WHEREAS: Emergencies that require police, fire or emergency medical services can occur at anytime; and

WHEREAS: When an emergency occurs the prompt response of police officers, firefighters and paramedics is critical to the protection of life and preservation of property; and

WHEREAS: The safety of our police officers and firefighters is dependent upon the quality and accuracy of information obtained from citizens who telephone the Cambridge Emergency Communications Center; and

WHEREAS: Public Safety Dispatchers are the first and most critical contact our citizens have with emergency services; and

WHEREAS: Public Safety Dispatchers are the single vital link for our police officers and firefighters by monitoring their activities by radio, providing them information and insuring safety; and

WHEREAS: Public Safety Dispatchers of the Cambridge Emergency Communications Department have contributed substantially to the apprehension of criminals, suppression of fires and treatment of patients; and

WHEREAS: Each dispatcher has exhibited compassion, understanding and professionalism during the performance of their job in the past year; now therefore be it

RESOLVED: That the City Council of Cambridge declares the week of April 8 through 14, 2001 to be National Dispatchers Week in Cambridge, in honor of the men and women whose diligence and professionalism keep our city and citizens safe; and be it further

RESOLVED: That the City Clerk be and hereby is requested to forward a suitably engrossed copy of this resolution to Emergency Communications Department on behalf of the entire City Council.

WHEREAS: The results of this survey where extremely positive and contained praise for the high quality of care that the residents of Neville Manor receive; and

WHEREAS: The survey specifically mentions the high quality of the professional nursing staff and the cleanliness of the facility; and

WHEREAS: The survey cites many positive comments made by the residents and their families regarding the quality of care that they receive; now therefore be it

RESOLVED: That the City Council commends the extraordinary efforts of the staff of the Neville Manor Skilled Nursing Facility which resulted in such positive results in the annual performance survey conducted by the Department of Public Health; and be it further

WHEREAS: William designed software to computerize the application process for applicants of Public Housing and Section 8; and

WHEREAS: William served as the Cambridge Housing Authority's Risk Manager and Chair of the Safety Committee; and

WHEREAS: William worked for the Council of Large Public Housing Authorities and Citizens Housing and Planning Association where he worked on various studies involving affordable housing issues; now therefore be it

WHEREAS: During the genocide, Armenians were forced to witness the rape, mutilation and slaughter of their families, the desecration of their churches, the looting of their personal property, the dispossession of their real property and the loss of their ancestral homeland; and

WHEREAS: The ancestral homeland of the Armenian people taken by the Ottoman Turks has not been returned to the Armenian people, nor have Armenians received compensation for their losses; and

WHEREAS: The denial of the genocide by modern Turkey dishonors the memory of the forefather of all living Armenians; and

WHEREAS: Armenians have traditionally designated April 24th as Armenian Martyrs’ Day in recognition and remembrance of those who perished during the genocide; and

WHEREAS: The year 2001 marks the 86th anniversary of the genocide and the first opportunity of the 21st century to mark this event; and

WHEREAS: It is of utmost importance to remember the past so that its atrocities are not repeated; now therefore be it

RESOLVED: That this City Council declares April 24, 2001 as

ARMENIAN MARTYRS’ DAY

WHEREAS: Lance Dottin guided his team to the 2001 Massachusetts Division I Championship this month with a 24-1 record; and

WHEREAS: Lance Dottin has been head coach for five years, and his record is an impressive 100-19; and

WHEREAS: The Cambridge Rindge and Latin Varsity Basketball Team finished the year not only number one in the state, but also ranked 10th in the east region by USA Today. This ranking places them among the top 40 basketball teams in the country; and

WHEREAS: As a child attending the Tobin School, Lance dreamed of playing for Cambridge Rindge and Latin and winning the state championship; and

WHEREAS: Little did Lance Dottin realize that he would not only play for a state-title team, but, 15 years later, he would be the head coach of another; now therefore be it

WHEREAS: The CRLS Students for a Free Tibet organization has brought the issue of human rights violations in Tibet to the attention of this City Council; and

WHEREAS: The People’s Republic of China invaded the independent country of Tibet in 1949-50; and

