 Interstate Gang of Desperate Burglars and Receiver of Stolen Property arrested

 9 Cases of Burglary of Delhi, Gujrat & Haryana solved  Stolen Goods worth Rs. 15 Lacs approx. recovered. With the arrest of three persons namely (1)Hans Raj@Raj, aged 34 years, s/o Sita Ram r/o A- 402, Shalimar Garden Ghaziabad UP, (2) Davender, aged 32 years, s/o Prem Kumar r/o H. No. 100 Kasba Pilakhwa UP and (3) Dalip Kumar@Deepu, aged 33 years, s/o Rajender Ram Bhati r/o A-2762, Green Field Colony, Faridabad, Haryana, team of Special Staff of South-East District has solved 9 cases of burglaries in Delhi, Gujrat and Haryana. Huge recovery of stolen articles worth Rs. 15 lacs approx. has also been made. INCIDENTS:-

1. On 20.03.11, Shri Satender Pal Singh S/o late Pratap Singh r/o M-30A, 1st floor, GK-1, New Delhi reported that he is running a shop of clock/watches and gift items in the name of Time & Style. On 19.03.11, he closed his shop at about 09.00 PM and due to Holi, he did not open the shop. On 20.03.11 at about 4.30 PM, he noticed that the shutter of his shop was in broken condition and several watches and gift items were found stolen from the showcase of the shop. A case vide FIR No. 33/11, u/s 454/380 IPC was got registered at PS Greater Kailash in this regard. 2. On 21.03.2011, Sh. Ashwani Kumar s/o Darshan Lal r/o Tughlakabad Extn., New Delhi reported that he is a store manager in Spice Hot-Spot at K-1/81, CR Park, New Delhi. In the night, 80-90 mobile phones, Rs.12000-13000/- cash with safe, cameras and Computer system were found stolen after breaking the shutter. A case vide FIR No. 66/11, u/s 457/380 IPC was registered at PS C.R. Park in this regard. 3. On 22.04.11, Shri Ashish Jha, Manager-Tata Croma Showroom, E-11 East of Kailash New Delhi reported that the front shutter & glass door of his show room were found broken and locks of his show room also found missing when checked at about 8.00 AM. On checking, 39 laptops, 34 Cameras, 2 binoculars & 4 photo frames worth Rs.19.48 lacs were found stolen. On the complaint of Sh. Ashish Jha, a case vide FIR No. 157/11 u/s 454,380 IPC was registered in PS Amar Colony. Keeping in view the value of the stolen property and sensitivity of this case further investigation was transferred to Special Staff South-East Distt. TEAM & INVESTIGATION:-

In order to workout the case, the team of Special Staff of South East District was specially tasked by Addl. DCP Ms. Meghna to workout these cases. A team was constituted under the leadership of Inspr. AkhileshYadav, Incharge Special Staff consisting of SI Brijesh Malik, ASI Bhagirath Prashad, HCs Anil Kumar, Ram Mehar, Jeet Singh, Satender Kumar, Consts. Sushil, Sunil Kumar, Satish, Ram Roop, Arun Kumar, Brijpal, Deepak, Sunil Kumar, Brijpal, Udai Singh and HC(Dvr) Onkar under the supervision of Sh. Virender Kalia ACP/Ops to develop intelligence regarding such gangs operating in the district. The team received some credible information regarding few criminals who might be presently operating in Delhi with similar modus operandi. On 26.05.11 the team apprehended two persons namely Hans Raj, aged 34 years, s/o Sita Ram r/o A-402, Shalimar Garden Ghaziabad, UP and Davender s/o Prem Kumar r/o H.No. 100 Kasba Pilakhwa, UP at Nehru Place New Delhi in a black Honda City car bearing registration number DL 3C V 8423 at Nehru Place when they had come for meeting with a receiver of stolen property. On checking of Honda City car, house breaking equipments were recovered from its dicky. On 28.05.11, one receiver of stolen property namely Dalip @ Deepu s/o Rajender Ram Bhatt r/o A-2662, Green Field Colony, Faridabad, Haryana was arrested on the instance of accused Hansraj.

