AANGFS Morning Presentation on Guard Response to Hurricane Katrina.

The meeting was called to order at 1200 by President, Col Kirk Martin He introduced AANGFS officers who are completing their term. Col Brett Wyrick is Vice President. Col Bill Pond, Secretary, Col Chip Riggins, Treasurer Col Reid Muller and Col Ralph Warren, Program Chairman MGen Gerry Harmon, ANG Asst USAF SG.

Reports: Secretary Pond, presented the minutes of last years meeting; the minutes were approved. Discussion and comments: AANGFS will not have presence at AMSUS in 2006 SAS and Advisors/Assistants will meet. Treasurer Chip Riggins notes present balance of $16, 822.59. Dues meeting expenses. Thanks for those life members. First year free dues caused 6/8 in AMP to join. Requisite 990 forms have been filed with the IRS.

Old Business: DVDs distributed to units: Educational Efforts: Providing Category I CME as well as RSV ACLS and ATLS provided since required for deploying flight docs Educational component is a necessary and reasonable wing expense.

New Business: Alliance Deployment Guide for CONUS: Col Martin suggested using the members with a wealth of experience to spin up for future operations. Col Terry suggested, “Let’s Do It.”

Homeland Pre and Post Deployment Screening. Do the same standards need to be for in country as well as out of country? What should be the Alliance response? This is an SGP issue. Northcom is the tasking authority and the one that sets standards. To be addressed with Guard Bureau.

Guard Advocate for Flight. Joe Pascuso, 177th. Claims that flying requirements are oly meant by Air Force. Active duty flying hours do not carry over. Need travel pay if going to meet flying experience. 36 AFTPs not used by Guardsmen due to inability to use. Col Falk addressed the issue at the 06 level. Needs to be worked at the 2 star level. Deputy SG of the AF is aware of the issue and worked at a senior level. Trying to work through channels but my require congressional intervention. LtCol Malvadie says that there is a cultural divide of those who do not see the value of flight docs flying. Need to look as flight docs as generalists. With the push to jointness, should get credit for flying with the Navy. Dan Gucciere echoes flying thoughts.

Two seaters seem to be going away per Col Martin. There are also fewer flights per day. Flying is also a lower priority on drill weekend. Brett Wyrick notes that flight docs should walk to the units that supply flying opportunities.

Recruiting and Retention: Col Martin always looking for new and innovative ways. Col Terry says Reserve Forces Board, 4 star, looking for information. AANGFS represents the medical assets of the Guard. Clee Lloyd notes that we are competing directly for the same personnel as the Army. Army Guard as other incentives such as CME credits. If no flying, how many would come into the Guard 2%, Continue 50%. Other branches may offer the same ability to fill patriotic duty without ability to fly. Lisa Snyder will have a questionnaire later. Brett notes 100% supports the continued flying.

Funding of Authorized Positions: Jim Balserak, Tuscon ANG, notes that it is difficult to be commander on 2 days per month. Notes many authorized positions but the positions are unfunded. Wing says, if it’s important to the Guard, they should fund it. Guard says if it’s important to the Wing, Wing should fund it. Mike Paletta notes ADFAC and Weapons Council is functional for some factions. AANGFS needs to use this corporate to get the issue heard. Need to read the regulations, research and make recommendation to the Director.

Aiere Ballroom 1830 Friday: AANGFS Executive Board.

LtCol Mark Gaul. TAOS is now being presented by the ANG for BEE, PH and Senior Health Techs. It is open to flight surgeons and is tied to this program. TAOS will have GEMS training. Col Klein, they have a 5 day program. There is about 2 days worth of material. If RSVs are required ever 18-24 months, then can’t meet every 5 years. Col K. Lee will be presenting information via electronic means. Meeting would go from region to region. At AsMA, the costs are much higher. AMSUS is also much more expensive and much less flexible. Food costs are also less? Piggyback on the Regional Readiness Frontiers. AD Air Force may wish to collaborate. Col Bill Carveth points out that all requirements have been completed. He invites other services to participate. Still need to get general officer letter.