WHEREAS: Since its occupation of Tibet, the government of the People’s Republic of China has been responsible for numerous human rights violations in that country; and

WHEREAS: Examples of human rights violations include death in detention, torture, disappearances, arbitrary arrest, detention without public trial, denial of free speech and free press, population transfer, coerced sterilization and abortions, suppression of Tibetan Buddhism, destruction of Tibetan culture, and widespread racism and discrimination against Tibetans; and

WHEREAS: The United States Congress has stated that "Tibet, including those areas incorporated into the Chinese Provinces of Sichuan, Yunnan, Gansu and Qinghai, is an occupied country under the established principles of international law whose true representatives are the Dalai Lama and the Tibetan Government in exile as recognized by the Tibetan people;” and

WHEREAS: The United Nations General Assembly passed Resolutions 1353 (XIV), 1723 (XVI), and 2079 (XX), calling for the cessation of practices which deprive the Tibetan people of their fundamental human rights and freedoms, including their right to self-determination; and

WHEREAS: In December 1997, the International Commission of Jurists reported that "repression in Tibet has increased steadily since the 1994 Third International Forum on Work in Tibet" and concluded that "Tibetans are a ‘people under alien subjugation,’ entitled under international law to the right of self-determination;” and

WHEREAS: China seeks to absorb Tibet into China and is conducting economic development in Tibet contrary to the wishes of the Tibetan people; and

WHEREAS: The Tibetan Government-in-exile advocates small-scale, decentralized economic development in Tibet that Tibetans control, and that any development which intensifies and promotes the transfer of Chinese into Tibet or which leads to the destruction of Tibet’s fragile environment should be opposed; and WHEREAS: His Holiness the Dalai Lama, recipients of the 1989 Nobel Peace Prize, as repeatedly tried to conduct negotiations with China concerning the status of Tibet without preconditions, but China has refused to agree to these negotiations; and

WHEREAS: The Tibetan freedom movement is based on Buddhist non-violent principles, even in the face of brutal Chinese repression, and the Tibetan people have called upon the world community to actively support their struggle for human rights, economic justice, and self-determination; now therefore be it

RESOLVED: That this Cambridge City Council supports the conclusion of the United States Congress that Tibet is an occupied country under the established principles of international law whose true representatives are the Dalai Lama and the Tibetan Government-in-exile as recognized by the Tibetan people and be it further

RESOLVED: That this City Council supports the recommendations of the International Commission of Jurists to the People’s Republic of China to enter into discussions with the Dalai Lama and the Tibetan Government-in-exile on a solution to the question of Tibet based on the will of the Tibetan people; and be it further

RESOLVED: That this City Council supports a solution that ensures respect for the fundamental human rights of the Tibetan people, ends those practices which threaten to erode the distinct cultural, religious and national identity of the Tibetan people, and ends policies which result in the movement of Chinese to Tibetan territory; and be it further

RESOLVED: That this City Council urges the People’s Republic of China to cooperate with the United Nations mechanisms for the protection of human rights and allow unrestricted access to Tibet by independent human rights monitors; and be it further

RESOLVED: That this City Council supports the right of the Tibetan people to control economic development in Tibet; and be it further

RESOLVED: That this City Council calls upon individuals and companies doing business in Tibet to acknowledge that Tibet is an occupied country, whose rights and culture are being violated; and be it further

WHEREAS: Upon completion of his military service Louis R. Ford, Sr. continued his career serving his nation and his neighbors as a “professional” mail carrier for 35 years until his retirement; and

WHEREAS: Louis R. Ford, Sr. leaves to mourn his wife, Helen, his children, daughter Christine, son Louis Ford, Jr., sons Donald Barrows, Randal Barrows, Rumeal Robinson, Melvin Middleton, Tyrone and Ernie Ford, and the late bay Louis, William and Robert Brown, Jackie Hazard and Gail Niles, his nephew William (Buzzy) Mitchell), his grandchildren; Shawn, Darius, Devon, Desmond, DeShawn, Lamar, Devaughn, Damien, Chávon, Rashaan, Sumner, Addison, Kaya, Jamielle, Shayla, Elon, Janelle, Janae, Nathan, Justin, and Cameron and great grandchildren Taj and Amina; and