INTERROGATION:-

On sustained interrogation accused Hans Raj disclosed that he was released from Tihar jail in February, 2011. In 2007, he left Delhi due to pressure mounted by Police and shifted to Lucknow along with his gang members. As he was new in Lucknow and no criminal record was there, it was easy for him to commit crime as nobody knew him. He further told that during 2008, he was arrested along with his gang members by the police of PS Hasan Ganj for the first time in Lucknow. Due to his long stay in jail, his family was facing financial crisis, therefore he again started committing burglaries with his previous associates namely Manoj@Mannu r/o Pilakhua, Ajaz@Bhura r/o Vill-Kamalpur, Meerut and Devender r/o Pilakhua.

On the day of Holi he alongwith his associates came to the M-Block market, GK-I and committed burglary in a shop after breaking open the shutter and glass door locks. Valuable branded wrist watches were stolen by them from there. A few watches have been recovered from his house during investigation.

On 21.3.11 he along with his associates committed a burglary after breaking open the shutter of a mobile shop, opposite Gurudwara, Kalkaji. After commission of offence they set the empty boxes of stolen mobile phone on fire in order to do away with the IMEI numbers of the mobile phones. In this case his associates Ajaz @ Bhura was arrested, while accused Hansraj@Raj managed to escape. They distributed few stolen mobile phones among theselves and remaining were sold to a receiver in old Delhi.

On 22.4.11 the gang committed burglary in a Tata Croma showroom in East of Kailash. They stole Laptops and cameras etc. of different makes and models from there. 12 stolen laptops have been recovered from Dalip@Deepu who is a receiver of stolen property. In Lucknow jail Hansraj met one Shayam Sunder, who was staying in Palanpur, Gujrat since birth. He told him that there was not much police pressure in Gujrat and they can commit burglary there easily. After being released from jail he contacted Shyam sunder over telephone who asked him to come over to Palanpur, Gujarat. On reaching there he did recee of some jewellary shops in the markets. After a few days he returned to Delhi and shared this information with his associates. In the second week of May he alongwith his associates again visited Palanpur, Gujrat in a Black colour Honda City car and committed burglary in the intervening night of 9-10 May in a jewellary shop and left for Delhi. The stolen silver jewellary and other articles were sold to one Dalip@Deepu, who runs a computer shop in Nehru Place, New Delhi. Since this operation was very easy for him, he again went to Gujarat and committed burgalary in a jewellary and a garments shop.

He further disclosed that his gang has also committed many burglaries in the area of Kamla Nagar, Karol Bagh, Saraswati Vihar and Gurgaon.

MODUS OPERANDI:-

Accused Hansraj used to take rooms on rent in a residential area and used it for the purpose of the storage of the stolen articles and also for accommodation for his associates. He used to commit burglaries between 3.00 AM to 6.00 AM. He used a luxury car for the commission of crime to avoid the police attention. He has modern house breaking implements with him for breaking shutters and locks without any noise. He uses four different mobile phones for communicating with his associates and receivers of stolen property respectively.

PROFILE OF ACCUSED HANSRAJ@RAJ:-

Accused Hansraj was born in village-Ishtpur, PS Bedhei, District Azamgarh, UP. He studied up to seventh standard from Govt. School, Azamgarh, UP. He came to Delhi in 1997 and started the business of garments exports, however his business did not flourish. Later he came in contact with one Hakim and started committing burglaries in Delhi. He is a habitual offender and has been involved in 59 cases of burglary, theft, dacoity, Arms Act and assault on public servant. He always jumps bail and as a result has been declared a proclaimed offender in four cases.

 One manufacturing unit making fake bottle caps and two manufacturing unit making fake Scotch Whiskey busted.  6 persons arrested  Machines required to manufacture fake bottle caps for making Scotch Whiskey seized  Numerous finished and semi-finished caps of various Scotch brands recovered  Fake Scotch Whiskey also seized A team of officers of Crime Branch led by Inspr. Rajesh Sharma and consisting of SI. Sunil, SI. Shiv Darshan, ASI. Harcharan, ASI. Ajmer Singh, HC. K P Singh, Ct. Jai Singh, Ct. Atul, Ct. Kaushal, Ct. Suresh and Ct. Neeraj under the supervision of Addl. DCP Joy Tirkey have unearthed one manufacturing unit that made fake bottle caps to be used for capping of the bottles of fake Scotch Whiskey and two manufacturing units making fake Premium Scotch Whiskey. Six persons have been apprehended and fake Premium brands of Scotch Whiskey, finished and semi-finished bottle caps of various brands of Scotch Whiskey and machines have been recovered.

