Minutes of the Monthly Meeting of Checkley Parish Council held on Tuesday, 20 th August 2013 at Greatwood Hall, commencing at 7.15pm

13.106 Declaration of Interests Cllr. Pearce, Quinton, Flunder and Hayward declared an interest in Greatwood Hall.

13.107 Minutes of the Monthly Meeting held on 16 th July 2013 That the minutes of the monthly meeting of the council held on 16th July 2013 having been circulated and be confirmed as being an accurate and true record and be signed by the chairman and clerk. Proposed Cllr. Pearce, seconder Cllr. Hayward. All councillors were in favour. Cllr. Flunder informed the council that he and Cllr. Wilkinson had met and gone through the Strategic Planning Policy document. He reported that they didn’t recommend any changes, therefore no response was necessary. Cllr. Hayward proposed that no response is sent to SMDC. All councillors were in favour. Cllr. Flunder apologised for not doing the press release in relation to Draycott Summer Fair and said he would do it within the next week.

1 13.108 Public Participation Members of the public were in attendance but had no issues to discuss.

13.109 Announcements from the Chair Cllr. Flunder reported the following items: The Ecology Survey had been done and Cllr. Ball is to report back at the September meeting. A meeting is still to be arranged regarding the Skateboard project. Cllr. Deville suggested that TonyWheat at SMDC is involved and said there are pots of money available for this type of project. The grant for The Wentlows project has now been approved and a meeting is to be held in the next few weeks with Tean Albion. Cllr. Deville thanked Cllr. Flunder for his hard work on acquiring this grant. Checkley Parish Council currently has one representative on Staffordshire Moorlands Parish Assembly, where most councils have two. He asked if anyone would like to volunteer to let him know.

13.110 Correspondence

For Consideration Mrs Coxon Request to place bench in cemetery Cllr. Quinton proposed that permission be granted. All councillors were in favour. 13.111 Planning

Applications 13/00443/FUL Applehill, Hollington Rd, Upper Tean New access from highway and proposed double garage. 13/00800/REM 54 Draycott Rd, Upper Tean Removal of condition 2 13/00739/FUL Rose Bungalow, Greatgate Rd, Side/rear ext. and alterations to roof to form living room, kitchen and additional bedroom/study and Winnothdale replacement garage. Granted 13/00479/FUL Sunnyside, New Rd, Upper Tean Single storey extension to provide storage and garage 13/00626/FUL Bell View Tower, Uttoxeter Rd, Rear extension to form family room, enlarged utility and downstairs wc. Checkley SM/13/04/169M Broadmoreside Quarry, Hollington Variation of conditions and extension of cessation date.

There were no objections to the applications shown above. 2 Cllr. Flunder informed the council of the appeal by Aggregate Industries in relation to the wind turbine at Spath and asked if the council could submit a brief letter to the Planning Inspectorate to object to the appeal. Cllr. Hayward proposed that the letter be sent. All councillors were in favour.

That authority is given for the cheques to be issued in respect of the invoices listed above. Proposed by Cllr. Maryon and seconded by Cllr .Wilkinson. All councillor’s in favour.

Cllr. Flunder reported that the Lengthsman’s contract would have to be reviewed and issued to him within the next few months.

Cllr. Flunder discussed the resignation of Cllr. Hayward and said that a replacement for invoice authorisation is required. Cllr. Pearce proposed that Cllr. Wilkinson authorises the invoices with effect from September. All councillors were in favour. Cllr. Flunder thanked Cllr. Hayward for all his hard work on the council and also personally thanked him for his help with Staffordshire Turbine Action Group and fundraising events over the years.

13.113 District Councillors Announcements Cllr. Pearce has been asked if the Speedwatch could be done on Cheadle Road. Cllr. Flunder asked PCSO Charlesworth if this could be done. He said he would have to carry out a risk assessment and would put the request forward. Mr Allcock said that Speedwatch is already there but needs more volunteers.

13.114 County Councillors Announcements Cllr. Deville presented a written report to each member of the council and the members of the public. He also reported that there had been a spate of crimes in the South Staffs and Birmingham area. The thieves are posing as Water Board employees. PCSO Charlesworth is to inform the Neighbourhood Watch and attend the pensioners meeting on 9th September 2013. Cllr. Deville requested that a member of Checkley Parish Council join the Police Liaison Panel. Cllr. Quinton and Cllr. Pearce volunteered to attend these meetings.

The clerk was asked to write a letter to Mark Whinnington at Staffordshire County Council to request that the Checkley parish be included on the list for the faster broadband. Clerk

13.115 Greatwood Hall Working Group The clerk read out the letter from Derek Benton of the Greatwood Hall Management Committee regarding the damp and faulty joists in the building. The clerk was asked to report The matter to Ruth Sherratt at Staffordshire County Council and also inform Derek Benton that the County Council will need to inspect the building and arrange for the work to be done. Cllr. Quinton requested that the Greatwood Hall Working Group is on next month’s agenda to discuss whether or not it is still viable to continue with meetings. Clerk 3 13.116 Hollington Defibrillator Cllr. Wilkinson reported that a resident had volunteered to paint the telephone box that will house the defibrillator. A quote is to be obtained for the glass. P.Wilkinson The clerk is to place the order now for the equipment and also arrange the training. Clerk

13.117 Christmas Lights Cllr. Flunder discussed the proposals for the Christmas lights and suggested that the questionnaire to businesses and residents is distributed. There are eight ideas to go on the Clerk/ questionnaire. Cllr. Quinton proposed that the questionnaire is distributed and the project moves forward. All Councillors were in favour. Flunder . 13.118 Wentlows Recreation Ground Cllr. Flunder said that we are looking at potentially creating a Tean Fair which could be tied in with getting the Wentlows project up and running. This could hopefully be held in Spring next year and could be held annually. It would potentially give local groups the opportunity to fundraise. If anyone has any ideas for the event please let Cllr. Flunder know. All

The date of the next meeting is Tuesday 17th September 2013. There being no other business the Chairperson declared the meeting closed at 9.00pm
