Summary:

The Human Resources Generalist is responsible for ensuring compliance in all areas of human resources for the corporation and its subsidiaries and maintaining all compliance tasks in accordance with federal, state and company requirements. Additional duties include working with the recruiters to develop offer/promotion letters, administer on-boarding of new staff and associated paperwork and ensure new hire orientation is completed in a timely manner.

Essential Duties And Responsibilities:

 Collaborate with the HR Director to plan, develop, organize, implement and evaluate the organization’s human resources functions and performance.  Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.  Maintains compliance with federal and state regulations concerning employment.  Assists in the develops and maintenance of affirmative action program; files EEO-1 report annually; maintains other records, reports, and logs to conform to EEO regulations.  Ensures that all personnel files and HR records are maintained in accordance with federal and state DOL regulations. Conducts annual audit to ensure continued compliance.  Responsible for monitoring department practices to ensure compliance with the documented procedures.  Responsible for administration of the company drug programs including DOT and Non-DOT random testing.  Coordinates with Drug testing company to set pre-employment tests for new hires and recruiting missions.  Reconciles the drug testing and background check bills.

Human Resources Generalist Page 1 of 4 05.12  Run background checks on new hires and informs VP of Admin and HR Director of any problems.  Update, coordinate and facilitate new employee orientation to foster positive attitude toward organizational objectives.  Under the direction of the HR Director, updates and maintains the Human Resources Policies and Procedures Manual including state-specific inserts appropriate to project needs.  Prepare offer, promotion and change in status letters, process the on-boarding documentation after an applicant has been selected.  Retrieves postings from State sites on any life positions and attaches the supporting documentation on to the requisition; Notifies recruiters or any discrepancies in the postings.  Maintain a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements.  Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, etc.  Serve as a link between management and employees by handling questions, interpreting and administering policies and helping resolve work-related problems.  Participates in developing department goals, objectives, and systems.  Participates in administrative staff meetings and attends other meetings and seminars.

Non-Essential Duties And Responsibilities:  Act as backup for various HR positions as needed.  Create PAF, SRF and checklists for supervisors as needed.  Other duties as assigned. Supervisory Responsibilities None Knowledge, Skills, Abilities  Thorough knowledge of the Human Resources disciplines and best practices; applicable Federal and state employment law.  Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and human resources information systems.  Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.  Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.  Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders and agency rules.  Familiar with DOT regulations and drug testing regulations.  Must be able to effectively communicate with employees and outside vendors.

Human Resources Generalist Page 2 of 4 05.12  Use logic and reasoning to identify strengths and weaknesses of alternative solutions, and provide conclusions or approaches to the job.  Must have the ability to communicate with other employees and demonstrate superior customer service.  Ability to organize tasks to ensure that all deadlines are met.  Must be able to discover and see compliance problems that may arise in the corporation and bring the concern to management’s attention for action. • Must be able to use logic and reasoning to identify strengths and weaknesses of alternative solutions, and provide conclusions or approaches to the job. • Must be able to interpret complex documents and formulate an opinion. • Must have the proven ability to effectively communicate with other employees. • The ability to apply general rules to specific problems to produce a solution that will work for all employees. • Must be able to discover and see problems that may arise in the corporation or between personnel. • Must have the ability to listen and understand employee concerns and formulate a decision to resolve the issues. • Ability to work effectively with a diverse population of employees including all levels of executive, management and staff. • Excellent oral and written communication skills. • Must have proficient skills in Microsoft suite based programs.

Qualifications Experience, Education and Licensure Required:  A bachelor's degree in Human Resources, Business Administration or a related field and three (3) years of Human Resources experience, OR

 Five (5) years of exempt level HR Generalist experience.

Preferred:

 Certification as a PHR or SPHR or the ability to obtain within one year.

Job is performed in an office setting with exposure to computer screens and requires regular use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.