On 20.5.2011, on specific information three persons were apprehended while traveling in a Maruti Alto Car near Ring Road, Nigam Bodh Ghat, Delhi. They were identified as Roop Kishan, (aged 59 years) S/o Late Sh. Ram Murti R/o Vaishali, Ghaziabad, U.P., Vishram Ladha Patel, (aged 54 years), S/o Ladha Patel R/o Boriwilli East, Mumbai and Upender Bongara, (aged 38 years), S/o Devji Bongara R/o Andheri East, Mumbai. 330 fake bottle caps of Johnnie Walker Black Label were recovered from Vishram Ladha Patel, while 300 fake bottle Caps of Johnnie Walker Red Label was recovered from Upender Bongara and from Roop Kishan 200 fake bottle Caps of Johnnie Walker Black Label alongwith 90 Caps of Johnnie Walker Gold Label were recovered. Regional Head of EIPR (Enforcers of Intellectual Property Rights), Biageo Brands B V Johnny Walker joined the raid at the spot and certified that the bottle caps seized were all fake. Case under the relevant section of law was registered. Interrogation of Roop Kishan led to the unearthing of his factory at Khoda Colony , Ghaziabad. His associate Ram Dev, (aged 30 years) R/o Mandawali, Delhi was apprehended. The following machines used for making fake bottle caps have been recovered.

(1) Machine used to make grooves inside the cap (2) Machine used to press aluminium sheet (3) Machine used for cutting of the sheet. (4) Machine used for making grooves (5) Six Hand Press Machines (6) Machine used for giving e shape to cap (7) Motor Press Machine (8) Machine used for painting the cap (9) Air Pressure pump with paint gun (10) Electric Drill machine (11) Dye polishing machine (12) 10 screen prints of different brands

Apart from the machines the following were recovered :-

(i) 540 Stickers of Chivas Regal and 100 fake stickers of fake Glenfiddich. (ii) 280 Finished caps of Grey Goose Vodka, 400 of Johnnie Walker Double Black, 200 of Teachers scotch, 70 of Glen Fiddich (Red), 145 of Glen Fiddich (Green) and 390 of Chivas Regal. (iii) 400 Semi-finished caps of Chivas Regal, (iv) 34 aluminium sheets with Johnnie Walker Black Label printed. (v) sheet cutter, paint boxes, and several small tools used to manufacturing the caps

On 22.5.2011, interrogation of Roop Kishan led to the unearthing of a fake Scotch manufacturing unit making fake Premium Scotch Whiskey in the Mehrauli area of Delhi. Pawan Kumar, (aged 30 years) S/o Rohtash Kumar R/o Chhatarpur Pahari, Delhi was apprehended. The following were recovered from the premises :-

Sukhwinder Singh, (aged 46 years) s/o late Sh. Kulwant Singh R/o Raja Garden, Delhi was apprehended and the following were recovered:-

Sukhwinder Singh in order to give the liquor a pure scotch like aroma put an “Essence” in it. He also procured bags from Thailand in which it was mentioned Duty Free. He gave the clients fake Scotch liquor in these duty free bags so that the clients would assume that it is genuine scotch whiskey.

Modus Operandi

The entire scheme of themes are as under :-

1. The empty bottles of Scotch Whiskey were procured from the scrap dealer. They charged Rs. 150/- per bottle. 2. The cost of making a cap was 10/-. Roop Kishan sold the caps at Rs. 200/- to 250/- per cap. 3. For manufacturing of fake Scotch Whiskey , they used 20% Signature Scotch Whiskey and 80 % of Diplomat/Director Special/Bagpiper Whiskey.

Fake Scotch Whisky peddled as genuine scotch.

Profile

1. Roop Kishan, (aged 59 years) s/o Late Sh. Ram Murti r/o Vaishali, Ghaziabad, UP – He is educated up to the 10th standard. He is an old hand in the business and claims to have been manufacturing fake liquor scotch caps for the last 10 years. Previously he used to work with his uncle Darshan Lal who was caught by Crime Branch last month. He has never been caught till now. He supplied his fake bottle ‘caps’ to various ‘clients’ in Delhi and Mumbai. He has designed all his machines personally.

