A. Ensure that APIS ICB (Crew/Passengers) is held. Ensure valid USCG COFR (and bridge letter for those vessels with Operator named in the COFR different from the Registered Owners) is held. All crew passports are required to be in Master's safe custody at all times.  Kindly be reminded to ensure compliance with BW exchange and BW chlorination regulations for Cholera prevention,  Please note that this is very high risk area for Sea Borne Drug Smuggling and be on alert accordingly.  Kindly beware in case of transiting River Plate that in certain sections the banks shift continually and buoys may drift out of position or the buoyage may not yet have been re-aligned to the navigable channel, for which the most up-to-date information must be obtained from the local Agent or the Pilot authority in good time before the transit and extra care is to be taken when navigating in suspect areas.  Kindly be warned that exorbitant fines are imposed on ships for any misdeclaration of bunkers, lubes, paints, spares, equipment stores, cargo or crew's personal effects. The Customs or other authorities will look for the slightest excuse, even minor, innocent, discrepancies or mistakes, to levy huge fines (USD20-30,000 upwards) and/or extort underhanded payments. Please, therefore, ensure that all port papers and customs declarations are prepared carefully and accurately, all items and quantities are diligently accounted for and declared according to local regulations and requirements, to be ascertained by you from port agent early to allow you sufficient time to ensure proper compliance. 8 Port Calls to Colombia- Kindly beware

G. Ship type related incidents 1 Please see the power point presentation for the type of ship. H. OPS Guidelines 1 Quest - Certificate of Registration: Please keep a print out of Certificate of Registration from Quest (which will be carrying out Drug and Alcohol testing on all vessels in the Glasgow fleet) with all other Drug and Alcohol information. Please refer circular 08/12 for details. 2 Important Memo: Trading Warranties exclusion Zones – Navigation Limits: Please familiarize yourself with the contents of Important Memo from Lloyds Joint War Committee (JWC) identifying trading warranties exclusion zones navigation limits. 3 Company's D&A Policy - Implementation and Monitoring Guidelines: Every vessel has been issued with an Alcometer. Master's are required to carry out random tests of officers and crew at least once a month to ensure compliance with the Company's D&A policy. Tests shall be so conducted that the entire ship's complement is tested in a six monthly rotation.

The results of these tests are to be maintained on board in the D&A logbook and additionally a copy of the result sent to AE- Ops with your Fleet Group in copy. Please send the monthly test reports latest by the 3rd of the following month. 4 Thomas Gunn Chart outfit management procedure: Your vessel is contracted for folio management with “Thomas Gunn Navigation Services” (TGNS). Please ensure that you have the latest management outfit procedures.  Understanding the difference between “ACTIVE” and “PASSIVE” list respectively.  A thorough review of all charts and publications is to be carried out every 6 months using the inventory list sent by TGNS.  Charts and Publications may be added or deleted from the “ACTIVE” folio in between the 6 monthly reviews as well. For the purpose, please send a message to [email protected] advising them of the necessary amendments.  No VR should be raised for new editions of charts or publications that are part of the “ACTIVE” folio.  The ultimate responsibility of having the latest edition of a chart or publication rests with the vessel. 5 Hydrographic Publications: Please ensure following latest edition of following publications is available on board.  Nautical almanac  Tide Tables (relevant to your trade and as per vessels active list of publications) Please advise [email protected] keeping your Fleet Group in copy accordingly. 6 Off hire record: All stoppages / delays through any given month must be recorded accurately on the Tec29C form and submitted at the month end. Stoppages may attribute to off-hire. Please refer circular 03/11 for details. 7 Inconsistencies in Vessel Position Reports: Please read the list of most common mistakes that have been noted on vessel report submissions as per circular 08/10. Kindly peruse the document and discuss the contents with relevant officers. Additionally, a copy of the Ops circular and attachment should be retained with the Noon Book for ready reference. 8 Ship Reports: Please take note of the revised ship reporting forms w.e.f 01st April 2010 for ships using AE Ship reporting.