Need to act as an organization with a global response to aerospace medicine. Need to be careful for the AANGFS to keep control—not let less experienced AD to control. Heads Up advertised the reserve course. 15 Guardsmen attended the Reserves Meeting. Jim Nelson from Columbus, Ohio. Wing commander needs to know what can be done to do well Inspection. Must have needs assessment for Inspection. Any interest on Inspection training. TAOS will cover inspection information. HS Inspection is a open book test. You only need to know the language.

To get flight surgeons to stay, need to get the flight doc program compacted. Harvard course give credibility for the Guard mission. MGen Harmon explained the reason for the schedule.

Recruiting and retention occurs by making service significant with flying, ICE3, deployments. Alliance activities should enhance this. Col Martin invited feedback. Board of Governors will meet at 1900 on Saturday evening. Chip Riggins will be replacing Randy Falk as ANG SG. Homeland defense.

Chairman of the nominating committee is Col Clee Lloyd.

The meeting was held at the Aerie Restaurant at Snowbird, Utah.

MGen Gerry Harmon started with an address regarding the Alliance. He presented Col Terry with a coin of appreciation for his many years of service. The Alliance is at the forefront of medicine. Every bedded facility is commanded by a physician even though there are non physician commanders. This will be the same for the future. Everything that can be done to promote service and career progression is important. The Assistant positions can be filled by flight docs. The SG Assistant positions must be filled by a doc.

We must be available of the AEF. We must be able to sustain successive rotations. The docs are the difficult ones to fill. If we can fill 120 and 60 day rotations, then it may be possible to decrease it to 40 days. “If I write the check, then we must fill it.” We are funded for our AEF participation.

Col Cappius would like to make positions available in the distant future. Would like to allow members to plan several years out. Will need 25-30 people per AEF and 180 per year. We still must have a force in reserve. Lisa Snyder notes that there are some who would like to go and have not had the opportunity. With a guaranteed Guard mission, there will be more opportunity. Brett Wyrick notes that some will not volunteer due to the risk. If some are ordered, then it would make it easier for them to get time off from their groups. Need to change the law to get protection for those mobilized. Col Terry notes that if one is mobilized, then one is stuck in the position. It would be better to mobilize the position for a shorter period. When one is mobilized, he works for the MAJCOM. Mobilization guarantees same benefits. Brett Wyrick can tell stories of those who have squeeze in Hawaii. Members need to have some protection. Kirk Martin notes that there is less sympathy now than 5 years ago. Presidential mobilization authority was 100,000 at any time. Do not want to go back to a Congress for a vote on the war

Gerry Harmon notes that perhaps we should be more political. Mark Snyder questioned specifics of recent legislation to place soldiers in positions. We were so good a graduating from Air War College by doing Jump Start that the line wanted in the course.

Richard Terry notes the importance of the flying mission and keeping close to the line. The SME does not get as much attention, but must remain a core value. The flight surgeon mission will not go away. We are still the humans weapons system. Change the mission for flying. Keep working the system to bring value. Historically, we kept the docs as flight surgeons and we used the AFTPs. Must keep the core mission going. Challenge when there are no airframes. Air Force Reserve probably cannot be counted. Alliance should keep control of the Newsletter and the CME. Ken Egerstrom did a mishap investigation on a Predator. He notes that we must step up to mishap investigation. The air force physiologists would like to take the mission. Still needs.

Next Readiness Frontiers will be in June 2007 per Chip Riggins. Col Terry noted that Dick Yules held a position for 6 years.

Chip Riggins note that members must supply call signs.