2. Vishram Ladha Patel, (aged 54 years) s/o Ladha Patel R/o Boriwilli East, Mumbai - He is illiterate. He has been buying fake bottle ‘caps’ from Delhi since the past 10 years. On and average he made 2 trips to Delhi every month. On each trip he bought caps worth Rs. 40,000/- to Rs. 50,000/- from Roop Kishan. He further sold these caps in Mumbai to the bootleggers of Malad and Andheri East Area.

3. Upender Bongara, (aged 38 years) s/o Devji Bongara r/o Andheri East, Mumbai - He is educated up to the 8th standard. He works as a Taxi Driver in Mumbai. He joined Vishram Patel about 2 years ago. He has been coming with Vishram to Delhi to buy fake bottle caps since the last 6 months.

4. Ram Dev, (aged 30 years) s/o Shatrughan Shah r/o Mandawali, Delhi – He is originally from Bihar. He was recruited by Roop Kishan 5 years ago, Roop Kishan trained him in operating the machine tools. Ram Dev received monthly salary of Rs. 5,000/- per month. 5. Pawan Kumar, (aged 30 years) s/o Rohtash Kumar r/o D-3/674, Chattarpur Pahari, Delhi – He is educated up to the 8th standard. His father Rohtash had been manufacturing fake liquor since the past 20 years. However, since the last 4 years Pawan took up the business on account of his father’s ill health. Pawan has been arrested once under the Excise Act from PS. Vasant Vihar in the year 2009. He supplies mainly to Farm House parties in South Delhi.

6. Sukhwinder Singh, (aged 46 years) s/o late Sh. Kulwant Singh r/o D-40B, Flats behind Shivaji College, Raja Garden, Delhi – He is educated up to the 10th standard. He used to work as a salesman in a Private Company in Mayapuri, Delhi 4 years ago he lost his job. About 3 years ago he started manufacturing fake scotch whiskey in a rented room in Paschim Puri. He procured Duty Free bags from Bangkok, Thailand. He even found out an Essence which promoted Scotch Whiskey like aroma. He sold the fake scotch whiskey as genuine to people in West Delhi.

Further investigation in the case is in progress.

A team of officers of Crime Branch led by Inspr. Jai Baba and Ct. Surender under the supervision of Addl.DCP Sanjay Bhatia has apprehended a Nigerian National Innocent Nwayo wanted in the sensational “body in a bag” murder of West Delhi.

On 20/05/2011, Gurdev Singh r/o Uttam Nagar, Delhi reported that he is the owner of a house in Mahesh Vihar, Om Vihar, Phase-II, Uttam Nagar, Delhi. He stated that 1 st floor of the house has been rented to a Nigerian National Innocent Nwayo. On 07/05/2011 he came to collect the rent but he found the premises locked. He tried to contact him on his mobile phone number but it was found switched off. The landlord’s cousin resided on the ground floor of the same house. On 20/05/2011, when the landlord again came there his cousin informed him that the Nigerian National had not been seen for the last 15/20 days. When he went to the 1st Floor, he found foul stench coming from the 1st floor portion of the house. He informed the police and the flat was broken open and in the bedroom was found a black coloured Travel bag. The bag when opened was found to contain a female body wrapped in a blanket and tied with plastic rope. The body was found to be decomposed. A case of murder was registered at PS Uttam Nagar, Delhi.

During investigation, body of the girl was identified. She was found to be a resident of Myanmar and worked in a Beauty Parlour at Munirka. She was in a live-in relationship with Innocent Nwayo, the Nigerian National.

Investigations under taken by Crime Branch at Delhi revealed that Innocent Nwayo had fled Delhi and may have gone to Mumbai, Assam or Goa. Teams were sent accordingly. The team at Mumbai through meticulous and pains taking investigation initially identified the areas at which the Nigerian congregated. Once such area was identified as Kharag, Mohd. Ali Road in Mumbai. HC Jaswinder Singh maintained constant surveillance and through enquiries could establish that Innocent Nwayo had come to Mumbai on 03/05/2011 and had been residing at Mumbai. However, recently he had not been seen. Secret enquiries were conducted in the area and information was received that he had left for Delhi. The team returned back to Delhi. HC Jaswinder Singh developed his sources and on 29/04/2011 received specific information that Innocent Nwayo will visit his friend Prince Micheal residing at Kotla Mubarak Pur. On this information a trap was laid and Innocent Nwayo (aged 31 years) s/o Aghagbor r/o Mahesh Vihar, Om Vihar, Uttam Nagar, Delhi and originally resident of Delta State, Ikoi Lagos, Nigeria was apprehended.

