DAVID HOLMES SWINTON, PRESIDENT 12 OF BENEDICT COLLEGE IN COLUMBIA, ON THE 13 OCCASION OF HIS RETIREMENT, TO EXTEND DEEP 14 APPRECIATION FOR HIS MANY YEARS OF 15 DISTINGUISHED SERVICE, AND TO OFFER BEST WISHES 16 FOR A SATISFYING AND REWARDING RETIREMENT. 17 18 Whereas, since 1994, Benedict College has enjoyed the benefit of 19 the dedication, experience, and leadership of Dr. David Holmes 20 Swinton, president of the college, who soon will retire; and 21 22 Whereas, as the thirteenth president of Benedict College, Dr. 23 Swinton oversees all areas and departments of this 147yearold 24 institution, which boasts a student enrollment exceeding 2,280. 25 The college’s enrollment has more than doubled since the arrival 26 of Dr. Swinton. As a result, Benedict has one of the largest 27 undergraduate populations of the twenty private institutions in 28 South Carolina. Recently, Washington Monthly magazine ranked 29 Benedict as one of the “Top 10” colleges in the nation to promote 30 social mobility, cuttingedge research, and community service; and 31 32 Whereas, born in Connecticut, the young David moved at an early 33 age to Timmonsville with his family and later lived in New York 34 City. In 1968, he received a bachelor’s degree in economics from 35 New York University, followed by a master’s degree and doctorate 36 in economics, both from Harvard University. He is well known for 37 his scholarly writings, most notably his analysis of the economic 38 status of African Americans. His works also have been published 39 in such professional journals as American Economics Review and 40 Review of Black Political Economy. Dr. Swinton was recently 41 nominated to be a primary negotiator for 2014 Title IV Integrity 42 and Improvement Issues by the U.S. Department of Education; and

[493] 2 1 2 Whereas, in 2004, Dr. Swinton wrote “The Economic Impact on 3 African Americans After Brown,” which was published in …And 4 Miles to Go Before I Sleep by the University of South Carolina 5 Institute for Public Service and Policy Research in celebration of 6 the fiftieth anniversary of Brown v. Board of Education. In 1998, 7 Dr. Swinton became the first AfricanAmerican chairman of the 8 board in the history of the Greater Columbia Chamber of 9 Commerce. Dr. Swinton has served as economic advisor to the 10 National Urban League since 1980 and has been a member of 11 Black Enterprise magazine’s board of economists since 1990; and 12 13 Whereas, his honors and awards include membership in Phi Beta 14 Kappa and the Coat of Arms Society and honors in economics 15 from New York University. This Ford Foundation Fellow received 16 a Harvard Graduate Prize Fellowship, the State of South Carolina’s 17 Order of the Palmetto, and an honorary doctorate of humane letters 18 from the University of Bridgeport. In 2007, Dr. Swinton was 19 inducted into the South Carolina Black Hall of Fame and in 2014 20 was selected to appear in the 2015 South Carolina African 21 American History Calendar. On February 3, 2017, the South 22 Carolina African American Heritage Commission honored Dr. 23 Swinton with the inaugural Leon Love Lifetime Award in 24 recognition of the notable, successful, and lasting contribution he 25 has made to preserve AfricanAmerican history and culture in the 26 Palmetto State; and 27 28 Whereas, Dr. Swinton finds strength for his labors in the strong 29 support of his family: his lovely wife, the former Patricia Lewis; 30 their six adult children; and sixteen grandchildren; and 31 32 Whereas, the Senate, appreciative of the dedication and leadership 33 Dr. Swinton has bestowed on this great State, takes great pleasure 34 in wishing him all the best as he enters retirement, and the 35 members trust he will find much enjoyment in the more leisurely 36 pace of the days ahead. Now, therefore, 37 38 Be it resolved by the Senate: 39 40 That the South Carolina Senate, by this resolution, salute Dr. 41 David Holmes Swinton, president of Benedict College in 42 Columbia, on the occasion of his retirement, extend deep

[493] 3 1 appreciation for his many years of distinguished service, and offer 2 best wishes for a satisfying and rewarding retirement. 3 4 Be it further resolved that a copy of this resolution be presented to 5 Dr. David Holmes Swinton. 6 XX 7
