HOWWOOD COMMUNITY COUNCIL MINUTES OF MEETING HELD ON TUESDAY 12 JANUARY 2010

PRESENT Robert Scarsbrook (Chair), Christine Scarsbrook, Douglas J Paxton (Minutes), Jackie Mackenzie, Bill David, Norma David, Grace Weir, Dawn Michael, Margie Stewart and Nick Walker.

IN ATTENDANCE Sarah Killens, Lorna Poole, Jennifer Black (Gazette), PCs Bradley, Henry and Reiddy.

1. MINUTES OF PREVIOUS MEETING With the following changes adoption of the minutes were proposed by N Walker and seconded by N David.  Under matters arising first point spelling should be WASON.  Under Correspondence first point should read Guidance about Responding.

2. POLICE REPORT  Over December/January – 10 incidents in the ward area, 4 of which related to Howwood: o 1 Road Traffic Offence and 1 Breach of the Peace (both detected) o 1 Dangerous Dog act in park o 1 Theft  Since the report was prepared 2 further incidents have taken place, 1 theft and 1 breach of the peace (detected).  Fete Saturday 19/06/10 - Inspector Lang has been written to requesting attendance.

3. JOHNSTONE & ELDERSLIE SAVE OUR SWIMMING POOLS (J.E.S.S)  Were to give a presentation but due to the accommodation issue it has been postponed to the next meeting.

4. MATTERS ARISING  Resignations – John MacLean & Sandra Mackintosh, Renfrewshire Council have been advised.  It was agreed to co-opt Sarah Killins on the Community Council.  Environmental Services – No response from Shona McDougall, Andy Summers due to attend the March Community Council meeting.

5. INFORMATION / WEB  Newsletter - March distribution: o Cut off for Articles 22nd February o Potential to have Clippens School folding o Should be available for distribution 7th March for completion 15th March. . Articles bogus callers . Fete . Village Clean up . Garden Competition . Responses to surveys (village cleaning / Broad Band access)  Agreed to invite representative from Clippens School to attend the April Meeting to discuss any other assistance they could give.  Web Stats – Inline with previous month – good figures.

6. PLANNING / LICENSING  Nothing came through.  Pharmacy – NHS have again turned down application.

COUNCILLORS’ ISSUES  Waste bins – Mayfield path B David to write to Councillor Caldwell re positioning.  22nd December – traffic problem – B David to write to Council and MSP on how can we learn from this issue and put on the agenda for next meeting.  It was noted that in the Village gritting was very good compared to other areas.

8. CORRESPONDENCE  Links to Community Council Websites – Renfrewshire Council going to organise link from the Howwood Community Council site to their site.  Lighting – Elliston Grill – Councillor I McMillan asked Amey to look at and they believe it does not affect the road users. However B David noted that it looks as if it’s a security light activated by a sensor that’s causing the problem.  Energy assistance package – for newsletter, advice on reducing carbon emissions – concern about fuel bills.  Funding Opportunities – to assist people who are 50 & 60 year old and have ideas to help older people in the community – B David has information.  Health Newsletter with B David and distribution to local businesses.  LAC – Notification received of an event consultation - G Weir and R Scarsbrook cannot go and it was agreed to comment on: o Length of Meeting o Agenda too large o Funding - can these be at the beginning of the Agenda

9. AOCB  Pensioners Scottish Evening – Update given by C Scarsbrook - 27/02 tickets £1.  Fete – 19/06/10 update - budget £450 for attractions agreed. Applying to LAC for grant of £2k towards the Fete / Scottish Evening / Xmas Lights.  Christmas Wind Band Concert – profit £63. Thanks to the Glasgow Wind Band and the Church. Agreed to donate £50 to the church as in previous years. Look at early dates for 2010 to see if attendance could be improved.  Village Clean up – 27/28 March 10-12 and 2-4 – B David to advise Renfrewshire Council of dates, food courtesy of Howwood Inn at 1pm for both dates. C Scarsbrook to ask The Green Gym people and B David to ask for The Hit Squad to assist in certain areas.  Garden Competition – HWW run on behalf of Howwood Community Council - kids competition only, C Scarsbrook to contact local primary schools, first and 2 runners up – budget £50.  Community Council Forum special meeting next Monday re new scheme and admin grant – council paying insurance and ASCC membership which might show slight reduction. o Call for increase in main grant which has been in place for many years. o DPA registration cost recognition.  Grace Weir gave her apologies for the next meeting.

10. NEXT MEETING  9th February 2010 @ 7.30pm in Howwood Village Hall (RC Roads Department in attendance)  Thereafter: Tuesday 9th March, 13th April and 11th May at 7.30pm.