Innocent Nwayo was subjected to intensive interrogation. He disclosed that prior to coming to India he had also worked in the Nigerian Police Force. Subsequently he resigned and started working as a Commission Agent in Nigeria. On 31/10/2010 he arrived in India on a valid visa. He met the girl in November, 2010 at a friend’s place. Both were attracted to each other and since December, 2010, they both started living together. The girl was working as a beautician in a Beauty Parlour in Munirka. On 28/04/2011, four of his friends two girls and two boys came to his flat. His girl friend suspected that Innocent Nwayo was interested in one of the girls. Hot arguments took place between Innocent Nwayo and his girl friend. On 29/04/2011, his friends left but the altercation continued and there was scuffle and she died. In order to dispose off the dead body Innocent Nwayo went to INA Market on 01/05/2011 and purchased a travel bag. His initial plan was to cut the body into pieces. But due to the body emitting foul smell he wrapped the body in a blanket and tied it with a plastic rope and then put the body in the bag. Since the body was emitting foul smell he did not have the courage to dispose off the body. He then locked his flat and fled to Mumbai. He returned back to Delhi as he felt that the situation has cooled down and that he would flee from Delhi to Nepal and then go back to his own country.

DESPERATE INTERSTATE AUTOLIFTER OF SHANA GANG OF NORTH-EAST REGION APPREHENDED : 33 STOLEN MOTOR CYCLES RECOVERED AND 69 CASES OF M.V. THEFT OF DELHI, UP AND UTTRAKHAND WORKED OUT.

With the arrest of desperate interstate auto lifter namely H. M. Burhanuddin (29 years) s/o H. M. Abdul Hakim r/o Lillong, Turelhanabi Salam, District Thoubal (Manipur), an active member of Shana Gang of North-Eastern region, staff of PS S.J. Enclave, South District have recovered 33 stolen motor cycles and worked out 69 cases of M.V. theft of Delhi, UP and Uttrakhand.

INCIDENT/BRIEF FACTS:

On 22/05/11, complainant Sh. Himanshu Sehgal r/o Mayur Vihar made a PCR call regarding theft of his Yamaha Motor Cycle (R-15) bearing Regn. No. DL-7SAK-9698 from Krishna Nagar, Safdarjung Enclave, Delhi. In this regard, a case vide FIR No. 136/11 U/S 379 IPC PS S.J. Enclave was registered and investigation taken up. In order to prevent such incidents further, sources were deployed to develop the information about accused involved in such activities. Besides, close watch kept over the activities of jail / bail released accused persons which finally brought good results. In the evening of 22.05.11, a secret information was received from a reliable source that a person would come in Green Park area for delivery of stolen motor cycle to his accomplice. Immediately, a trap was laid at Arjun Nagar ‘T’ Point, Green Park and accused H.M. Burhanuddin was arrested with stolen motor cycle, which he had stolen on the same day.

INTERROGATION :

On sustained interrogation, accused disclosed that he is a member of desperate interstate Shana Gang of North-Eastern region, who is involved in auto lifting at large scale. He further disclosed the names of his associates Majid Ali @ Shana, Gaffar and Surender Sharma (Railway Agent at Old Delhi Railway Station). At the instance of accused, a luggage ticket (bilty) of motor cycle, booked from Bhiwani (Haryana) Railway Station to Dimapur (Nagaland) was recovered from his house in Uttam Nagar, Delhi, which revealed that gang members used to commit auto lifting in Delhi and dispose off the stolen vehicles in Lillong (Manipur) by transporting these through railway booking. The other members used to take the delivery of motor cycles from Dimapur Railway Station (Nagaland) for further disposal in various parts of Manipur and Nagaland States. Further, accused disclosed about the booking of several motor cycles recently from Bhiwani Railway Station to transport them to Nagaland.

