Governor’s Budget: update by Jim Austin (1 handout). Jim Austin reported that most people are expecting an on-time budget this year. He suggested that the budget workgroup task force be convened when the new vice chancellor for fiscal services comes on board. Jim reported that challenges for the community colleges include the perception that we have received a lot of funding over the past few years. There was discussion regarding the involvement of the Department of Finance (DOF) in education policy. Overall consensus is that everyone should continue to work together and stick with the unity budget.
Title 5 regulations to Implement SB 361: update by Steve Bruckman Steve reported that the Board of Governors (BOG) adopted the emergency regulations at the January 2007 BOG meeting. The May 2007 BOG meeting will be the 1st reading of the permanent regulations and the July 2007 meeting the regulations will be adopted, so there is time to make changes to the regulations. Comments included that some organizations would be pursuing clean up legislation to have SB 361 reflect what the BOG and Consultation wanted originally. Consultation would also like to address DOF involvement in the title 5 regulations.
______For further information, contact Njeri Griffin or (916) 445-8508. 1 - 3 0730c433d01e9d7f00b6c350bfc85b32.doc Carole Bogue-Feinour and LeBaron Woodyard went over the Noncredit Application for SB 361 Enhanced Funding Culminating in a Noncredit Certificate. Applications submitted by February 28, 2007 will be included in the P2 distribution. Training will be offered on CCC Confer and these training sessions will also be archived for anyone who isn’t able to call in at the time of the training. There will also be Q & A document created that will be updated regularly.
Legislation: update by Mike Magee and Ralph Black (1 handout) Mike reported that legislative priorities will be dictated by getting authors for various bills. The Consultation Council reached consensus on supporting the Contract Education proposal that did not receive consensus in November. The Council reached consensus on supporting “cleanup” legislation on SB 361. The Chancellor will contact Senator Scott’s office to discuss possible legislation.
Strategic Plan: update by Tod Burnett (1 handout) Tod Burnett presented an overview of the implementation progress of the strategic plan over the last few months and where the System Office wants to go. Currently Tod and his team are researching which colleges and districts have strategic plans. The System Office would like to help colleges and district create strategic plan and /or implement the plans that are already in place. Members of the Consultation Council commented that Tod is doing a great job with the Strategic Plan implementation process and that he has accomplished quite a bit in such a small time.
Minors in California Community College System: update by Mark Lieu (Digest) Mark Lieu reported that the Academic Senate and the Community College League of California (CCLC) would be working together to find a solution for what can be done about minors on campus. It was suggest that the two organizations create a model policy to be shared with Consultation Council at a later date. Members of Consultation Council questioned if there had been any reports about abuse, failure to report abuse, or minors getting into trouble on campus. Consultation Council supports the recommendations found in the digest that was presented by Mark Lieu.
March Board of Governor’s Retreat: update by Mark Drummond Chancellor Drummond reported that the BOG March retreat will be a discussion on closing the achievement gap. This retreat will begin the discussion on what can be done about policy (mostly on the state level) and funding. Chancellor Drummond encouraged everyone to attend the retreat scheduled for March 4, 2007 from 8:30 am – 5:30 pm at 1800 “I” Street here in Sacramento.
Court Decision on 50% Law: update by Ralph Black Ralph Black reported that the System Office filed a motion to have the case dismissed, however the court rejected the request.

The student senate is currently working on planning a general session at the end of April and invites everyone to attend. Chancellor Drummond reported that ongoing funding is being pursued, but the BCP requesting support for the student senate was rejected by DOF. It was also reported that Bank of America presented the student senate with a one-time grant of $10,000.
Consultation Digest Submitted in September on Full-Time Faculty Obligation: update by Jim Austin. A memo will be set out from Jim Austin regarding the Full-Time Faculty Obligation.
