Construction Compliance Refresher Training

The purpose of this refresher-training flyer is to ensure continued compliance with the Department’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit. This is a required training for permittee personnel, private construction site operators, and permittee inspectors. Please ensure that the following compliance measures are being met on each construction project that requires an NPDES Generic Permit for Stormwater Discharge from Large and Small Construction Activities (CGP). □ Maintain a copy of the Notice of Intent (NOI), Stormwater Pollution Prevention Plan (SWPPP), and inspection report records at the location specified in the NOI. □ Post a copy of the NOI or acknowledgment letter at the construction site. □ Conduct weekly inspections and within 24 hours of the end of a storm event 0.5 inch or greater. Inspections shall include but are not limited to: o All stormwater discharges from the site to ensure that water quality standards are being met; o Perimeter and source controls, structural controls, sediment basins, stormwater management systems, outfalls, and pumping activities to ensure that they are installed, maintained and operating correctly; o Areas used for storage of materials that are exposed to precipitation; o Locations where vehicles enter or exit the site; o Disturbed areas of the site that have not been finally stabilized and discharge points for signs of visible erosion and sedimentation. □ Initiate stabilization measures within seven calendar days after construction activities have temporarily or permanently ceased for any portion of the site. □ Update the SWPPP within seven calendar days as required by the CGP and the erosion and sediment (E&S) control plan when E &S control measures are added, modified, or removed. □ The CGP authorizes the discharge of uncontaminated groundwater. To obtain this authorization, you must complete Part VI of the NOI and meet all of the conditions under the CGP. If your site qualifies for CGP dewatering coverage, appropriate BMPs must be implemented to ensure that the dewatering operations do not cause or contribute to violations of water quality standards. □ Report the release of hazardous substances to the State Warning Point at (800) 320-0519 in accordance with state and federal requirements.

Please be aware that compliance with the CGP is performance based. If a particular BMP fails, the contractor is responsible for implementing effective control measures to ensure that offsite impacts do not occur.
