JOB TITLE: Payroll & Systems Development Officer

POST NO:

RESPONSIBLE TO: Head of Human Resources

RESPONSIBLE FOR: Payroll

OVERALL PURPOSE OF POST:

1. To ensure the efficient and effective provision of payroll services.

2. To administer the ResourceLink integrated pay and personnel computer system to ensure system security, functionality, and efficiency.

The post holder must, at all times, carry out the below mentioned duties and responsibilities in compliance with Borough Council policies/procedures.

DUTIES AND RESPONSIBILITIES:

1. Provide support, guidance and supervision for the Payroll Team. This includes allocation of work, performance monitoring, and conducting regular formal staff development and performance appraisals. Take action as necessary to improve performance including provision of training/development, and interviews in accordance with disciplinary/capability procedures.

2. Ensure payroll records are accurately maintained in accordance with the Data Protection Act, to facilitate the provision of regular, timely and appropriate management information reports.

3. Ensure the accurate and timely production of weekly and monthly payrolls.

4. Ensure the accurate and timely submission of government and other official returns.

5. Develop the current Resource Link system and any future system with a view to providing a more efficient, effective and integrated Human Resources and Payroll system.

6. Produce accurate ‘self-assessment’ information for employees.

7. Ensure that the payroll system is properly maintained and up-dated (e.g. pay scales, tax and national insurance tables, etc).

8. Provide advice to Elected Members, Senior Officers and other employees on all aspects of payroll and conditions of service as they affect payroll. 9. Liaise with Derbyshire County Council on all pension matters in particular providing accurate and timely information required to calculate pension benefits.

10.Provide calculation of redundancy payments in accordance with national and local provisions.

11.Ensure all deductions made from payroll are paid over correctly, at the appropriate time and to the relevant bodies.

12. Contribute to the budget preparation and monitoring for the Payroll Section.

13.Write reports and attend officer working group meetings and represent the Payroll Section in meetings with other outside organisations.

14.Contribute to consultations/negotiations with trade unions both informally and formally through CJCCs/DJCCs in relation to the provision of payroll services.
