About the Odisha Technical and Management Support Team:

The Odisha Health Sector and Nutrition Program (OHSNP) has been under implementation since 2008. The United Kingdom’s Department for International Development (DFID) has contracted the Technical and Management Support Team (TMST) to help key departments of Government of Odisha (GoO) to implement OHSNP. The main objectives of OHSNP are: reduction in infant mortality, maternal mortality, and total fertility rate; making health outcomes and utilization of services more equitable; addressing malnutrition among children; and reducing morbidity and mortality from common communicable diseases such as malaria.

TMST provides support for accelerated improvements in health, nutrition, water, sanitation and hygiene outcomes and helps to implement the 4 priority outputs under OHSNP, which are: i) improved access to health, nutrition and water and sanitation services in underserved areas; ii) public health management systems strengthened; iii) positive health, nutrition and hygiene practices and health seeking behavior of communities improved; and iv) use of evidence in planning and delivery of equitable health, nutrition and water and sanitation services.

A critical focus of Phase II is to successfully implement community based approaches which promote improved sanitation, including attainment of ODF status for villages and stimulating demand for and building of latrines. Further, to work with the supply side at District and below as well as State levels, to ensure that latrines can be provided.

Job Description Key Functions and Responsibilities:

 LEADERSHIP OF THE SANITATION PROGRAM

Page 1 of 3 Sector Lead Sanitation-TMST  Lead, manage and motivate the Sanitation Team, of 2 Officers and a Project Assistant.  Ensure that Sanitation Team planning and execution of deliverables, especially Payment Deliverables, is appropriate and timely, and that any emergent challenges are flagged with the Team Leader.

 Undertake IPE annual appraisal and routine training needs / personal development assessment, for Sanitation Team members.

 Lead the management of the 2 sanitation sub-contracts with specialist agencies, which TMST manages in order to deliver CLTS in 9 Blocks of Odisha, in order to ensure that they are delivered successfully, and in a timely fashion.  Provide direct technical and field operations support, as required.

 Re the above, ensure timely submission of sub-contractors’ deliverables to a high quality standard, in liaison with the Program Management function.  Develop strong relations with the Department of Rural Development at all levels and provide them with advice on sanitation on a one-to-one, as well as a collective basis.  Lead liaison with key stakeholders at all levels in relation to sanitation, including government, community leaders and members and other implementing partners, such as Unicef, One Drop, Wateraid and LSHTM, for example.  Development a relationship of trust with the DFID Representatives responsible for the sanitation elements of the program, including the DFID Odisha Representative.  Lead advocacy efforts with regard to sanitation, including bringing stakeholders, including government, toward a common agenda for action.  Lead the delivery of capacity building and training on sanitation, toward TMST’s overall strategy for sustainable sanitation in the state.

2. QUALITY ASSURANCE

 Ensure that all work produced by the Sanitation Team is of acceptable quality to its various stakeholders, and in terms of your own standards.

 Ensure that Sanitation Team planning and execution of deliverables, especially Payment Deliverables, is of a high quality, and that any challenges with regard to attaining due quality standards are flagged with the Team Leader.

 Lead (with the Senior Program Manager) periodic sub-contract review meetings, and ensure that agreed follow-up actions are adhered to.  Liaise effectively and efficiently with any Quality Assurance consultants assigned to support the work of the Sanitation Team.

3. MEMBERSHIP OF THE TMST SENIOR MANAGEMENT TEAM

 Ensure that the Team Leader remains briefed on all significant issues arising in the implementation of the program, and of progress in general.

Page 2 of 3 Sector Lead Sanitation-TMST  Participate fully in Senior Management Team (SMT) meetings, and actions agreed through consensus.

 Ensure that core management documents and trackers are kept up-to-date by your team. These include, but are not confined to: procurement tracker, payment deliverables tracker, Monthly Progress Report to DFID, communications products pipeline, TMST Knowledge Hub.

 Ensure your team provides a comprehensive and well-presented final draft of the Monthly Progress Report for DFID, to the Senior Program Manager, in a timely fashion.

 Ensure that your team provides all information required promptly for DFID reviews and Project Steering Committees, and that you provide your government counterparts with any briefing or presentations they may need for these meetings (and others, if requested).

Any other activities which may arise from time to time, in support of the overall smooth running and wellbeing of TMST and OHSNP

Qualifications  Relevant postgraduate qualification/s preferred. and Experience  Depth and length of experience essential (minimum 10 years actively engaged in sanitation at a senior level).  Excellent English writing and speaking skills essential.  Experience and skill in team leadership and motivation, and working in a senior management team.  Experience and skill in working with and influencing government, donor agencies and partners, at all levels.  Personal attributes including dynamism, commitment, persuasiveness and strong leadership and communication skills.
