Town of Addis Minutes

A special meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor Toups at 5:30 p.m. on Wednesday, December 17, 2014 at the Addis Municipal Center. The Pledge to the Flag was lead by Mr. Glynn Gassie.

Roll Call: Present: Mayor Toups; Councilors Acosta, Cazes; Gauthreaux; Kelley; Parrish. Absent: None

Public Comments: There were no comments from those present.

Servitude Between Harris & West Nic Drive: Following a discussion, a motion was made by Councilor Cazes, 2nd by Councilor Parrish to introduce an Ordinance, being Ordinance #2015-3, and hold a public hearing at the January 7, 2015 regular meeting, to abandon the 15’ right-of-way which is located between properties on the south side of West Nic Drive and the north side of Harris Street between First and Sixth Streets as the servitude is no longer needed for public use, with the property being reverted to the landowners on either side of the servitude. The motion was adopted on the following roll call vote: Yeas: Acosta; Cazes; Kelley; Parrish. Nays: None Absent: None Abstaining: Gauthreaux.

Servitude between Ronnie & Glynn Gassie. A motion was made by Councilor Gauthreaux, 2nd by Councilor Kelley to introduce an Ordinance, being Ordinance 2015-4, and set a public hearing on the proposed Ordinance at the regular meeting of the Mayor and Town Council to be held on January 7, 2015, to abandon the present 15’ servitude which runs along the south and eastern line of property owned by Mr. Glynn Gassie and create a 10’ utility servitude along the north line of Mr. Glynn Gassie’s property and a small piece of Mr. Ronnie Gassie’s property giving access to the sewer station located on Mr. Ronnie Gassie’s property. The motion was adopted on the following roll call vote: Yeas: Acosta; Cazes; Gauthreaux; Kelley; Parrish. Nays: None Absent: None Abstaining: None

A motion was made by Councilor Kelley, 2nd by Councilor Acosta to authorize Mayor Toups to enter into a right-of-way agreement with Mr. Glynn Gassie and Mr. Ronnie Gassie to the newly created 10’ servitude located on the north line of Mr. Glynn Gassie and Mr. Ronnie Gassie’s properties. The motion was adopted.

Alcohol permits/Tax Clearance From Parish: Mayor Toups advised that the Parish has requested help, in the form of a tax clearance from the Parish before any alcohol licenses are issued or renewed. Following a discussion, a motion was made by Councilor Cazes, 2nd by Councilor Gauthreaux to require, before the issuance or renewal of any alcohol license, that the applicant obtains a tax clearance form from the Parish and present at our office prior to the license being issued. Five Year Plan: Mayor Toups reviewed the 2014-2019 five-year plan for the Town. Changes that were discussed will be incorporated in the plan.

2015 Budgets- General & Sewer: Mayor Toups reviewed the General Budget and explained those items which were changed. Mayor Toups opened a public hearing, at 6:10 p.m. to give those present an opportunity to express their opinion on the proposed budgets. There were no comments from the audience , and Mayor Toups closed the public hearing and turned the Ordinance over to the Council for their action. A motion was made by Councilor Parrish, 2nd by Councilor Cazes to accept the proposed 2015 budget for the General Fund as presented. The motion was adopted unanimously on the following roll call vote. Yeas: Acosta; Cazes; Gauthreaux; Kelley; Parrish. Nays: None Absent: None Abstaining: None

Mayor Toups reviewed the 2015 Sewer budget, then opened a public hearing, at 6:20 p.m., to give those present an opportunity to express their ideas on the proposed budget. There was no discussion from the audience and the public hearing was closed. The proposed 2015 Sewer budget was turned over to the Council for its action. A motion was made by Councilor Parrish, , 2nd by Councilor Acosta to accept the proposed 2015 Sewer Dept. budget, as presented. The motion was adopted on the following roll call votes: Yeas: Acosta; Cazes; Gauthreaux; Kelley; Parrish.

Councilor Parrish withdrew his two motions so the General and Sewer budgets could be adopted on one Ordinance, being Ordinance #2014-9. A substitue motion was made by Councilor Parrish, 2nd by Councilor Acosta to adopt Ordinance #2014-9 which adopts the General and Sewer (Enterprise Fund) budgets for 2015, as presented. The motion was adopted on the following roll call vote: Yeas: Acosta; Cazes; Gauthreaux; Kelley; Parrish. Nays: None Absent: None Abstaining: None

Adjourn: The meeting was adjourned at 6:25 p.m. on a motion by Councilor Gauthreaux, 2nd by Councilor Kelley and adopted.
