Regular Meeting December 14, 2009

The regular monthly meeting of the Central City Borough Council was held Monday December 14, 2009 at 6:30 PM in the Council Room of the Municipal Building. The meeting was called to order by President Dan Dabbs

The meeting was opened with the pledge of allegiance.

Members Present: Dan Dabbs, Bob Sanzo, Craig Rose, Dan Bulger, and Lee Cook Craig Sipe was unable to attend, George Pasierb was absent.

Others Present: Greg Frantz – solicitor, Sharon Harkcom – Secretary, Robert Rapsky – street foreman, Rick Skiles – Police Chief and Woody Clapper - Mayor

Public Attendance Debbie Walter – Brownfields Linda Sesack – concerned citizen William C. Gibbons – AFMP Jim Williams Sam Duppstadt & Brandon Binotto – students from Somerset Area Schools

Debbie reported that KU Resources will be at the Miller Run site this week. The draft for specs for the Broad Ave. site has been completed and is ready to be bid in the spring. An AmeriCorp position has been given and will run from Jan to Aug.

Linda Sesack would like to know what is being done about the property next to hers. Council is going to schedule a meeting with Nick Bailey from the COG office to check on the status of several properties in the borough.

Bill Gibbons would like to proceed with his quest to obtain a military for the park. Council will discuss the matter and get back to him.

Minutes Dan Dabbs made a motion, seconded by Bob Sano, to forego the reading of the minutes and approve as written. All in favor, motion carried.

Special Reports Streets, Sewers & Lighting Mike Gibbons is back to work. He does have a limit on the amount of weight he can lift, but otherwise is doing fine.

The driver of the headstart bus is to be told to park the bus in a different location. It is in the way when the men plow the parking lot. Bob R. will show him where to park.

Bob Sanzo made a motion, seconded by Dan Bulger, to have W.W. Friedline fix the brakes on the packer. The cost is not to exceed $1,150.00. All in favor, motion carried.

Bob R. has several hours of fire time which he was unable to use while Mike was off. He stated he will use it after Christmas if Ed Stall can be called to work while he is off. Council agreed. Mike is a member of the Shade Twp. Fire Department. He would like permission to leave work when the tones are sounded for a fire. Council said he could but, it would be at Bob R. discretion.

Legal & Finance Bob Sanzo made a motion, seconded by Craig Rose, not to increase taxes for 2010. All in favor, motion carried.

Lee Cook made a motion, seconded by Craig Rose, to adopt the 2010 budget as presented to council. All in favor, motion carried.

Lee Cook made a motion, seconded by Craig Rose, to adopt Resolution # 2009-28, exempting the non-uniformed employees from paying into their pension. All in favor, motion carried.

Bob Sanzo made a motion, seconded by Dan Bulger, to advertise the meetings for 2010. The meetings with Shade Twp. are to be included. All in favor, motion carried.

Bob Sanzo made a motion, seconded by Lee Cook, to accept the Fire Departments expenses for the first quarter and to pay them the second quarter. D.B. abstained (life member of fire department). All others voted in favor, motion carried.

No action was taken on giving a donation to Somerset County Libraries.

Police, Property & Refuse Rick gave a list of officers for 2010, to the secretary. The Solicitor will prepare an updated resolution for the next meeting.

Dan Bulger made a motion, seconded by Bob Sanzo, to send a letter to the Paint Township Supervisors expressing our satisfaction with the police coverage they are supplying to the borough. All in favor, motion carried.

Victor Santangelo quoted $250.00 to refinish the table in the council room. Council would like to discuss this after the audit is done.

Mayor’s Report Woody does not feel that preparing envelopes and filling in the certified mail cards are part of his job as Mayor. Sharon said that all the former Mayors and police officers prepared the letters and she took them to the post office. Solicitor Frantz stated that the secretary works for the council, not the Mayor. Even though the Solicitor said otherwise, Bob Sanzo made a motion, seconded by Craig Rose, to have the secretary prepare the certified letters for the Mayor. The Mayor is to have all information available including the name and address. All in favor, motion carried.

The Mayor asked if the borough workers plowed around the fire hall. Bob R. said – yes, but several other people plow the area also.

Greg’s Report Greg answered some questions the council had about reorganization.

Pay Bills Bob Sanzo made a motion, seconded by Lee Cook, to pay bills with funds available. All in favor, motion carried.

Old Business The security system has been installed. Two cameras were placed in the main hallway.

The Secretary is to set up a meeting with COG and council. (Thursday December 17th at 1:00 P.M.)

No action was taken on the Stahl property on Lambert Street. This will be discussed at the December 17th meeting.

New Business Dan Bulger made a motion, seconded by Bob Sanzo, to appoint Stacey Papinchak to the Act 32 Collection Committee. All in favor, motion carried. She currently represents Shade- Central City School District.

There is an issue with the mail delivery. The mailman is putting the mail in the box marked “For payments only”. Dan B. will talk to Shuster’s office to see why the mail is no longer delivered into the offices.

Debbie Cook will not be available to audit the books for 2009. An auditor is needed.

Craig Rose will talk to the school about having a student serve as a junior councilmember. Adjournment Craig Rose made a motion, seconded by Bob Sanzo, to adjourn. All in favor, motion carried.
