ANNUAL MEETING OF THE TOWN COUNCIL 24 th MAY 2012 7.45 pm

In attendance: Town Clerk, Senior Assistant to the Town Clerk, Buildings Manager and Parks Manager.

1/12. Election of the Mayor for the Year 2012/2013: It was moved by Cllr.Mrs. Stavrou, seconded by Cllr. Pryde and

RESOLVED – THAT Cllr. Mrs. E.A. Webster be elected Mayor for the Municipal Year 2012/2013.

2/12. Declaration of Acceptance of Office: Cllr. Mrs. Webster made and signed the statutory Declaration of Acceptance of Office as Mayor of Waltham Abbey for the Municipal Year 2012/2013.

3/12. Presentation: The Mayor presented the outgoing Mayor, Cllr. A. Watts, with his past Mayor’s badge.

4/12. Apologies for Absence: All Members being present there were no apologies for absence.

5/12. Declarations of Interest: There were no Declarations of Interest.

6/12. Election of Deputy Mayor for the Municipal Year 2012/2013 (Optional Appointment): It was moved by Cllr. Mrs. Stavrou , seconded by Cllr. Fitch and

RESOLVED – THAT Cllr. S. Pryde be elected Deputy Mayor for the Municipal Year 2012/2013.

7/12. Appointment of Leader for the Council for the Municipal Year 2012/2013: It was moved by Cllr. Pryde , seconded by Cllr. Fitch and

RESOLVED – THAT Cllr. R.K. James be appointed Leader of Council for the Municipal Year 2012/2013.

8/12. Appointment of Deputy Leader for the Municipal Year 2011/2012: It was moved by Cllr.Mrs. Stavrou, seconded by Cllr.Mrs. Webster and

RESOLVED – THAT Cllr. A.P. Watts be appointed Deputy Leader of Council for the Municipal Year 2012/2013.

Prior to consideration of next business Cllr. Mrs. Webster left the Chamber and Cllr. S. Pryde took the chair.

9/12. Mayor’s Allowance: Members considered payment of an allowance to the Mayor to assist in defraying the expenses of office. Following discussion it was moved by the Deputy Mayor and

RESOLVED – THAT the Mayor’s allowance for the 2012/2013 be £3000.00, and the Hospitality Allowance be set at £2500.00.

10/12. Minutes: RESOLVED – THAT the Minutes of the Meeting of Council held on 26th April 2012 , copies of which had been previously circulated to all Members, be taken as read, approved as a correct record and signed by the Mayor.

11/12. Appointment of Committees, Subcommittees, Management Committees and Chairman/Deputy Chairman thereof: It was moved by Cllr. James, seconded and

RESOLVED – THAT the appointment of the Committees, Subcommittees, Management Committees and Chairman/Deputy Chairman thereof be as set out at Appendix “A” to these Minutes.

12/12. Appointment of Representatives to Other Organisations: It was moved by Cllr Mrs. Stavrou, seconded and RESOLVED – THAT the appointment of Representatives to Other Organisations be as set out at Appendix “B” to these Minutes.

13/12. Mayor’s Announcements, Communications and Engagements: The Mayor informed Council that her first engagement was the Jubilee Service at the Abbey Church and attending a dog show at Town Mead.

14/12. Questions: There were no questions in pursuance of Standing Order No. 10. 15/12. Plans Subcommittee Minutes and Report dated 25 th April 2012: It was moved by Cllr. Mrs. Gadsby, seconded and

RESOLVED – THAT the Minutes, Report and Recommendations therein dated 25th April 2012 be received, approved and adopted.

RESOLVED – THAT the Minutes, Report and Recommendations therein dated 9th May 2012 be received, approved and adopted.

17/12. Report of the Town Clerk: The Town Clerk reported on the various initiatives that were taking place, and advised that plans for the street party were well in hand.

18/12. Any Other Business: There was no other business.