INVESTIGATION :

Immediately, in order to recover these motor cycles, a team comprising of SI Pawan Tomar, SI Dharamveer Singh, HCs Dinesh Tyagi, Raj Kumar, Ajay Kumar, Dharampal and Cts Saleem, Anuj, Chanderpal, Omhari and Arvind was formed under the supervision of Inspr. Avtar Singh Rawat, SHO/S.J. Enclave and overall supervision of Sh. Mohinder Singh, ACP/S.J. Enclave.

A police team was Dispatched to Bhiwani Railway Station and contacted Parcel Office to obtain the records of motor cycles which had been booked for Dimapur (Nagaland) and other Railway Stations of North-Eastern region. Record of Parcel Office revealed that a total of 85 bikes had been booked by the accused persons from Bhiwani to Dimapur since last three months. On the basis of Engine / Chassis Numbers mentioned in the booking forms, it revealed that registration number plates of all the vehicles were forged and bikes were found to be stolen from different parts of Delhi such as S.J. Enclave, Hauz Khas, H.N. Din, Sainik Farm, Daryaganj and other parts of Delhi. The destination of all the motor cycles was Dimapur in Nagaland. During the course of investigation, a total of 20 stolen bikes were recovered from Old Delhi Railway Station which had to be loaded in Brahamputra Mail.

A team was also sent to Dimapur (Nagaland) and 11 stolen bikes were recovered from Parcel Office, Dimapur and Guwahati which were yet to be delivered. Further scrutiny of records at Dimapur revealed that 63 stolen bikes were delivered from Dimapur parcel office since last three months.

MODUS OPERANDI :

The modus operandi of the gang is that they used to steal motor cycles, specifically in the early morning hours from different parts of Delhi, preferably Red Colour as this colour motor cycles are in great demand in Manipur. They used to deliver the stolen motor cycles to other members on the directions of gang leader Shana, who used to prepare the forged documents of these motor cycles by replacing the number plates with fake numbers of Rajasthan, Uttrakhand, UP and Haryana.

After that they would contact one Surender Sharma r/o Rohini, who used to assist them in sending the bikes to Bhiwani Railway Station through railway lease. After that they would book the stolen bikes from Bhiwani to Dimapur Railway Station and other railway stations of North-Eastern region through forged documents and obtain the luggage tickets. They used to send the luggage tickets to their associates in Manipur through currier so that they could get the delivery of motor cycles at Dimapur and other railway stations of North-Eastern region for further disposal in Manipur and Nagaland. They used to book these motor cycles from Bhiwani and Alwar Railway Stations as the booking from Delhi Railway Station requires a confirm reservation ticket of passenger whereas from Bhiwani and Alwar, only a general ticket is sufficient for booking.

Efforts are on to locate the absconding accused Majid Ali @ Shana (Gang Leader), Surender Sharma and other members of the gang for further recovery.

H. M. Burhanuddin (29 years) s/o H. M. Abdul Hakim r/o Lillong, Turelhanabi Salam, District Thoubal (Manipur) is a school dropout. Presently, he is residing in E-206, DDA Flats, Mahavir Enclave, Uttam Nagar, Delhi. He is unmarried. He has father, mother and 1 brother in his family. Earlier, he was operating in Manipur for disposal of stolen bikes. He came in Delhi in the year 2009 to pursue the bail of his gang leader Shana who was arrested in September, 2009 by the staff of South District. During this time, he got acquainted with the topography of Delhi and started to operate from Delhi with other members of Shana Gang.

SNATCHERS/KNIFER ARRESTED

The staff of Police Station Hari Nagar, West District has done an excellent work by arresting snatchers namely Ravinder Pal Singh @ Vicky S/o Sh. Gurdeep Singh R/O B-14, Vishnu Garden, Delhi and Rajiv Babbar @ Prince S/O Late Sh. Vinod Babbar R/o H. No. 22/16, Ashok Nagar, Delhi-18. A buttondar knife, one motor cycle used for snatching incidents, two golden chain have been recovered and four cases has also been solved. ACCUSED ARRESTED

1. Ravinder Pal Singh @ Vicky S/o Sh. Gurdeep Singh R/o B-14, Vishnu Garden, Delhi. Age 20 years.

2. Rajiv Babbar @ Prince S/o Late Sh. Vinod Babbar R/o H. No. 22/16, Ashok Nagar, Delhi-18. Age 22 years. RECOVERY MADE (1) One Buttondar Knife. (2) One Motor Cycle Black Pulsar No. DL 7S BL 0255. (3) Two golden Chains.

