Presque Isle County Road Commission Minutes March 7, 2011

The regular meeting of the Board of Road Commissioners for Presque Isle County was held at the Road Commission office at 657 South Bradley, Rogers City, Michigan. Chairman Thomas Catalano called the meeting to order at 8:30 a.m.

Board Members Present: Thomas Catalano, Charles Rhode, Ronald Bischer Also Present: Supt/Mgr. Gerald Smigelski, Clerk Anne Wirgau Visitors: Tony Przybyla; A-P Super Service, Randy Orr; Jensen Bridge and Marc Engler; Premarc Corporation

Minutes:

Motion by Rhode (Bischer) to accept the minutes of the February 21, 2011 meeting as presented. Ayes: All

Accounts Payable:

Motion by Bischer (Rhode) to approve accounts payable in the amount of $29,338.63

Unfinished Business:

Supt./Mgr Smigelski informed the Board that crews have been grading the “country curbs” on a yearly basis during the spring season to remove excess gravel and sod but due to the limited time frame in which it can be done not all roads are done on an annual basis.

New Business:

After brief discussion and review of current coverage, a motion was made by Bischer (Rhode) to decline the purchase of MCRCSIP Employee Fidelity and Faithful Performance Coverage.

Motion by Bischer (Rhode) to appoint Supt./Mgr Gerald Smigelski as authorized voting delegate for the 2011 Annual CRAM Board of Directors election and legislative priorities.

Motion by Rhode (Bischer) to authorize expenses for Clerk and Payroll Clerk to attend the 2011 Finance and Human Resource Business Seminar in Bay City May 17-18, 2011.

Superintendent/Manager’s Report:

The following information was presented:

. Supt./Mgr has received an invitation to Representative Peter Petallia’s Lansing office - Tuesday, March 8th at 12:00 pm and to Senator Howard Walker’s office at 9:00 am Wednesday, March 9th. . Supt./Mgr reported on Engineering Workshop recently attended. . It is anticipated that weight restrictions will be going into effect soon. . Double stop signs and “brite sides” will be installed at the intersection of Rainy Lake Road and Wildcat Highway. . Intersection at Millersburg Road, 638 Highway and Wildcat Highway has been inspected. Visibility is limited coming out of Wildcat Highway due to the curve. Supt./Mgr will be seeking a grading permit to allow us to remove trees on the north and east sides of the road to improve sight distance. . Onaway Foreman Larry Dittmar has announced a retirement date at the end of May. Supt./Mgr will start the process to replace Larry as foreman. Would like to hire a person for the Onaway garage later this spring. . 638 Highway Bridge over Black River is tentatively scheduled for replacement this summer, this moved replacement up form 2012. . Northcott Excavating has inquired if we are interested in having gravel crushed this year. 10,000 yards would cost approximately $50,000.00. Additional information will be presented at a future date. Motion by Rhode (Bischer) to enter executive session for the purpose of discussing upcoming employee association negotiations. 10:52 a.m.
