CODSALL PARISH COUNCIL MINUTES Planning Meeting held in the Parish Council Chamber, Station Road, Codsall on Wednesday 27th November 2013 at 7.00 PM.

PRESENT: Parish Councillors: Mrs M Barrow (Chair), Mrs V Birch, Mrs V Chapman, Mrs E Forster, S Jenkinson, Mrs C Millar, L Stovin District and Parish Councillors: Mrs P Campbell, J Michell, County and Parish Councillor: R Marshall

1. APOLOGIES Apologies were received from Cllrs Ewart, Etheridge, Holland and Kenyon.

2. DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATION There were no declarations of interest or written requests received for dispensation.

3. MINUTES Resolved that the Minutes of the meeting held on 13th November 2013 be confirmed and signed as a true record.

4. PUBLIC PARTICIPATION Marie Affron, resident of Oak Tree Rise, raised objections over planning application 13/00830/OUT (residential development to be built on the former bowling green on Wood Road) stating that no further development of the site should be considered until a thorough assessment by planning and Highways is carried out with regards to pedestrian safety.

Mrs Affron also requested that councillors look into the handling by South Staffordshire District Council Planning Department of her submitted letter of objection.

5. PLANNING DECISIONS The following Planning Decisions from South Staffordshire Council were received and noted:

APPEAL DECISIONS APP/C3430/A/13/2199923 – 12/00943/FUL Demolition of former public house and car parking and erection of ten dwelling houses with associated access parking and amenity. Former Cross Guns Public House, Codsall Wood Appeal allowed and planning permission granted

6. PLANNING APPLICATIONS Resolved that the following recommendations be made to South Staffordshire Council:

13/00882/ful Two-storey side extension, single-storey rear orangery and porch to front. 25 Lansdowne Avenue, Codsall Approval

Liquor Licence Variation News Express, 90 Wolverhampton Road, Birches Bridge Codsall From Monday to Sunday 0800 to 2300 To Monday to Sunday 0800 to 0100 Refusal on the grounds of public health, unsociable hours of operation and generating noise and disturbance.

7. CORRESPONDENCE

7.1 Freedom of Information Request from Codsall Green Spaces Protection Group dated 19th November 2013 was received and noted. 7.2 Freedom of Information Request from resident Mr Skinner dated 25th November 2013 was received and noted. 7.3 Codsall Community Arts Festival Consideration was given to the request for the use of the Chambers during Community Day on the 8th March 2014, to hold in the morning an adult novel writing workshop with limited numbers and in the afternoon a school age poetry workshop. Resolved approval for Codsall Community Arts Festival to hold writing workshops in the Parish Council Chambers during Community Day. 7.4 South Staffordshire Council Rough Sleepers Survey November 2013 responses by 6th December 2013. Councillors were unaware of any person sleeping rough in the parish during the last six months, therefore the meeting resolved that the Clerk returns the survey as 0 number of rough sleepers, but would advise the Clerk if they became aware of anyone sleeping rough in the parish during the night of Friday 29th November 2013. 7.5 A letter from resident Mrs Blagg re parking problems in Fairfield Drive was received and noted.
