Working Party on Student Residences at Lung Wah Street

Notes of the seventeenth meeting of the Working Party on Student Residences at Lung Wah Street held on July 15, 2010 at 3pm in Room 315 Meng Wah Complex.

1 Approval of Notes

The Working Party RECEIVED and CONFIRMED the notes of the sixteenth meeting held on February 8, 2010

2 Tile and Lift tendering Status

The Working Party

a) Heard Mr. K.S.Wong reported that

i) Endorsed by the Working Group in its last meeting, and approved by UGC, the lift tender was awarded to OTIS on April 27, 2010. ii) There had been no objection had been received by UGC on the tile tender list. Invitation to tile tender begun on June 14, 2010 and ended on July 2, and the Architects were reviewing the tender submissions. iii) Final tile tender report would be available end of July and would be submitted to UGC for approval. Award of tile tender would take place in August according to schedule. iv) Time line of ordering and delivery of tiles was still on schedule and in line with overall construction progress.

3 Overall Project Programme

The Working Party

a) HEARD Mr. Wong reported that

i) all piling work for central portion (Block A and B) had completed, awaiting test results to satisfy Building Department’s requirements on a selected pile number BP36. ii) bored piling for western portion (Block C and D) was 85% completed and bored piling wall was 90% completed. iii) overall progress of construction had been in line with the schedule, it was anticipated that the residences, with internal fittings, would be ready for move-in in June 2012 (Block A and B), and August 2012 (Block C and D). iv) the project team would continue to work closely with the architects and contractors to avoid further delays.

b) HEARD the Chairman supplemented that factors like rainfall, and weather, etc, could affect the foundation work and in turn the overall progress of the project. July and August would be the critical months.

c) The project team would discuss seriously with the contractor on the acceleration cost, the additional cost of $26M which CHUN WO would require further supporting and justification.

4 Off-site mock up for student bedrooms, lift lobby and common toilet The Working Party

a) WAS BRIEFED by Mr Keith Yeung summarized a list of design alternations from overall feedback on student bedrooms, lift lobby, bathroom, and others. (page 3-25, Annex A)

5 Furniture Layout Plan for Non-typical Rooms at Podium Levels

a) DICUSSED the designs of non-typical rooms at podium level, and the final draft of which would be circulate among members. (page 27-39, Annex A)

6 Building Environmental Assessment Method (BEAM) Status

The Working Party

a) WAS BRIEFED by Mr Keith Yeung that after another in-depth assessment, LWS project had fulfilled the requirements for a bronze standard. The Architects would prepare a report of the assessment for the Working Party’s consideration.

7 Water Supply Improvement Work for Mei Wah Mansion

The Working Party

a) NOTED from the Architects that three tenderers had completed their site inspections. Tender procedures would end in July 17, and that the Architects would work with QS to follow up with the Management Office of Mei Wah Mansion. A recommendation would then be made to the Working Party.

The Working Party

a) HEARD DoSA and the Chairman replied representative of HKUSU that the mode of residence operation and governance structure, the formation of student association, for instance, had not been confirmed yet. b) AGREED to arrange another neighbour liaison meeting in September, featuring the finalized landscaping and water supply improvement of Mei Wah Mansion.

There being no other business the Chairman declared the meeting adjourned.
