POSITION: AIR QUALITY PLANNER/COMMUTE SOLUTIONS PLANNER Position No. TR07040 (to be referenced on application and resume)

SUMMARY OF POSITION: The Planner will serve as a primary staff for Transportation Air Quality Implementation Programs which may include Clean Air Action, Clean Vehicle, and/or Commute Solutions activities. Coordinates and supports the efforts of local, state and federal agencies in complying with the various federal and state alternative fuel mandates and trading regulations. This position will support regional efforts to meet attainment of federal air quality standards by assisting in creatively analyzing and promoting transportation related air quality programs and investigating other potential measures to help reduce ground-level ozone.

ORGANIZATIONAL RELATIONSHIPS: Supervised by Chief Air Quality Planner. Reports to Air Quality Program Manager

EXAMPLES OF WORK: Performs varied duties including or comparable to the following:  Research and evaluate, in conjunction with EPA, TCEQ, TxDOT and FHWA, cost, and availability.  Record keeping and reporting requirements for use in program enforcement and emission benefit calculations.  Solicit eligible recipients or TMOs for expansion of Commute Solutions and vanpool activities.  Solicit eligible public fleets for CMAQ funding.  Solicit public and private sources for the acquisition of credits.  Provide technical assistance to public and private fleets.  Prepare meeting agendas, meeting notices and meeting minutes.  Define Program Goals and Objectives and develop an annual work plan  Hold monthly committee meetings and stakeholder meetings on a bi-annual basis  Pursue funding opportunities (federal, state grants) for continuation of program activities and the acquisition of credits.  Develop educational materials and news articles for public outreach.  Submit quarterly reports on the status and expansion of Commute Solutions, vanpooling and Clean Vehicles success stories  Assist in preparing annual reports to the TxDOT and TCEQ  Conduct surveys of potential stakeholders to join program and commit to participation  Work with Clean Air coordinators to develop statewide networks, incentives and air quality strategies.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Must have strong organizational and interpersonal skills, and the ability to motivate and work effectively with others in a team atmosphere. Strong communication skills, both oral and written experience in public speaking. Proficient in the use of personal computers in the Windows environment. Must have knowledge of transportation alternatives, air quality emission reductions, grant monitoring, administration and coalition-building.

EDUCATION AND EXPERIENCE: Bachelors degree in related field. Minimum two years of related experience desired. Bachelor’s degree required, with preference for Master’s degree, with emphasis in Public Administration, Planning, Public Relations, Business Administration or Marketing,

PAY GROUP: Level 6, Professional II, $41,158 - $64,680
