CALL TO ORDER:

Mr. Maloney, Chair called the Stationary Engineer’s business meeting to order at 10:10 a.m.

APPROVAL OF MINUTES:

Motion (I) was made by Mr. McLeod, seconded by Mr. Norris and unanimously carried by the Board to approve the minutes of the June 16, 2009, business meeting with corrections. Motion (II) was made by Mr. Norris, seconded by Mr. McLeod and unanimously carried by the Board to approve the minutes of the June 16, 2009, and the Executive Session with corrections. 2 COMPLAINTS:

SENG 09-0003 follow up examination application Anonymous complaint – No evidence to support an investigation

CORRESPONDENCE:

An individual has submitted an e-mail requesting information regarding boiler horsepower classification. Motion (III) was made by Mr. McLeod, seconded by Mr. Norris and unanimously carried by the Board to send the individual the Conversions to Boiler Horsepower Chart as a sample to achieve the conversion factor.

OLD BUSINESS:

Computerized Monitoring System:

The proposed regulations for the computer monitoring system is in process and will possibility take approximately 3 to 4 months for the publication date. Mr. Loleas will advise the Board of the publication date.

NEW BUSINESS:

Apprenticeship Program:

Mr. Smitson addressed the Board regarding an apprenticeship program and informed the members that Mr. Stanley Botts, Commissioner, Occupational and Professional Licensing Boards, has contacted Mr. Ron De Julius, Commissioner, Labor and Industry, in reference to establishing an apprenticeship program. The members shared their opinions on an apprentice program and continuing education. Mr. Loleas advised that most other Boards that require continuing education for renewal also have a pre-licensing requirement.

PSI Examination Services:

Members of PSI have accepted the Board’s invatation to attend the August 18, 2009 meeting to discuss examination requirements, test bank of questions and any material pertaining to the 5 grades of the Stationary Engineer’s examination.

STATISTICS:

Mr. Maloney reviewed with the members the statistics submitted by PSI on the accumulative statistics for the pass and fail rates, as well as the number of repeat examinees. 3

BOARD REMARKS:

Mr. Kraft, Chief Boiler Inspector advised the Board of the Boiler Inspector Operations. He stated that there were about 55,000 active pressure retaining items in the State. Almost 10,000 of these items are overdue for inspections. The Inspection staff consists of 8 employees who are commissioned deputy boiler inspectors in addition to 150 commissioned special inspectors who are employed by Authorized Inspection Agencies (AIA). These Authorized Inspection Agencies are responsible for inspecting about 70 % of the inventory. In order to reduce the overdue inspections they are implementing more efficient means of collecting data, including recruiting more deputy boiler inspectors and making changes to the data reconciliation process with authorized inspection agencies.

EXECUTIVE SESSION:

Motion (IV) was made by Mr. Norris, seconded by Mr. McLeod and unanimously carried by the State Board of Stationary Engineers to go into Executive Session at 11:25 a.m., in the 3rd floor conference room, 500 N. Calvert Street, Baltimore, Maryland 21202-3651. This meeting was permitted to be closed pursuant to State Government Article, Annotated Code of Maryland §10-508 (a) (8). The purpose of the session was to consult with Counsel concerning material pertaining to applicants for licensure.

Motion (V) was made by Mr. Norris, seconded by Mr. McLeod and unanimously carried by the Board to return to the public meeting

Motion (VI) was made by Mr. Norris, seconded by Mr. McLeod and unanimously carried by the Board to accept the findings in the executive session.

APPLICATIONS SUBMITTED BY PSI:

PSI submitted 22 applications to take the Stationary Engineer’s license examination

The Board approved 3 applications to take the 1st grade Stationary Engineer’s license examination.

The Board approved 4 applications to take the 2nd grade Stationary Engineer’s license examination.

The Board approved 3 applications to take the 3rd grade Stationary Engineer’s license examination.

The Board approved 11 applications to take the 4th grade Stationary Engineer’s license examination. 4

The Board placed in pending 1 application to take the Stationary Engineer’s license examination for which additional information is needed to fully evaluate the application.

ADJOURNMENT:

Motion (VII) was made by Mr. Restivo, seconded by Mr. Norris and unanimously carried by the Board to adjourn the meeting at 12:30 p.m.