FIR No. 239/11 PS Hari Nagar INCIDENT,TEAM AND ARREST In order to prevent incidents of snatching and other offences and to nab the criminals involved in such cases, special pickets were deployed in the District. The analysis of the various incidents revealed that the favourite Motor Cycle of the snatchers was Black Pulsar. Therefore the all SDPOs were directed to minutely supervise all such calls receiving in their Sub Divisions. Accordingly, Sh. Pankaj Kumar Singh (IPS), ACP Tilak Nagar had not only briefed the staff of the all Police Stations of Sub Division Tilak Nagar but had also started checking these pickets. The initiative taken resulted into apprehensions of two snatchers.

On 29.05.11, a picket comprising of staff HC Satish 264/W, Ct. Anil no. 2312/W and Ct. Ajit 1870/W were deployed at Jheel Park Tihar Village Delhi. During checking at about 06:30 PM, two young boys were found on a Motor cycle Pulsar Black, bearing number no. Dl 4S AD 8770. The both guys were signaled to stop the motor cycle but they tried to slip leaving the motor cycle there. The act itself was causing suspicion and they could not make suitable reply regarding their conduct. The motor cycle was being driven by Rajiv Babbar @ Prince while Ravinder Pal Singh was sitting behind. The description of the two was similar to the offenders who were involved in snatching incidents. The staff by using their presence of mind made a formal search of the apprehended guys, a buttondar knife was recovered from the possession of Ravinder Pal Singh @ Vicky. Meanwhile, the staff also made enquiries from the both guys about the ownership and details of the Motor Cycle. Now it was the turn of Rajiv Babbar @ Prince to explain but he did not give any satisfactory reply to the police party. On verification of the engine no. and chasis no. of the motor cycle, the actual number was found as DL 7S BL 0255. A Case FIR No. 239/11 U/S 25/54/59 Arms Act & 482 IPC Dated 29.05.11 PS Hari Nagar was registered and the investigation was taken up accordingly.

INTERROGATION On thorough interrogation, the accused persons disclosed that the motor cycle was belonging to him and was registered in the name of his father Late Sh. Vinod Kumar S/o Kundan Lal R/o F-251, Pandav Nagar Delhi. They were using the motor cycle for snatching purpose and they were changing the number plate of the same usually. The staff shared the information with SI Gulshan Nagpal, I/C PP Hari Nagar who was already doing work on the snatching incidents.

Then the accused were interrogated thoroughly. They not only confessed to be involved in other incidents of snatching but also the snatched golden chains were recovered from their possession. Though they belong to upper middle class but in order to live a more lavish life style, they resorted to criminal means. But like every other story, they ended up paying for their ways.

Staff involved in good work is being rewarded suitably.

PRESS NOTE CENTRAL DISTRICT SATTA RACKET BUSTED : STAKE MONEY APPROX Rs. 66,000/- RECOVERED

With the arrest of 12 persons, the staff of Central District has busted a gang involved in gambling/satta in the area of Hauz Qazi. Rs. 66,000/- (approx) betting amount, pens, slips, registers, plastic buckets (used for keeping slips) have been recovered from their possession.

INCIDENT AND THE TEAM On 30.5.11, an information was received regarding Gamling/Satta using slips and noting numbers at Gali Hakunji, Farash Khana, Delhi. The information was verified and found correct. A team was constituted under the supervision of Ms. Aslam Khan, Addl DCP-1/Central.

A raid was accordingly planned and conducted at the place of information on 30.5.11 at 3.30 Pm by the team. 12 accused persons were arrested while they were engaged in Gambling/Satta at Gali Hakunji, Farash Khana, Delhi using slips and noting numbers. The betting amount approx. Rs. 66,000/-, pens, slips, register, plastic buckets etc. have been recovered from their possession.

A case vide FIR No. 41/11 under the provisions of Gambling Act has been registered at PS Hauz Qazi and the investigation has been taken up.

The investigation revealed that some of them are Rickshaw pullers whereas some are professional Gamblers.
