INTRODUCTION OF SUNDAY FARMERS HOME & GARDEN MARKET IN PENN HILL CAR PARK

1. Purpose of Report

1.1 To consider an application to establish a Farmers Home and Garden market in Penn Hill Car Park .

2. Recommendation

2.1 It is recommended that the application above be approved on the basis of the conditions as set out in this report.

3. Background

3.1 Penn Hill Car Park is free of charge to visitors on a Sunday. The car park capacity is for fifty six spaces, although it is relatively under utilised at this time. Recent surveys have shown between 7 and 11 cars parked around mid – day on a Sunday.

3.2 An application has been received from Veronique Pereira, a member of the National Market Traders Federation, to run a Farmers Home and Garden market in Penn Hill Car Park . Ms Pereira currently runs successful markets at Burley, Lymington and Swanage.

3.3 The proposal is as follows:

(a) The market will be limited twenty traders and confined to a defined area of the car park (as shown in Appendix A)

(b) The market will operate on the second Sunday of each month, with the possibility of extending to the last Sunday also.

(c) The market would set up at 0800hrs and be closed and cleared away by 1500hrs.

(d) The organiser will act as the market inspector and be responsible for securing all of the necessary approvals, licences, and appropriate public liability insurance.

Page1 of 2 (e) The organiser will ensure that the car park is left free of all litter and debris at the end of the day.

(f) The market will focus on high quality goods such as:  Biodynamic Organic Fruit and Vegetables  Refreshments – fresh coffee, organic fair trade teas  Homemade Ice Cream  Organic cakes and biscuits  Dorset pies  Cheeses  Honey from local beekeepers  Homemade cards  Plants and flowers  Eggs from local free range chickens

(g) The position will be reviewed after a twelve month trading period

3.4 The market will be aimed at local people and leaflet drops would take place to inform local residents prior to commencement. Promotion would be in the form of adverts in the Daily Echo, Compass and other local publications, as well as appropriate advertising on site.

3.5 It is anticipated that this may well help to stimulate the local economy by bringing extra visitors into the area. The aim of the market would be to foster a sense of community and buy goods that could otherwise be not found locally. Local traders have not been consulted on the opening of a local Sunday market.

3.6 There is plenty of free parking both in the car park and adjacent street to avoid congestion, although Parking Attendants would regularly patrol to ensure infringements do not take place.
