Minutes of the Health Ambassadors Scheme Meeting Doncaster CVS - 7th March 2016 Who attended the meeting:

1. Welcome Sue welcomed everyone to the meeting and introductions were made.

3. Minutes from the previous meeting held on The minutes from the previous meeting were the 1st February 2016 read. The following comment was made:

Pauline requested that the information recorded in the previous minutes under Item 4 - Accessible Information Standard paragraph 5 which stated that:

Pauline - Deaf Community - Older people wouldn't be comfortable using Videos / You Tube. Mary - Deaf Community, disagreed and said people in the Deaf Community embraced Social Media.

be amended to:

Pauline Deaf Community - Older people would not be comfortable with using social media. Mary Deaf Community - added older deaf

1 people prefer to communicate face to face not social media which younger deaf people are accustomed with. However some older deaf people do like FaceTime for communication in general.

4. Matters Arising Curtis had investigated the attendance by Health Ambassadors at the Engagement and Experience Committee meetings and this was awaiting approval from the newly appointed Chair of that committee.

Curtis had investigated to see if any Doncaster GP surgeries employed BSL Interpreters and none do. However, they do have access to a company who supply BSL Interpreters on a needs basis.

Julia asked how do we find out if Dental Surgeries employ Interpreters?

Action: Curtis said he would make enquiries about Dental Surgeries and Interpreters and report back at the next meeting. Contact details provided for: Paul Jones (Dentistry commissioner, NHS England) 5. Development of the Ambassador Sue gave a summary of the role of both herself Scheme and Tom in connection with the Health Ambassador Scheme and advised those present that NHS Doncaster CCG would be continuing to fund their posts for another twelve months. The plan over the next twelve months for this Health Ambassadors pilot scheme was to make the scheme more effective. There were a number of ways this could be achieved. Some ideas were: Sub Groups - The formation of eight Sub Groups initially, (more may be added later, Mental Health for instance), led by Health Ambassadors whose remit would be to respond to the particular priorities raised by the CCG, in addition to which there will be an opportunity for health users, invited by Health Ambassadors, to discuss any particular areas of concern that they as health users may have and wish to raise with the CCG in relation to their specific communities. The issues and information will be captured and the Health Ambassador will act as a conduit to the Health Ambassador Meeting. Specific themes and trends will be identified and be fed back to the CCG via the appropriate meetings structure.

A discussion took place around the issue of CCG priorities which may include Primary Care, Intermediate Care, and possibly Information Standards and the gathering of evidence. Joyce raised the point that these topics may be of interest to the CCG but to homeless people Acute Care would be more relevant and, that issues that are relevant to the Health Ambassadors representing their communities, should be on the CCG's agenda. Sue suggested that additional areas of interest could be captured at a Sub Group level and fed back through the proposed structure. Evidence could be recorded on User Involvement Feedback forms or Prompt forms for topics under discussion by the Sub Groups.

Joyce raised the issue that any evidence produced by these Sub Groups would need to be statistically robust so guidelines would be needed from the CCG as regards what was required.

Ambassadors present felt that the addition of a Sub Group model would be very useful as long as it operated flexibly to fit in with the needs of individual groups.

Action: Curtis to advise the Health Ambassadors what the NHS Doncaster CCG guidelines were regarding statistical 3 evidence and provide User Involvement Feedback Forms for consideration. (devise a questionaire around the themes: Access/ Experience / Outcomes to capture issues from sub groups members/ service users) Nomination of an Ambassador Chair - Tom gave an outline of this suggestion which was at this stage that it would be useful to select a Chair from the current eight Health Ambassadors to be voted in annually but, initially prior to the next meeting in April. This would allow for less dependence on CVS in the long term and, will allow CVS to support and embed the Chair role into the scheme. The role of the Chair (supported by CVS) will predominantly be to set the agenda, chair the meetings, agree the direction of travel, and attend the quarterly Engagement and Experience Committee Meeting. He asked if any of the four Health Ambassadors present at this meeting would be willing to put themselves up for nomination; non were at this stage. To move the matter forward, an e mail would be send to all eight Health Ambassadors along with a role description and an indication of the time that this role would involve to ask if they would be prepared to serve in the role of Chair. Depending on the replies, a voting form would be produced with the names of those wishing to put themselves forward which would be circulated to all eight Health Ambassadors who would then vote for their preferred candidate. It was hoped that a Chair could be selected prior to the meeting in April.

Actions:

Sue to send an e mail to all eight Health Ambassadors along with a role description and, an indication of the time that this role would involve, to ask if they would be prepared to serve in the role of Chair. Voting forms would be issued to all eight Health Ambassadors to select a Chair prior to the April meeting if there are candidates putting themselves forward for the role.

Curtis to ask a Senior Representative from NHS Doncaster CCG to attend the next Health Ambassadors meeting. (SAW invited to attend the next meeting)

Data Protection Agreements / Marketing and 4 Publicity - A Photography / Filming Consent Form had been produced to allow for the Health Ambassadors to agree (or not) on how their personal image would be used in publicity / marketing exercises. This will also apply to any work / publicity carried out at the sub group meetings. The form was circulated for the Health Ambassadors present to peruse it and to sign if they were willing to give their consent. Health Ambassadors not present at the meeting will be given the opportunity to peruse the form at the next Health Ambassadors meeting and sign as appropriate.

Outcomes Framework - To ensure that Health Ambassadors were kept informed of information provided to the CCG, a simple Outcomes Framework reporting mechanism had been produced by Sue which incorporated the headings, You Said, We Did and, the additional heading Outcomes. This Framework was now reviewed by members of the Engagement and Experience Management Group at their meetings and Curtis would report back with the Outcomes.

Annual Schedule of Ambassadors Scheme Meetings - To allow Health Ambassadors to plan their diaries, a schedule of proposed future Health Ambassadors meetings had been produced by Sue which had been circulated to Health Ambassadors.

Tom and Sue to contact the Health Ambassadors to set up individual meetings to discuss the workings of the Sub Groups.
