Pursuant to State of Wisconsin Statutes Section 66.1001, to consider a proposal to amend the Land Use Plan of the Village of Dousman (a/k/a Comprehensive Plan) by changing the land use designations on an approximately 11.5 acre property with an address of 36569 Sunset Drive (STH 18), Oconomowoc, WI 53066. The proposal would change the designations from a combination of Primary Environmental Corridor (PEC), Wetlands and Low Density Multi-Family shown on maps within the Land Use Plan to PEC and Wetlands consistent with current wetland and corridor maps, to Business of the approximately 1.0 acre area outside of the PEC fronting STH 83, and to High Density Multi-Family of the approximately 2.6 acre area outside of the PEC at the rear of property. The amendment will include changes to the plan text to coordinate with the change of land use designations.
The public hearing to consider an amendment to the Land Use Plan of the Village of Dousman is pursuant to an application filed by the property owner, Thomas R. Poweleit, to detach the property from the Village of Summit and attach the property to the Village of Dousman according to the Summit/Dousman Boundary Agreement. In addition, the property owner has filed an application requesting the assignment of Village of Dousman business and multi-family zoning districts concurrent with attachment of the property to the Village of Dousman.
B. Kaniewski explained reason behind the public hearing and what the applicant was requesting. The Village’s Land Use Plan designates this area north of the Village as Low-Density Multi-Family and PEC. The six properties of the area, including the subject property, total 71 acres according to Waukesha County GIS. Approximately 32 of the 71 acres are outside of the PEC. The Low-Density Multi-Family designation for the area in addition to lands north of STH 18 was adopted to encourage a land use that could be uniquely and uniformly designed around the natural environmental features when the properties redeveloped. Single family development standards are not as flexible to create a good design for the area. In addition, multi-family would fulfill a hosing need for employees working within the nearby I-94/STH 67 corridor.
Pres. Nissen stated that he would be opening the public hearing. Most people speaking will be speaking to this issue and the next public hearing at the same time.
Bob Leonard, 461 N. Main Street; spoke that he is probably the largest property owner impacted by this development. He stated that he also looked into this property and his numbers only came up with a total of 45 units available for this property. He is concerned about there will only be one ingress/egress. He questioned the public way for emergency vehicles and stated that there would not be enough room for that which is very important. Concerned that the Village is spending millions of dollars redoing Main Street Village of Dousman Public Hearing Meeting Minutes May 12, 2014 Page 2. and they should be concentrating on bring people into the downtown area not out on Hwy 18 where they wouldn’t even have to come downtown. He urges the Plan Commission and Village Board to not approve, this is not the right fit for the property.
Fred Maas, 423 N. Main Street; said that he has lived here since 1976. Stated we are already loosing downtown businesses already. We should focus on “community”. Asked if we really need more high volume apartments. Said that he is very much against the designed complex.
Tom Parulski, 36520 Sunset Drive; lives on the property just on the curve past the property and is concerned about so many more cars coming around that curve. He is also concerned about the groundwater levels.
Don Monteleone, 144 E. Ottawa Avenue; wanted to state that Bob Leonard put it very well and he agrees with everything Bob said.
Andy Boettche,r 36722 Clover Lane; stated that he was concerned about the volume of vehicles that this would add to the traffic, approximately 100 cars. He does not feel that 72 units is not a good fit for that property. He asked if there would be sidewalks.
Jim Spriste,r 36753 Clover Lane; is concerned about the water movement and the wetlands.
Virginia Brown, 439 N. Main Street; is concerned about the water table and also wants to protect the wetlands. She agreed that she also wants people to be drawn into the downtown area.
Thomas Poweleit, applicant, stated that he is just following the Land Use Plan of what the Village wanted in that area.
Pres. Nissen made a motion to table this public hearing until June 9th, 2014 at 6:00 p.m. C. Queen seconded. Carried.
