CALL FOR EXPRESSION OF INTEREST (EOI)

Project Title: Monitoring of the Rehabilitation of the Al Suwaira Pesticide Warehouse and Interim Remediation at the Al Qadissiya Site

Description of Procurement:

The provision of site monitoring services regarding the rehabilitation of the Al Suwaira Pesticide Warehouse Site and interim remediation at the Al Qadissiya Site which is to be undertaken by specialist hazardous waste management company.

Specific tasks to be undertaken during the monitoring exercise at both the Al Suwaira and Al Qadissiya Site to include:

 General: o Ensuring the correct Personal Protective Equipment (PPE) is deployed to the contractor’s staff and is used at all times; o Ensuring that the contractor complies with the workplan; o Ensuring that the contractor’s tasks are proceeding in an acceptable fashion, and are in compliance with relevant national and international regulations; o Developing and using all necessary documentation and forms to accurately record the quantity and nature of waste chemicals collected, re-packaged, transported and stored.

 Al Suwaira Pesticide Warehouse Site

o Ensuring that all components of the task are successfully undertaken by the contractor, including, but not necessarily limited to, the following:  Cleaning and decontaminating of the five warehouses of pesticide residue;  Re-packaging and storing waste pesticides; and  Cleaning, crushing and disposing of obsolete pesticide containers. o Recording and documenting the quantity and nature of waste chemicals re-packaged and stored within the facility; o Recording and documenting the quantity and nature of waste chemicals delivered to the site by the contractor from the Al Qadissiya Site.

 Al Qadissiya Site

o Ensuring that all components of the task are successfully undertaken by the contractor, including, but not necessarily limited to, the following:  The collection of all exposed chemicals throughout the site;  The safe containment of waste chemicals within appropriate, sealed and secure containers; and  The safe transportation of waste chemicals to the Al Suwaira Site. o Recording and documenting the quantity and nature of waste chemicals collected, contained and transported from the site; o Ensuring that the chemicals removed from the Al Qadissiya Site are actually delivered to the Al Suwaira Site

1. Background

Information provided by Iraq’s Ministry of Environment and Ministry of Industry and Minerals, together with other independent research, suggests that there are potentially as many as one hundred (100) contaminated sites resulting from a combination of general industrial activities, military activities and post conflict damage and looting.

Accordingly, five sites were jointly selected by the Iraq Ministry of Environment and UNEP for assessment, including sampling and laboratory analysis. Of the five sites investigated, three were found to contain significant quantities of hazardous waste chemicals.

The worst site, Al Qadissiya, was found to contain quantities of sodium cyanide which has been spread around the site due to looting and vandalism. The site remains unfenced, unguarded and located in a semi-built up area south of Baghdad. Therefore, trespassers on the site, including children, are being exposed to profound health risks.

This project focuses on the clean up of the Al Qadissiya Site and the rehabilitation of the Al Suwaira Site. Tasks to be undertaken by the successful contractor will include the monitoring, along with the completion of the appropriate documentation, of the operational contractor’s tasks which will include the collection, containment and transportation of toxic waste from the Al Qadissiya Site to the Al Suwaira Site where the materials will be safely stored.

It is believed that the successful implementation of this project will attract additional funding from donors for future initiatives of this nature.

Contracts for procurement of goods and services for the pilot projects will be administered by UNOPS Office in Amman, Jordan.

2 2. Expected Procurement Components

The contractor is expected to provide all personnel and equipment to successfully execute the project monitoring activities. This will include, but not necessarily be limited to, the following:

 Suitably qualified and trained personnel;  Appropriately specified Personnel Protective Equipment (PPE);  All necessary documentation and forms for the recording and confirmation of the clean-up contractor’s activities; and  Suitable vehicles to provide access to, and between, both the Al Qadissiya Site and the Al Suwaira Site, to review the clean-up contractor’s activities, as necessary.

3. Submission of EOI

UNOPS invites interested firms capable of providing the services to submit their Expression of Interest (EOI). In order to qualify as a potential contractor, the EOI must be accompanied by the following supporting documents:

 Company profile with details of number of years of operation, and number and type of staff.  Recent experiences with similar nature of work, indicating location of project, date and duration of the project, client organization and name of contact person and contact details (telephone number and e-mail address), specifics of job undertaken, value of work undertaken.  Recent experiences with similar nature of work undertaken in Iraq or in the middle- east region, indicating location of project, date and duration of the project, client organization and name of contact person and contact details (telephone number and e- mail address), specifics of job undertaken, value of work undertaken.  CVs of the project manager and of senior staff undertaking the monitoring exercise.  Company contact information (full name and country, telephone and fax numbers, e-mail and website address, and contact person).

UNOPS reserves the right to accept or reject any Expression of Interest. Only qualified companies will be considered for inclusion in the short-list of companies to be invited to participate in the possible subsequence bidding process. Invitations to bid, or requests for proposals, and any subsequent contract, will be issued in accordance with the rules and procedures of UNOPS.
