The Organizing Authority is the Salty Sisters of the St. Petersburg Yacht Club in conjunction with the Florida Sailing Association. 1. Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 Racing rule 61 will be changed to require a competitor to inform the race committee finish boat of her intention to protest, including the sail number of the protested boat, immediately after finishing.

2. Eligibility and Entry 2.1 The regatta is open to all boats of the International Optimist Dinghy Class skippered by girls 8 to 15 years of age at the time of the first race; Club 420's, Laser Radials and Laser 4.7’s skippered and crewed by girls 18 years of age or under at the time of the first race. 2.2 Optimist competitors must meet all USODA age requirements for sailing in the Red, Blue, White and Green Fleets. 2.3 To compete for Florida Sailing Association trophies, the home club of the competitor must be a member of FSA. 2.4 There is a minimum of three (3) entries per class.

3. Entry Fees 3.1 Entry fee includes two days racing, a shirt for each competitor, awards, two breakfasts, Saturday lunch, Saturday cookout, Sunday awards party, and 7% sales tax. 3.2 If payment is postmarked on or before April 6, 2012 the entry fee for the Optimist, Laser Radial & Laser 4.7 class is $50.00. Thereafter, the entry fee shall be $60. 3.3 If payment is postmarked before April 6, 2012, the entry fee for a 420 is $75.00. Thereafter, the entry fee shall be $90.00. 3.4 Eligible boats shall enter by mailing completed registration forms with required entry fees to the St. Petersburg Yacht Club Salty Sisters, c/o Regatta Chairman Susan Wallace, 11 Central Avenue, St. Petersburg, FL 33701, Telephone 727-822-3873, Fax 727-895-4779 Email: [email protected]. An original signed WAIVER and MEDICAL CONSENT form are required at check-in to complete the registration including a contact # for the responsible adult DURING THE EVENT. These forms are available online at the St Petersburg Yacht Club website: spyc.org under YOUTH SAILING. 3.5 The deadline for ENTRIES is 1700 Thursday, April 12, 2012. Please contact Susan Wallace, Regatta Chair, prior to 1700 Friday, April 13, 2012 to arrange for a late entry.

Sunday, April 15 0800 Breakfast SPSC 0930 Warning signal for first race of the day 1400 There will be no warning signal after this time. Awards to follow racing (SPSC)/Pizza & Ice Cream Party 5. Sailing Instructions Sailing instructions will be available at check-in.

6. Venue 6.1 Boats will be launched from the St. Petersburg Sailing Center on Demen's Landing, 250-2nd Av, St. Petersburg, Fl. 6.2 The racing area will be on Tampa Bay, east and southeast of the Municipal Pier.

7. Courses 7.1 The 420, Laser Radial and Laser 4.7 fleets will be on the same course. There will be separate courses for IOD’s in the Green Fleet and the Red, White & Blue Fleet. 7.2 Courses will be as described in the Sailing Instructions. 8. Scoring 8.1 The Low-Point Scoring System, RRS Appendix A, will be used, except that no score will be excluded unless five races have been completed. This changes RRS A2. 8.2 Eight races are scheduled. One race is required to be completed to constitute a series. 9. Green Fleet 9.1 Coaching of Green Fleet competitors while racing shall be limited to competitors in the bottom one half of the Green Fleet in any given race. 9.2 Green Fleet coaches shall not cause wakes or otherwise interfere with competitors. Violation of this instruction may result in a penalty, which the jury deems appropriate and may include disqualification of the coached competitor from the regatta. 10. Support boats 10.1 All support craft, including coach boats, will register with the OA before 0900 on April 14, 2012. 10.2 At all times on the water, coach and designated support boats shall prominently fly a flag which will be supplied by the OA at check-in. 10.3 At least one coach or support boat for every ten entrants shall be registered. 10.4 All coach and support craft must stay outside the course area from the Preparatory signal until all boats have finished or withdrawn, unless otherwise directed by the race committee. One coach from each sailing program may coach the Green Fleet. 10.5 No support crafts may cause wakes or otherwise interfere with competitors. Violation of this instruction may result in a penalty deemed appropriate by the jury and may include disqualification of the coached competitor from the regatta.

2 11. Safety 11.1 In addition to IODA Class Rules 4.2 (a), (b), 4.3 (a) and (b), each competitor must wear a US Coast Guard Approved lifejacket from dock to dock except, temporarily, when adding or removing clothing. 11.2 A whistle must be attached with a line to each competitor’s body or clothing. Competitors not complying with this instruction may be given a penalty, without a hearing, of five (5) points for each race in which they have failed to observe this instruction. This changes RRS A4, and A5. 11.3 Parents/guardians are responsible for the safety of the sailor, which means that they must make the decision whether or not their sailor(s) can handle the conditions at the beginning of the day. The sailor will make this decision while on the water. 12. Liability 12.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to during, or after the regatta. 12.2. All competitors and their parent/guardian must sign a waiver before the end of check-in. 13. Prizes 13.1 Florida State Championship Medallions will be awarded to first through third overall in IOD, Club 420, Laser Radial & Laser 4.7. 13.2 Medallions will be awarded to first through third place in Club 420, Laser Radial & Laser 4.7, and first through fifth place in the Red, Blue and White Optimist fleets. 13.3 Participation awards will be given to all Green Fleet entries. 13.4 The Allison Jolly Perpetual Trophy will be awarded to the first overall Optimist finisher. 13.5 The Agnes Roy Perpetual Trophy will be awarded to the first overall Club 420 finisher. 13.6 The Margo Fischer Perpetual Trophy will be awarded to the first place Laser Radial. 13.7 The Margaret Siver Perpetual Trophy will be awarded to the first place Laser 4.7.

Requests must be made through the Event Chairman and will be granted at the discretion of the Event Chairman. A sailing resume may be required. Non-SPYC members must provide a damage deposit check in the amount of $500.00 at check-in that will be held until the completion of the event.
