Cardiff Cycling Campaign

Notes of the Campaign meeting held on Monday 10th March 2014, 7.30pm at O’Neills, Trinity Street, Cardiff.

1) Attendance and apologies Attending: Iona, Lewis, David, Richard N, Richard E, Ken, Julian, Max. Apologies: Martyn.

2) Minutes of the Campaign meeting held on Monday 10th February 2014 Agreed as a correct record.

3) Matters arising a) Pont y Werin links Lewis has posted on the Campaign website and he will forward to Richard N for discussion with Cardiff Council. b) Cardiff Bridge Works are under way after our objections and the TRO saga. But we agreed that Transportation should be reminded that cyclists will use the road, others the pavement, and that performance should be monitored. Ken will write to Matt Price / Paul Carter. Max has made formal complaint on the development, alleging maladministration. c) Enfys strategic cycling routes Max commented on the use of SEWTA money for route 6, Cowbridge Road East developments, using cycling money but removing all specific measures for cycling. Similarly, for the Colum Road development, officers say they don’t want a “bicycle street”, contrary to Local Transport Projects’ proposals; no TRO for the scheme, which concentrates on junction improvements at Corbett Road. It was noted that SEWTA will be abolished at the end of March and replaced by other local authority arrangements. It was agreed to write to Welsh Government minister, Edwina Hart AM, responsible for transport / cycling and the officer responsible for cycling (M. James?): Max to draft the letter for the Campaign; also for press publication. d) Cycling Liaison Working Group It was noted that no date has been set for the next meeting [now 7th April]. Also that Nick Peers, appointed to look after cycling projects, has left the Council, so the person responsible is Matt Price, with Gail Bodley-Scott doing the arrangements. It’s important that the cycling interest groups work together on cycling developments and one of the topics should be the development work and consultations for the Active Travel route plans.

4) Cardiff Cycling City: vision & manifesto Ken introduced ideas for the proposed event, scheduled for the end of June, that would contribute to our publication of a manifesto “vision for cycling.” City Hall might be a good venue for both presentations / panel and for workshops, and Iona would look at availability.

1 It was noted that others will be discussing cycling visions on 27th March at Jolyons – Mari Williams, Caro Wilde. Ken said he would be keen to attend and discuss collaborating on organising an event of events; he will produce a checklist of our proposals. We’ll continue to work on a draft ‘manifesto’ and associated campaigning as example’d by Bristol Cycling Campaign.

5) Cyclenation consultation & AGM Ken introduced the topic of Cyclenation’s consultation on its’ future and options for working through the main city campaigns and / or CTC – Cyclists Touring Club, leading to its members’ Annual General Meeting on Saturday 31st May in Birmingham. The paper appears to cite options between working through London Cycling Campaign and other conurbation campaign, and closer work with CTC’s rights network, or to wind down the federation within its membership resources (which are essentially voluntary and local).

6) Officers’ reports i) Finance Expenses were paid, no budget has been set. ii) Membership & database / members & contacts We need to resolve the production of membership renewals and production of address labels. iii) Social media; email groups Twitter followers increased to 178, Facebook followers to 45. We agreed to set up [email protected], to Ken’s inbox. Remove yahoo group or link to social media. Hootsuite raised as social media manager iv) Website Ken is to forward approved minutes to Lewis for posting on the web. v) Newsletter – On Your Bike Ken to arrange deadline and draft articles for a Spring publication.

7) Campaign updates a) Cardiff Local Development Plan – consultation on development sites. Max said Cardiff Council should be required to report on their own candidate sites as other developers are required, e.g. Central Square – public realm and cycling routes / access. We should support cycling- related developments, object to those that don’t. b) Cycle theft – Iona reported on police initiative; focus for Bike Week. c) Active Travel Wales Act: Local Authority plans – no consultations to date. Ken will report on plans for CTC’s involvement in lobbying. d) CTC Cymru developments - Ken will report on developments. e) Ely Mill site and traffic / cycling access – Max informed attenders and it was agreed that developments should be objected to.

8) Any other Business We discussed the fatality of cyclist Amanda Jane in Cardiff.
