POSITION SUMMARY (Summarize the key purpose and role in the organization of the job.)

The role of the Operations Manager is to act in the capacity of the Chief Administrative Officer of the Pool for management and servicing activities core to the successful undertaking of daily operations. This person works under the general direction of the Program Executive (MIIA Executive Vice President).

Education: BA/BS in Business, Public Administration, Risk Management, Finance or related field. A Masters Degree is preferred.

Experience: Minimum of seven years of commercial property/casualty and workers’ compensation experience with a public entity pool commercial carrier, commercial insurance agency or third party administrator in the areas of marketing, underwriting, policy administration or management. Communication Skills: - Strong motivation, interpersonal skills. - Strong written and verbal skills to maintain and provide ongoing interactions with MMA, members, service providers business partners and state regulatory agencies. - Ability to interact with cross functional MIIA team members (not reporting directly to program manager) to ensure that they execute program responsibilities and duties. - Proven track record of understanding and clarifying members needs to MIIA’s expectations and service delivery capabilities.

1 of 4 4/3/2018 Program Manager Job Description Technical Skills/Knowledge: - Proven process and management capability. - Completion of industry sponsored educational programs relating to primary insurance management or servicing, e.g., ARM, CPCU, AAI, ALC via internal company management programs or external educations services. - General knowledge of municipal operations and their related exposures. - Working knowledge of insurance accounting financial reporting, key management ratios and budgetary development and management. - Negotiation skills for contract negotiations and renewals with service providers and business partners. - Good organizational skills including strong computer skills. - Knowledge of insurance laws, rules and regulations and general practices to employees workers’ compensation, casualty or benefits in Massachusetts. Physical Requirements/Working Conditions: Travel will be required. Able to operate/ function in multiple office environment(s).

Manage, provide leadership and administrate the core day to day business policies and processes essential for the execution of the MIIA annual business goals and the critical delivery of client services for a fundamentally sound public entity insurance pool. 2. Responsible for the ongoing supervision and daily over-site of the primary contractual service providers for the following:  Execution of their contractual requirements  Annual Business Plan activities  Functional department(s) Service Plan Objectives and execution  Annual Service Provider audits (either conducted by MIIA or other business partners)  Assists in the primary development of materials for Board of Directors meetings and presentations from service providers.  Contract language negotiations with service providers  Management information reports from service providers  Performance reviews of service providers  Performance reviews of service providers 3. Preparation, review and approval of all MIIA promotional and informational data as prepared internally (by MIIA staff) or externally by MIIA primary service providers or 2 of 4 4/3/2018 Program Manager Job Description vendors including web site development. 4. Act in the capacity as chairperson (or designate the appropriate person/party) for core or regularly scheduled operations meetings with MIIA staff, service providers or vendors e.g., quarterly account review process, monthly claims – loss control – marketing meetings. 5. Personnel reviews of direct reporting associates. 6. Maintain a primary working relationship with MIIA Pool Members to understand their risk management needs, exposures and primary municipal operations as it relates to the services afforded to them by thePool(s). 7. Develop appropriate business standards, operating procedures and tools for the proper documentation of primary MIIA pooling operations including records retention and all original contracts i.e., underwriting guidelines, marketing and loss control field service standards. 8. Working with or on behalf of the Program Executive (EVP) act as the manager and liaison for external auditors including conducting appropriate internal audits of primary service providers for marketing, underwriting/rating, loss control business plan compliance and industry performance benchmarks and standards. 9. Identify, implement, manage and monitor key action plans, tasks and activities in accordance with the annual business plan and vendors service approach plans for successful pool operations and overall membership satisfaction. 10. Work with the Executive Vice President to develop and execute strategy into operations and provide significant communication to all parties essential to primary pooling operations. 11. Develop and maintain broad base knowledge of MIIA’s membership services, strategic planning, business plan goals and objectives and core insurance operations including directing initiatives designed to improve efficiencies and member satisfaction. 12. Primary development and management of MIIA annual property/casualty and workers’ compensation business plans, budget and reporting of operational and budgetary deviations to the Executive Vice President. 13. Create and manage critical process, communication and information flow to understand and analyze core operations, competitive market information and new products and services development. 14. Provide direct project management and support for large and/or small scope projects and activities as developed internally by MIIA staff or service providers. 15. Act as primary liaison for MIIA to information technology service providers systems and software support and applications for core insurance services and management reports. 16. Review and approve all new business submissions that are beyond the scope of the service provider authorization for release to new member prospects. 17. Primary contact for development and review of data requirements and information for program actuarial review. 18. Management of primary property/casualty and workers’ compensation reinsurance activities including exposure data, reinsurance history, claims history, limits profile and other key data for renewal negotiations.
