JOB OVERVIEW To provide the executive direction and leadership related to the development, implementation, delivery and monitoring of federal/provincial funded programs, including the Canada/BC Jobs Fund Agreement, Labour Market Partnerships Program and the federally funded Targeted Initiative for Older Workers Program, to ensure alignment with ministry/provincial labour market objectives. ACCOUNTABILITIES  Provides advice, guidance and recommendations re strategic alignment of provincial labour market policies, programs and federal/provincial agreements with provincial objectives.  Provides strategic direction and leads strategic planning to ensure government long-term labour market objectives are linked to ministry program planning and execution.  Provides leadership to negotiations and consultations with senior federal government representatives regarding the Canada-BC Jobs Fund Agreement.  Leads the preparation of recommendations and briefings for the Minister. Identifies and implements action plans to achieve ministry objectives. Leads and directs the communications aspects of policies in consultation with the ADM and GCPE.  Leads and directs the Branch’s role as a central agency for labour market related matters in BC. Leads and directs cross-government labour market related programs and initiatives. Leads cross-ministry committees established for the Canada Jobs Fund Agreement to oversee implementation within the province.  Leads the preparation and distribution of reports, Cabinet and Treasury Board submissions, publications, briefing notes, policy documents, strategies, fact sheets, correspondence, website content and presentation materials.  Directs research and analysis, and presents options and recommendations.  Develops and maintains relationships with: government (provincial, federal, municipal), post secondary institutions, education/training providers, industry / business associations, employers, labour groups, First Nations, and other stakeholders to negotiate / implement strategic partnerships and agreements to further the province’s labour market objectives.  Provides executive oversight to consultations to identify issues and advance ministry objectives. Direct and/or participate in interprovincial forums to develop positions for presentation to the federal government and exchange information on policies and programs.  Represents the ministry / province at public events, seminars and meetings.  Leads and directs issues-management related to labour market issues. Develops and recommends ministry positions on controversial / emerging issues.  Leads the development of the annual business plan and budget; monitors budget expenditures; provides forecasts and alerts ADM to potential issues.  As a member of the Division Executive Committee, contributes to the evaluation, development and implementation of corporate initiatives to achieve ministry business goals and service plans.  Supervises all aspects of subordinate employees’ performance, including performance assessments, responding to grievances, initiating disciplinary processes, up to and including recommendations for dismissal. JOB REQUIREMENTS Education:  University Degree in public administration, economics business administration, commerce, social sciences or a related discipline; or an  Equivalent combination of education and related experience may be considered. Required Experience:  A minimum of five years related experience in a management capacity leading public sector policy development and/or program/project development and implementation.  A minimum of two years related experience successfully conducting negotiations and consultations with senior representative in the federal and provincial governments and/or other external stakeholder organizations.  Experience implementing government policies and programs.  Senior management experience leading and supervising a team of professional and technical staff; budget preparation and performance management.  Extensive experience with the design, development and implementation of education and/or skills training programs. Knowledge:  Extensive knowledge of design, development and implementation of education and/or skills training programs.  Extensive knowledge of issues related to policy and program development and delivery.  Extensive knowledge of social, political, cultural and economic considerations that impact policy development and program delivery.  Knowledge of government structure and how to work with various level of government, on cross-jurisdictional projects and policies.  Knowledge of stakeholders issues including advocacy groups, community service providers, industry/employers, business/sector organizations, First Nations, Public Post Secondary Institutions and Private Colleges etc. Skills/Abilities:  Excellent verbal and written communication skills.  Ability to influence, persuade, negotiate and resolve conflict with various provincial/federal stakeholders in an effort to obtain consensus, acceptance and agreement in order to align with ministry/provincial goals and objectives.  Ability to lead complex projects within time and resource constraints and in consideration of shifting priorities, resources, impacts and objectives.  Ability to manage a budget, lead and supervise a team of senior management, professional and technical staff.  Ability to develop and maintain effective complex working relationships with a variety of internal and external stakeholders.
