ENVIRONMENTAL CONSULTING SERVICES REQUEST FOR STATEMENTS OF QUALIFICATIONS

The City of West, Texas is seeking to enter into a professional services contract with an environmental consulting firm. The City of West is in the process of replacing the damaged ground storage tank at Water Plant No. 4 following the West Fertilizer Plant Explosion of 2013 with a new storage tank at a new site (Water Plant No. 7) utilizing Federal Emergency Management Agency (FEMA) funding. Interested firms may submit SOQ according to the following criteria.

I. Scope of Work The contract will encompass all project-related services for the City of West, including but not limited to the following:  Prepare Environmental Assessment (EA) for the Proposed Water Plant No. 7 Site.  Utilize FEM historical examples and guidelines to prepare EA to ensure expedient submittal and review process.  Submit EA to Texas Department of Public Safety, Division of Emergency Management (TDEM) and FEMA for review.  Cooperate with TDEM and FEMA to fully address all comments and requirements.  Convert Environmental Assessment Document to a 508 compliant document.  Cooperate with TDEM and FEMA during the public review process.  Address all comments and submit final documentation.  Coordinate with City staff and its agents throughout the entire process.

II. Statement of Qualifications The City is seeking to contract with a competent environmental consulting firm which has had experience in the following areas:  Significant Environmental Assessment preparation experience  Experience with federally-funded projects  Projects located in this region of the state

As such, please provide within your proposal a list of past projects with contact information, as well as resumes of all employees who will or may be assigned to this project if you are awarded the professional services contract. Proposal packages shall be limited to fifteen (15) pages maximum.

III. Evaluation Criteria The proposals received will be evaluated and ranked according to the following criteria: Criteria Maximum Points

Experience 30 Past Work Performance 25 Capacity to Perform 25 DBE/Minority/Woman Owned Business 10 Familiarity/Experience in this Region 10 Total 100

IV. Timeline For Submission If your firm is interested in being considered for this project, proposals must be received no later than 4:00 PM on August 19, 2016, City Hall, P.O. Box 97, 110 N. Reagan Street, West, Texas 76691. Three (3) copies of the proposal must be sealed and clearly marked on the face of the shipping material WEST WATER PLANT NO. 7 ENVIRONMENTAL ASSESSMENT RFP.

The City of West reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the Authority. The City of West reserves the right to negotiate with any and all firms that submit proposals, as per the Texas Professional Services Act. Qualified DBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation.
