REPORT OF THE MEETING OF THE COMMITTEE OF EXPERTS OF THE FORUM OF THE BLACK SEA BROADCASTING REGULATORY AUTHORITIES
Antalya, 25-26 June 2009
1. The Meeting of the Committee of Experts (Committee) of the Forum of the Black Sea Broadcasting Regulatory Authorities (BRAF) was held in Antalya, Republic of Turkey, on 25-26 June 2009.
2. The representatives of the Broadcasting Regulatory Authorities of the Republic of Armenia, Republic of Azerbaijan, Republic of Bulgaria, Georgia, Hellenic Republic, Romania, Russian Federation, Republic of Serbia, Republic of Turkey and Ukraine took part in the meeting. The list of participants of the Meeting is attached as Annex I.
4. The Meeting was co-chaired by Dr. Hamit ERSOY, Head of International Relations Department of Radio and Television Supreme Council (RTUK) and Mr. Yevgen KOZIY, Executive Manager, BSEC Permanent International Secretariat.
5. The draft agenda and programme of the meeting were discussed and adopted. The agenda, as adopted, is attached as Annex II.
6. The Committee discussed and amended the text of the Draft Charter of the Forum of the Black Sea Broadcasting Regulatory Authorities (the Draft Charter), prepared by the RTUK. The Draft Charter, as discussed, is attached as Annex III.
7. The Committee decided on the following: a) by 15 September 2009, the National Broadcasting Regulatory Authorities – Member of the BRAF - will consider the Draft Charter and send to the RTUK their comments and remarks, if there are any, b) The Committee will establish a Correspondence Exchange Network (CEN) in order to finalize and approve the draft Charter through e-mail. The list of the CEN representatives will be prepared by the RTUK and disseminated to the BRAF member. c) If no comments are received by 30 September 2009, it should be considered that the text of the Charter is approved. d) After receiving the approval from all member, the RTUK will invite them for formal acceptance of the Charter by sending official letters.
