MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES April 12, 2017

CALL TO ORDER: Franklin Ruch called the meeting to order at 6:00 pm at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

PRESENT: Franklin Ruch, Chairman; John Wieczorek, Vice Chairman; Bruce Steigerwalt, Supervisor; Robert Slaw, Supervisor; Thomas Nanovic, Solicitor and Natalie D. Haggerty, Secretary- Treasurer

ABSENT: Brian Reeser, Supervisor

PUBLIC COMMENT: None

APPROVAL OF MINUTES: MOTION John Wieczorek made a motion to approve the Minutes of the March 22, 2017 Board of Supervisors Meeting. Seconded by Bruce Steigerwalt. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote Motion carried.

APPROVAL OF TRANFERS: MOTION Bruce Steigerwalt made a motion to approve the following transfers: $537.97 Residential Street Light Money Market to General Checking $3,966.34 General Checking to Payroll Checking (pay date March 30, 2017) $11,854.54 General Checking to Payroll Checking (pay date April 6, 2017) $11,278.06 General Checking to Payroll Checking (pay date April 13, 2017) Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes. 4-0 vote. Motion carried.

APPROVAL OF TREASURERS REPORT: March 2017 MOTION Franklin Ruch made a motion to approve the Treasurers Report for March 2017. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

PAYMENT OF BILLS AND PAYROLLS: MOTION John Wieczorek made a motion to approve Bill List #426 in the amount of $132,954.86 General Check’s #1001-#1003 and #21300-#21348 Payroll Check’s #1001-#1004 State Check’s #1525-#1530 MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES April 12, 2017

Special Equipment Check #1001 Road Machinery Check’s #1001-#1003 Building Land EFT Subdivision Land Development Check #1001-#1003 Seconded by Franklin Ruch. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

APPROVAL OF REPORTS: MOTION Franklin Ruch made a motion to approve the following reports: Mahoning Township Road Department Activity Report for March 6, 2017-April 1, 2017 Mahoning Township Equipment and Fuel Log March 2017 Save Carbon County PennEast UGI Pipeline Project Report March 27, 2017 Mahoning Valley Vol. Fire Co. No #1 Year End 2016 Fire Report Mahoning Township Zoning Hearing Board Minutes March 7, 2017 Mahoning Township Zoning Officer Report for March 2017 Mahoning Township Building Code Official Report for March 2017 Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

NEW BUSINESS: Advertise to Receive Bids for Fuel and Road Materials: MOTION Bruce Steigerwalt made a motion to advertise to receive bids for fuel and road materials. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Hosting Recycling Event MOTION Franklin Ruch made a motion to host a recycling event on June 14, 2017 5:30-8:30 if that date and time is available. Seconded by Bruce Steigerwalt. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes, and Robert Slaw, yes 4-0 vote. Motion carried. Mark Ebbert will check with Lenny Miller to direct traffic for recycling event and office will look into advertisement.

OLD BUSINESS: Contracted Police Services Discussion of contracted police services. Franklin Township sent a letter to the Borough advising they were no longer interested in contracted services. Is Mahoning Township still interested? Bruce Steigerwalt not in favor of sending a letter at this time until we see what the state passes. If Lehighton Borough is still gathering information wait and look at that prior to making a decision.

Heart & Lung Request Amie Barclay MOTION MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES April 12, 2017

Franklin Ruch made a motion to approve Amie Barclay Heart and Lung request. Seconded by Robert Slaw. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, no and Robert Slaw, yes 3-1 vote. Motion carried.

DTF Participation MOTION Bruce Steigerwalt made a motion to not partake in drug task force based upon being down an officer. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Long Hollow Lane Discussion took place regarding vacating Long Hollow Lane. Some concern was raised with the Beck Subdivision of 1988. There is a little piece from his property to center line and there is no deed transfer, technically it’s landlocked. Tom Nanovic asked if Bruce can provide a description.

Summit Ridge First Northern Bank is the new owner of Summit Ridge.

CORESPONDENCE: Bruce Steigerwalt made a motion to accept and place on file the correspondence dated April 12, 2017. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

***NEPA ALLIANCE; APRIL NEWS

OFFICIALS: Robert Slaw: Questioned were we are at with the Rex Road Bridge project and is the paver fixed?

John Wieczorek: In favor of Resolutions 17-6 and 17-2. Franklin Ruch asked the Board to take a look at PSATS resolutions and to send an email with support or opposition. Requested activity logs from the Chief. I just passed them along to Robert tonight.

Carl Faust: A credit union will be added to the Carbon Plaza Mall. Parking spaces should still be sufficient.

Franklin Ruch: Asked the Board to forward support or opposition regarding PSATS Resolutions. Asked Bruce to get a price for the front door and removal of air conditioner when Hunsicker comes in to quote roof. Shared he signed certification renewal for fire fighters with the state. Audie Mertz: Questioned the construction at the Carbon Plaza Mall. Will the emergency exit only remain the same. Can we advertise for part time police officers? MOTION Franklin Ruch made a motion to advertise for part time police officers on Indeed. Seconded by Robert Slaw. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes, and Robert Slaw, yes 4-0 vote. Motion carried.

ADJOURNMENT: MOTION Bruce Steigerwalt made a motion to adjourn the meeting at 7:20 PM. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.
