PROVISION/MECHANICS: BR 1918 creates a new section of KRS 158 requiring that each board of education shall offer a course in driver's education in each secondary school in the district.
FISCAL EXPLANATION: The actual fiscal impact of BR 1918 is indeterminable due to the inability to calculate the number of secondary school students who would choose to take a course in driver's education if it were offered at their school. Although the actual fiscal impact is indeterminable, the following cost elements are provided:
A recent survey conducted by the Kentucky Department of Education (KDE) found that 36.3% of secondary schools in the Commonwealth currently are offering a course in driver's education. Therefore, 63.7% of secondary schools in Commonwealth are not offering a course in driver's education to their students.
The Department of Traffic Safety at Eastern Kentucky University estimates the cost of offering drivers' education is approximately $250 per enrolled student. This cost estimate considers cost factors such as a certified teacher's salary, automotive costs, and automobile insurance.
