Updated Approved DART Transit Redesign Plan Updates are so noted, and in Red (5/30/14)
After reviewing all public feedback carefully, DART’s Transit Redesign Plan has been modified and approved. Modifications to the Plan are specifically for fares and paratransit service model changes.
Fixed Route Service Expansions and Changes become effective Sunday, February 9, 2014:
New Castle County: Service Expansions Add Sunday service to Route 40 operating hourly from 9 AM to 8 PM serving US 40, Bear, Glasgow area. Extend Sunday service hours from 6 PM to 8 PM on Routes 1, 2, 4, 5, 6, 15, 22, 24. Route 1 – two existing trips will be extended into Bellevue Corporate Center. Route 6 – the last roundtrip will be extended into Prices Corner Park & Ride. Route 22 – nine additional inbound trips will serve the New Castle Airport Terminal Route 32 – Wilmington Trolley will be extended to serve the Riverfront, Delaware Ave. at Jefferson St., no longer serving stops at Amtrak Station or 13th St. at Market St. Service hours will be changed to 10:45 AM to 10:45 PM, operating every 20 minutes. Route 55 – No routing changes as originally proposed.
Service Changes Minor time changes on Routes 1, 2, 4, 5, 6, 10, 11, 12, 15, 19, 22, 23, 25, 28, 32, 33, 34, 35, 38, 43, 55. Route 10 – four trips will no longer serve Greenville/Centreville, short-turning at Rising Sun Lane. The 4:08 PM trip from Wilmington, originally proposed to end at Rising Sun Lane will continue to serve Greenville/Centerville, maintaining the 4:39 PM trip from Centerville to Wilmington. Route 25 – will no longer serve Quigley Blvd.
Kent County: Service Expansions All weekday service will be extended three hours to 9 PM.
Intercounty: Route 301 – Five local evening trips between Smyrna and Dover will operate on DE Route 1 instead of US 13. By extending Kent County’s weekday service until 9 PM, Route 120 will serve Governors Avenue replacing the three northbound and two southbound trips currently operated by Route 301. A trip is ADA eligible when both the beginning and ending points of the trip are within the designated ¾ mile of fixed route service during the days and hours the route operates. Service will still be provided to all customers, even for Non-ADA (Demand Response) trips. Update: As a result of discussions with Legislators, service agencies and advocates regarding details of the paratransit changes, Transportation Secretary Shailen Bhatt has committed to delaying the implementation of the $4.00 Non-ADA Demand Response fare for one year. Paratransit Service Model Changes effective after September 2014:
Trip Negotiation for ADA and Non-ADA (Demand Response) - DTC to work with the community to develop and implement satisfactory transportation alternatives, including coordination of 5310 vehicles, establishing new partnerships with private transportation providers.
Implement Conditional Eligibility - Customers are made conditionally eligible when certain trips are required to be taken on fixed route, while other trips are allowed on paratransit. Examples include night blindness, weather-related issues such as extreme heat for asthma or mobility limitations due to snow and ice.
Enhance eligibility process by requiring all applicants to participate in a standardized certification and recertification process. All new individuals applying for paratransit service will be required to complete the application process and an in-person assessment process. All customers will be required to be recertified and will be notified in writing 90 days prior to their expiration date.
Senior Ride Program - Continue providing trips for customers age 65 and over. From September 2014 to December 2014, any customer age 65 and over who has been granted eligibility based solely on age will be required to go through the certification process in order to maintain eligibility after December 2014. If individuals have a qualifying disability, they will continue to receive service. For those who are not eligible, the Senior Citizen Affordable Taxi (SCAT) program will remain available.
Enhance travel training program and outreach to encourage individuals to use fixed route bus service, thereby increasing mobility options, flexibility and independence.
Modify/Enforce No Show Policy - The modified policy eliminates the clause that allowed suspended customers to still travel for medical trips. In addition, the policy will enforce the number of times a rider can reserve a ride and not be ready or available at the agreed pick-up time.
REVISED Paratransit Fare Changes
Fare increase will be implemented over three years instead of two years as originally proposed. In addition, the Non-ADA (Demand Response) fare has been reduced from the original proposal.