Flying: Mark Snyder notes that there should be a way to simplify flying with other units. Ken Egerstrom provides a little background from the corporate AFMOA. Lots of gnashing between the SG and XO. Agree that flight docs should fly, but then the general officer rotated out. New AFI stated that all rated aircrew must have a primary Mark Chappius notes that flying with a not Air Force. Will need to place explanation and copy in next newsletter. Summary will be placed in the next newsletter. For people deploying, there must be flying authorization. Somewhere there is a Senior NCO that has a bee in the bonnet for flight docs. Col Terry suggests taking the issue to the ADFAC. Most recent AFI affected flight docs without SG input. Chip Riggins. Need better data regarding flight doc flying. Brett notes that line must view value of flight docs. Must think like a line officer. Suggests that ADFAC address the issue. They do not want a non flight doc signing a 1042. Mike Paletta will present but he needs some background. Ken Egerstrom will make the information available. Next ADFAC will be in DC. Will be submitted and then placed on January 2007 agenda. No discussion on cutting back hours for active duty flight surgeons. Action: Ken will work with Mike to make resolution. Would be good to have the data prior to senior leadership. This will be addressed first with Chip Riggins and the Director. This may be a much quicker way. The maintenance seems to be the biggest obstacle because of the extra work. Flight doc is the last one considered for its use. Doc is the last one to know. Used for incentive rides before the Ken Egerstrom will supply an article regarding progression an requirements for Senior and Chief. One standard test now on line, good for 17 months. Non aircraft specific. Things flight docs should know.

Recruiting and Retention: Pole from approximately 100 flight docs at Flight Surgeon Sustainment meeting. Will DNIF those who do not complete it?(chuckle) Lisa Snyder will do a RAM project to get data regarding flight docs with specific questions such as how long staying, how much flying, time spent outside guard outside pay status. .

Future Educational Programs: Guard Bureau will only allocate one day. May wish add CCATT or other RSVs. Thanks to Col Snyder for his work on the program this year. Need to deconflict the SAS and Assistants from the Flight Surgeon Course. The idea of doing this regionally every 5 years. 20 month training cycle. RSV cycles are set AFMISSA Ken Egerstrom will ask. Mark Snyder will try to get CDs out to the units. Col Terry suggests giving membership dues abatement for workers at the discretion of the Board. This year’s CME got dropped this year and will try to get retroactively. Ralph Warren being given our heartfelt thanks for his work. Dr. Pond will send a card. Mark thanked all the speakers. Next year RSV focus. Need speakers for next year. Any suggestions for next year. Need the list of prior speakers to inform new speaker. Need to have background for Whinnery lecture for the banquet and Weaver for the afternoon program. Suggested FAST tool for flying safety.

Spouses Program: Vicky Martin will assist Cami Pond next year.

Inspections: Still have not changed to match the AEF cycle. Inspections need to be relevant to the mission. Should use concurrent review to check SID entries. Change threatens AFIA. Lisa did a good lecture on best practices. Commanders get 3M for ORIs.

Treasurer: Brett will take over from Chip. Alliance Dinner money in Chips hands.

Flight Surgeon Update Course: Topics selected by Ken Egerstrom geared to items for strong programs. Lisa did hearing conservation.

Newsletter: Continue with the AFRFSA. Next issue early October.

Col Falk Future Directions: Need integrate with the community hospitals. They really want to partner. Legal is not an issue because the hospital says they will get sued regardless of the presence of the Guard. After Katrina, the Guard is seen as the community asset. If the Guard is to exist, then must bond to the community. The Reserve IMA program is cut 75%. IMA does not have a mission. Suicide and mental health are big items. There must be resilence training that can cut PTSD by 50%. Top Knife program. Points only status for shots. Randy Terry thinks that there will be time hours rather than ½ day. New AMP course will be done at the unit level with computer. 2 weeks are already done.

Constitution and Bylaws: Need to amend to exclude from BOG those members no longer active in the Alliance, but BOG should include ANG SG/P, Program Chair, Officers, and ex-officio non-voting members as designated by President and 8 at large members elected in the off years. The duly elected President of the AANGFS, Kirk Martin, appointed the above delineated members as ad hoc BOG members until such time as the Constitution and Bylaws can be amended to reflect present practice. BOG Correspondence will be by e-mail. If a teleconference is warranted, it will be called by the president. In addition, the discussion board on the AANGFS website can be utilized.

Overall, the AANGFS is sound, the educational program is sound and the organization is robust. The rules should be adjusted to reflect the current, workable organization.
