SUBJECT: 2010-11 Perkins IV Planning Year Core Indicator Reports
Synopsis: This memo announces the release the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) 2010-11 Planning Year Core Indicator Reports. Information is also included on using the reports to complete the accountability forms in the 2010-11 online Perkins IV Local Application.
Core Indicator Reports The reports for the 2010-11 planning year are now available on the Chancellor’s Office website. The reports provide outcomes data for each of the core indicators of performance required in Perkins IV. The data are also disaggregated by population groups in the reports. Forms, Summary, and Trend reports are available at the college program area level (TOP Code). Reports can be exported to either Excel or PDF (read by Adobe reader).
The forms are required for the audit file and local application as described below. However, the trend reports provide multiple year outcomes and should be examined with the forms in the planning process. Trend reports show whether individual year outcomes are unusual or occur regularly.

Also on the Core Indicators page are Core Indicator definitions, State Performance Targets and report specifications along with Core Indicator workshop materials and handouts. Other documentation and user instructions will be posted as they become available.
Perkins IV Local Application, Core Indicator Report Sections The 2010-11 Local Application, when released, will request information from the 2010-11 Planning Year, Core Indicator Form reports on three Local Application forms: 1. Section I-E-D (District Aggregate in multi-college districts), 2. Section I-E-C (College aggregate), and 3. Section I-F (College by TOP Code).
For each of the required forms, total each positive, negative, and N/A or N/R outcome in the last column from items 1 – 34. Include N/As in the count that have the Display Restricted (DR) notation. Enter the totals on the form in the appropriate categories listed as:

Districts are urged to access the reports, distribute them to the program areas being funded, have the reports completed and signed by the requested representative (as indicated on the form) and placed in the audit file. The completed reports can then be used to enter the data in the online Local Application forms.
As noted in CTE Memo 10-04, districts below 90% of the negotiated target will be considered as first year Focused Improvement Districts and are responsible for completing a focused improvement section in the 2010-11 local application. If required, that section must include strategies and activities to be employed during the upcoming year to address performance gaps. Districts should use core indicator report form Section I-E-D (District Aggregate in multi-college districts) to determine whether they met 90% their negotiated target and plan accordingly.
Districts not meeting 90% of targets last year and this year will not be subject to the diagnostic study requirement. Districts not meeting 90% of the negotiated target in the 2010- 2011 planning reports should be aware that unless there are improvements in the outcomes with performance gaps, a diagnostic study will be required next year. Criteria for the diagnostic study will be posting in the coming year.
Negotiation Workbooks You may notice that the negotiation workbooks are also available on the core indicator website. While the workbooks may be available, they may not be the correct versions of the workbook. Employment rates and student fee histories are being updated. Please wait for the updated negotiation workbook release memo before beginning the negotiated targets setting process. That memo should be released within the week.
