Four Oaks Condominium Association, Inc. Hills Village North Association Clubhouse Monthly Meeting – Open Session October 4, 2017

Call to Order  Open Session was called to order by Carol Guttschall, President at 6:06 p.m.

Minutes  Motion to accept Sept. 6, 2017 Open Session Minutes as submitted made by Lynne, seconded by Ilene, all in favor.  Motion to accept Sept. 6, 2017 Closed Session Minutes as submitted made by Lynne, seconded by Ilene, all in favor.

Administrative  Valerie invited the Board members to a Taylor Management Seminar on Nov. 2, 2017 where there will be an open forum on the new Rayburn Act, Conflict Resolution, Fair Housing Issues, etc. Ilene will go if she gets a ride.  An insurance payment for a May 6,’17 water loss for $1,520 at 29 Heatherwood was received and paid to owner.  Carol thinks there are only three garage doors that still need replacement and will confirm and advise Valerie. One resident said that one of the doors at 3 Oak Knoll is his and is being replaced on 10/7.

Financial  Carol announced that the Association fee was going up $4 per month due to the addition of a $13,000 line item for mulch which the residents all pushed for. HVNMA fees also increased $2 so effective 12/1 Four Oaks fees increase to $305. Lynn made a motion to accept the new budget as presented with a second by Bob, all in favor.  The last 5 roofs will be replaced next year without any impact on the budget.  Valerie commented very positively that $15,000 is put into Capital Reserves each month.  There were no closings during month.

Buildings & Grounds  Landscape: o Lynn made a motion to accept the landscape proposal for $2,150.33 (w/o 2448 compiled and submitted by Jean), seconded by Ilene, all in favor. o Jean will do a fall inspection when she returns next week.  Roof replacement: All roofs are now replaced other than 5 on Heatherwood that will be done in 2018.  Gutter cleaning: Cleaning to be started first week of December.  Irrigation: Rather than making repairs, system was shut down.  Roadway: Roadway crack filling and sealing was completed Oct. 4, 2017.  Concrete Replacement: Bob and Carol walked the property finding a few sidewalk issues and will list for Valerie.  Water Leaks: Several were reported at shut off valves. American Water was not very responsive and left holes by hydrants in several areas. Rather than waiting for American Water to correct, Valerie will have them filled in.

Property Modifications  10 Four Oaks – Satellite dish relocation.

Open Forum  All homeowners in attendance relayed questions and concerns of a general nature. .
