Introductions Planning Council . The meeting convened with quorum at 6:40p.m and introductions were made.

Chair Report L. Sowah, Interim Chair . L. Sowah presented the chair report to the council. o The FY15 Part A grant application is due to HRSA on September 19th. The grantee and support office have been working hard to complete all the requirements. o An abbreviated assessment report was submitted for inclusion in the application. o The PLWH/A Committee will be hosting a community forum on the Affordable Care Act on September 17th from 5:30 - 8:00pm. All planning council members are invited. o Tonight, we will be addressing 5-month reprogramming needs for the EMA. The grantee will also present the expenditure and service delivery reports.

S. Pelham, Ryan White Part A Report Baltimore City Health Department . S. Pelham presented the Part A Report to the council (see attachment 1). . BCHD received notification of under expenditures from the Labs. The 5-month ESD report suggests a re-allocation. . BCHD participated in a three-day site visit training this month. . The RFP release is scheduled for early November – the categories for bid are Primary Medical Care and Medical Case Management. . Seven providers have received technical assistance from March 2014 to present. Discussion: . B. Fitzsimmons asked if there any notable changes to the site visit process from the Technical Assistance. . S. Pelham stated that all site visits for CQM, program monitoring, and fiscal are being done at the same time. . D. Brewer asked if the under expenditures from Labs are due to the implementation of the ACA. . S. Pelham answered yes – providers did not predict the under expenditure. . C. Smith asked if all the information for the FY15 application has been gathered. . S. Pelham stated that the grantee’s office is working on finishing.

The support office is working with the mayor’s office to ensure timely receipt of council appointment letters. . Please direct any potential planning council applicants to a Nominating Committee member or Daurice Gorham in the support office.

New Business . M. Reese announced that the Taylor Wilks Group would be hosting Project LEAP on November 5, 6, 8, and 30, 2014. . C. Smith announced that council president Bernard Young issued a proclamation for the PLWH/A Committee. . L. Sowah announced that executive members should wait behind.
