Resolution #090314 Award of Bid First Aid Squad Ambulance for Basking Ridge Fire Company Awarded to Bay Head Investments, Inc, an authorized and contracted dealer for Horton Emergency Vehicles, in New Jersey, in the amount of $149,644.00

WHEREAS, the Township of Bernards received one bid on Thursday, June 18, 2009 for the Basking Ridge First Aid Squad Ambulance. The bid summary is as follows:

WHEREAS: Bay Head Investments Inc., as an option in their bid provides for a discount of $ 2,000.00 with a fifty percent (50%) advance payment upon contract award; and

WHEREAS, the Supervisor of Treasury Services has certified that funds are available in the budget; the line item appropriations to be charged is Capital Ordinance # 2076, line account # C-04- 55-076-G01; and

WHEREAS, this contract has been awarded to Bay Head Investments, Inc. through a "fair and open process" pursuant to N.J.S.A. 19:44A-20.4, et seq."

WHEREAS, accordingly it is the recommendation of the Ambulance Committee of the Basking Ridge Fire Company to award the contract to the lowest responsible bidder, Bay Head Investments, Inc. 43 Jefferson Ave., Berlin, NJ 08009 and

WHEREAS, it is the combined recommendation of the Basking Ridge Fire Company Ambulance Committee, Purchasing Agent and Administrator to award this contract to Bay Head Investments, Inc. 43 Jefferson Ave., Berlin, NJ 08009; and

NOW, THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Bernards, Somerset County, New Jersey that the Purchasing Agent is hereby authorized to issue a purchase order to Bay Head Investments, Inc. 43 Jefferson Ave., Berlin, NJ 08009 in the amount of $149,644.00.

Explanative Statement: This ordinance authorizes the Purchasing Agent of Bernards Township to issue a purchase order in the amount of $149,644.00 to Bay Head Investment, Inc. an authorized and contracted dealer for Horton Emergency Vehicles, Inc in New Jersey for the purchase of a custom Ambulance for use by the Basking Ridge Fire Company to enhance the emergency medical services of Bernards Township. One bid was received from Bay Head Investments, Inc (Horton Emergency Vehicles representative). Detailed analysis of the specification was performed to analyze the package returned by the vendor. During the analysis, it was determined that the vendor delivered complete responses to the bid specifications. Based on this analysis it is recommended by the ambulance committee of the Basking Ridge Fire Company and the Purchasing Agent of the Township that the bid be awarded to the lowest responsible bidder which is Bay Head Investments, Inc, of Berlin, NJ.
